Perhaps another measure that could be taken in order to avoid the "player has so many level shifts that older content becomes completely trivial" would be to develop incarnate powers that emulate the effects of Black Swan's quill attack - debuffing level shifts on the most dangerous incarnate foes (even if only for a short while), with a shift "floor" of +0. As there are no special rewards (or at least I haven't noticed any) for defeating a level-shifted foe, such an incarnate power would not be especially overpowering in regular content, but would allow an Incarnate to be far more effective against extremely powerful opponents (Mot, Praetorian Hamidon, etc)

Regarding PVP;
Each point of protection is turned into 10% resistance (so 10.38 protection becomes 103.8% resistance). This resistance stacks with resistance from other sources, but is subject to diminishing returns.
So, if you have 10.38 protection and 35% status resistance in PvE, you would have 138.8% status resistance in PvP. Against a Mez effect enhanced to last 8s, and ignoring for now the effects of diminishing returns (since they're complicated, and I believe very slight in these circumstances), not adding the resistance would reduce the 8s to 8/(1 + 1.038) = 3.93s. Having the resistance would reduce the 8s to 8/(1 + 1.038 + 0.35) = 3.35s. If those 0.58 seconds of mez prevention are more important to you than whatever other things you could be using your enhancement slots on, then by all means take the mez resistance. (Note that the effects of mez resistance will be more pronounced against mez attacks that are sujbected to the effects of Power Boost, Clarion Radial or Vanguard Medal/Megalomaniac powers.) -
IMO, (generally) not worth it.
Status resistance reduces the length of time that mez effects can affect you. It does not prevent them from affecting you in the first place.
Combined with status protection, it is more difficult for foes to mez you by stacking up their mez effects. If you're getting mezzed the moment you aggro enemies, then status protection will not prevent you from being mezzed, but it will reduce the length of time you are subject to these effects. If you are being mezzed gradually from stacked up mez attacks, status protection will be very helpful in preventing you from actually being affected by mez.
It's rare for a brute, IME, to get mezzed in regular play (provided that status protection is actually turned on).
I think that most effects which laugh at status protection (eg, Ghost Widow's hold, Sequestering) also ignore status resistance. I may be mistaken on this. If you face these effects often and I am mistaken, then status resistance will be helpful (reducing the amount of time you are subject to these effects) but will not prevent them from affecting you in the first place. -

So don't make it a chance for - Make it an automatic Taunt.
Other ATOs already have special enhancements with guaranteed effects - Kheldians, Masterminds and (surprise) Scrappers.
I personally doubt that Taunt is so overpowered that allowing an automatic taunt enhancement would break anything. Furthermore, it could probably be set to not stack. -

So what that means is: it lasts "forever" (until you complete the arc, presumably); it has no effect on your stats. -
Which translates (on average) to about once in 3 minutes 20 seconds.
The thing about averages, though, is you could have it go off twice in two checks (1 in 400 chance for a given 2 ticks), or on the other end of the spectrum, not go off at all for nearly 20 minutes (about 1 in 404 chance for not going off on a given 117 consecutive ticks, measuring 19 minutes, 30 seconds)
Random is random. -
The problem with giving out permanent (ie, non-consumable) items is: What do you do about the people who already paid to unlock them? I suspect there would be more complaining about that than regular free consumable items.
I suspect that the items selected will remain consumable throughout the foreseeable future.
(That said, I wouldn't complain if, say, enhancement tray 3 were being given out one week....) -

Personally, I've seen the T9 rewards as being slightly out of reach for now, so I haven't really concerned myself with them (I just started on T8 today on one account, the other is premium having completed T7). Unless the costume sets are especially relevant to an existing character of mine (or a new concept I'm very eager to get started on), I'll probably be spending reward tokens on the repeatable rewards when I actually get to T9. I'm rather fond of enhancement boosters and super packs. -
...And for trials, start out with Lambda Sector, Behavioural Adjustment Facility and/or Keyes Reactor trial. These trials are the "easiest", and chronologically the first (well, Keyes happens after LS/BAF, but it is the next one). Once you have a level shift (from a rare or VR alpha slot) and 1-2 incarnate shifts (from a rare or VR Lore or Destiny), the remaining trials will be quite a bit easier for you (they contain level 54 enemies with level shifts).

It may not sound like much of a difference, but a controller can manage Mag 80 immobilize with 20 stacked instances of their single target immob power. Since most ST immobs are also good sources of damage, this can be rather helpful. Furthermore, actually managing to keep a GM immobilized would trigger Containment, which is a significant benefit.
Assuming 180% global recharge (enough for permahasten), no local recharge slotting, and that a single target immob power is cast every time it's up, a controller with a Single Target Immobilize can manage mag 80 immobilize (not counting overpower, pets, or Interface) with an immobilize enhancement value of between 86.2 and 122% (depending on the cast time of the immobilize - Electric Fences being the worst at 1.67s). It's very possible to get ED-capped damage alongside an 88.1% enhancement with reasonable accuracy and endurance reduction (though "sacrificing" your ST immob slotting could make it a pain to keep all other desireable aspects of your build in place).
As an alternative to sacrificing slotting for immob duration, the entire Radial tree of Clarion Destiny, Power Boost and the Vanguard Medal/Megalomaniac accolade powers also offer an opportunity to significantly increase the duration of your immobilize powers for a time. Furthermore, the Musculature Core Paragon alpha (plus the entire Radial side of the Alpha tree) includes an Immobilize enhancement component. The calculations get significantly more complicated at this point, but it would seem quite viable that taking Power Boost through your Epic Pool and using it regularly could make enough difference to perma-immob a GM while solo.
Another tip for GM soloing:
The best debuff you can have is (generally speaking) -Resistance, followed by -Regeneration. With enough of either or both of these, anyone who can survive a GM fight on their own can also win it. -

Confirming the same issue with Sister Solaris.
-I was queued for Lambda/BAF/Keyes
-BAF came up while I was in SS's last mission via Flashback
-I accepted BAF (16 people in trial)
-Instead of loading into BAF, I was ejected from my mission and my flashback ended
-I was unable to rejoin the LFG queue
-I logged to character select, returned to the same character, had option to rejoin last trial
-When clicking option to join last trial, the server was unable to locate the trial map
-When I attempted to use the LFG queue with willingness to join an active trial, the server appeared unable to locate an active trial
Speculation: using the LFG interface while flashing back may be able to grief people starting open trials, as it appears that the trial I had attempted to join may have been completely obliterated. -

Go to Warburg, rescue 3 scientists (or more if people attack you and steal your codes / less if you attack other people and steal theirs), click the Chemical (blue) glowie marked on your map, launch the rocket. Do it again, click the Bio (green) glowie marked on your map, launch the rocket again. Go to your mission. Use the Bio on yourself and your pets (possibly including a Shivan from Bloody Bay, or other temp pets you might see fit to use) immediately before the fight, then drop the Chemical on the EB and watch her melt as you continue to fight her.

I knew it didn't...but that's how I spent my game time during 2XP.
EDIT: Though the 2x Prestige did help me add a bunch of storage to my nearly-solo base -
Got an Alpha shift and a Judgement power on my stalker (mostly solo) and well on my way to unlocking Lore and Destiny slots.
I rather enjoyed the Dark Astoria storyline.
