Technically my Stalker with Aid Other and Resuscitate is a Healer.
That same technicality makes my Dominator with Vengeance a healer as well. -
or Magicians that use their magic to make conventional weapons more powerful.
Which I did once for an VG member.They had asked my mage to make their bullets stronger. So after fiddling around with them, the bullets had a spell placed on them that would double the velocity at the moment of impact. To demonstrate my mage threw a bullet at a wall,which left a small impact crater.
Fun times. -
My WS will definitely switch to the red side.
In fact that's the only character I currently plan on switching. -

Sky Skiffs and Chasers work with slightly different mechanics than a car would, I do believe. No wheels to turn, no set direction, etc.

There's a vault in Pocket D which is 100% Neutral when it comes to hero/villain
As for loosing inf I can see that happening, but I'd rather it didn't because then there would be no strong divide between Hero inf and villain inf and markets could be merged. -

Considering about half of the set was new stuff I think it would qualify as a set on it's own -

The closest is the anti teleport fields found in certain maps with a prison room. -

I'd refute that and show that Hero side has had many story updates since I7.

I8 had the revamped Faultline, which introduced Arachnos to heroes, and started showing hints of Rikti activity. -

I don't think it's a good idea to move MM's Heroside without also moving something from Heroside to Villainside.
Additionally this movement shouldn't be done until villainside is allowed to become more well rounded.
While some of the population discrepancy is because of what Rachel said, I think it's made worse because of the lack of story updates to the villain side. -
I think this is a good idea.
Honestly I was surprised with the amount of zones that got an AE building. I also think a few of them aren't necessary.

If you did that, then it would be obvious that you were padding, the real trick is to pad but make it look natural.

While I Want to say yes to the idea, with all of the changes made to Stalkers I don't see the need.
a 7.5% unresistable to hit debuff
high chance of a Mag 5 Fear
in addition to all the damage it does
what's more is AS will not break Hide if it misses so I just don't see the need for this. -
True Oro is 25+
but what zones might you end up in after completing the mission?
Someone mentioned Steel (Which goes to AP directly, or tram and your by City hall) Perez Park (which links to AP directly) any others? Is it so hard to travel one zone? -
Considering the ease with which one can get to Atlas Park I don't see a need for this.
Like a poster said above an O portal can get you there.
While it's true Villains get a phone number for this they are also pretty much cut off from the front area of Mercy once they leave the zone. -
The only difference is that Oro TF have no player requirements
Posi requires 3 people to start
ITF requires 6
anything in Oro can be started by 1 person
what's more is the actual Oro TFs: Lazarus,Tesseract,Twilight's and Silos are actually story arcs that use the TF mechanic so they're balanced on the Story arc numbers not the TF ones. -
While that makes sense for damaging effects most of the secondary effects from attacks aren't damage
Look at Ninja Blade whose secondary effect is -def
So in a fighting situation
I attack you with my sword(an attack), this leaves a [censored] in your armor (-def) I then say sorry(Placate)
Your going to ignore my apology because your armor is chinked? -
I remember when your mission would grant the Plaguestopper badge only if Dr Vahz spawned inside of it.
Heck I remember when Badges were first added to the game. -
When a /SR Scrapper could get by using only Focused Fighting and the passives?
When a tanker could herd an entire floor of an indoor map, and place the mobs in the perfect spot for the blaster to nuke? -
I would love to see any changes made go for both sides,although I didn't see that in the OP. However history shows that power set changes don't happen to live sets (Exception Grav Control) When Brutes got SR and Evasion was moved down in the power tiering Scrappers and Stalkers didn't see that same movement.

The point is to proliferate a set without causing any backlash and removing redundant powers.
The OP points out that Both ELA and EA have conserve power, both Scrappers and Tankers can get Conserve power in their Ancillary pools(Specifically Body Mastery)
A general rule of proliferation is to avoid making new powers.
by replacing Conserve Power with Repel, Villains won't complain much, the redundant power is removed and you can get the set proliferated no problems. Repel would also increase survivability slightly because enemies can't attack if they're knocked down. -
Just had a thought for how to proliferate EA
Copy Brute Version, Replace CP with Repel.
EA gets proliferated,theoretically becomes more survivable and no one cares about the changed power that 95% of the new EA users will skip.
