You really need to get your rules together instead of throwing them up after people spent their time planning on it.
If you are not going to allow power auras because of the animations, then you need to clarify that in advance because it might be a key point to a characters costume.
Example: A level 15 named "The Flaming Match" can not use a fire sheild aura. He's not allowed costume fire auras till level 30. So, basically, he's shut out of the costume contest because of a last minute ruling.
Any and all powers require an animation.. sword, gun, shield, etc. If you are going to single out the types of powers, last minute, instead of saying, "no powers of any kind," just shows that this is another year that PERC can't get their stuff together.
A player drawing a weapon gives an advantage to a player not allowed to use another weapon. In both cases the weapon is a key part of the costume, regardless of a last minute decision. It's no different than someone activating Fire Shield or another weapon because it still uses the same resources that the player drawing a weapon uses.
You can say that the shield and swords are costume pieces, yes. My point is that the only way that they can be seen is if a power is activated. -
Personally, I think that the Deadly Apocalypse events should be limited to one or two zones when it's not the time of the Halloween Event. Limit it to Croatoa, heroside, and Nerva, villainside.
I mean, if the salvage contacts are in that zone, it should trigger in just those zones. If your actions are going to bring the apocalypse, it should be in the zone that YOU are in.
Plus these two zones will get more use as they are also zones that I have seen less and less people in, besides from the occasional TF/SF. -

Well, I figure that this will be a first for me. I'm secretive about my characters, names, etc. because I make my alts for me. Sure, a lot of people do the same, but I make alts that make me happy to play. To me, it's not about whether or not they are good builds. It's about what I can accomplish with them and with their story.
BTW, my list is long. Not the longest... but still pretty lengthy:
Virtue Server:
1.) Arachnos Commander (Deceased) - level 50 Mercenaries/Poison Mastermind. Former leader of the Arachnos Elite. Spent his life trying to find Utopia. Realized that the only way to get to Utopia was by wading through the destruction created by Lord Recluse. Was given the title of "Right Hand of Lord Recluse" by the man himself. (on a test server event) Mysteriously found dead this past September. At the request of Arachnos officials, no autopsy was performed.
2.) Kerse - level 50 SS/Inv Tank - Former Captain in the Vanguard. Went into retirement after the first Rikti War when he saw that the new heroes of the city were looking only to make a name for themselves. He was disgusted that, once they increased in security level, the newer heroes would turn a blind eye to the lesser notable criminals while they looked for "big time" crooks to add more fame to their reputation. He came out of retirement when the Rikti resurfaced... but he still has hard feelings towards the "big name" heroes of Paragon. Lately he's been ignoring his duties and it's been rumored that he's been spotted in Mercy Island.
3.) Resurrexion - level 50 Dark/Dark Brute - A former hero of Paragon, the man now known as Resurrexion gave up his life to serve Lord Recluse. Shrouded in armor, Resurrexion hides his disfigured body from those around him. The ravages of war and fighting for the Longbow have destroyed his once good looks and all that remains is something that can not be described.
4.) Mender Chatom - level 50 (petless) Merc/Poison Mastermind - After decades of loyal service to the Ouroboros, Mender Chatom walked away from it all. No one is certain why he did, but if his most recent association with the Arachnos is any indication, the Rogue Isles had better be prepared for anything.
5.) Vanguard Commander - level 50 Claws/Willpower Stalker - The Vanguard Commander played a vital role in the resurrection of the Vanguard Elite. After the first Rikti invasion, Statesman retired the Elite out of respect to his friend and comrade, Hero 1, and the thousands lost at the hands of the extraterrestrial invaders. He returned the mantle of leadership to The Lady Grey, who vowed to train the very best of her troops in "special" tactics, incase the need for the Vanguard Elite was warranted. On July 23, 2007, that need arrived.
6.) Wolf Spider Immortal - level 50 Bane/Bane Soldier of Arachnos - The only successful living clone of the Arachnos Project: Immortal. He doesn't know about the person he was cloned from, nor does he care. He only lives (forever) to serve Lord Recluse.
7.) Cybernetic Commander - level 50 Energy/Rad Corruptor - This is the cybernetic shell that the Arachnos Commander used during a period when he was incapacitated. However, since the death of the Commander, the Cybernetic Commander has rewritten his memory to believe that he is the real Arachnos Commander.
8.) Commanding Officer - level 50 Thug/Pain Dom Mastermind - Has taken the mantle of leader of the Arachnos Elite. Besides being former Spetsnaz soldier, little is known about this Arachnos officer.
9.) Raserei Krieger - level 50 Assault Rifle/Pain Dom Corruptor - The Raserei Krieger are highly advanced soldiers of the 5th Column. These "Warriors of Rage" feed from the pain of those around them, transforming it into a healing aura for their compatriots, while giving themselves a major adrenaline boost. For a short while, these soldiers will black out in a fit of rage and often charge into battle causing their own demise. Rumors are that the Raserei Krieger are cyborgs that share the same cloned brain of a fallen leader of the 5th Column. Though they fight with the same goal, their individualistic personalities have been breed out of them, making them the ultimate killing machine.
10.) Archon Lazarus - level 50 Dark/Dark Corruptor - Archon Lazarus is a highly skilled member of the Council's "Project Resurrection." While his true identity is still a mystery, sources have claimed that this disfigured creature bares a striking resemblance to a member of the Vanguard's Omega Team. Whether or not this creature saw life through the eyes of a hero, his presence marks fear in the hearts of all that interfere in the plans of the Council.
11.) Mu Guardian Enforcer - level 50 Bane/Bane SoA - (has a basic Mu Guardian bio)
12.) Vault Security - level 50 Ice/Ice Dominator - The tremendous wealth that the Arachnos Elite has "acquired" has forced them to hire out. That's where Vault Security steps in! Is a former rent-a-cop that was released for drinking on the job... at a blood bank. (yeah, he's a vampire)
13.) Night Widow Immortal - level 50 Fortunata/Fortunata Widow - Did you really think that Lord Recluse would only create one immortal clone? Well, I guess you didn't think ahead that Wolf Spider Immortal might "Go Rogue" and use his powers against Recluse. This is Lord Recluse's way of making sure that that would never happen... but what if she "Goes Rogue...?"
14.) Blood of Artemis - level 50 Ninja Blade/Ninjitsu Stalker - Sure, you may have heard of the Mercenaries of the Knives of Artemis, the Blades of Artemis, and the Hands of Artemis... but without the Blood of Artemis feeding the body, the circulatory system would fail.
15.) Immortal Widow - level 50 Triform Peacebringer - (futuristic & alternate reality character)
Name: Katherine Valentine
April 2, 2965 - July 18, 2993
After falling from her mortal life on the day of her wedding, Katherine Valentine's soul arose from the ashes to seek out any that could help her.
The Ouroboros-Rikti hybrids, that laid waste to Paragon, had destroyed the Arachnos overlord, Lord Atlas III, and his troops. Sensing that no mortal could fend off this new menace, her life-force left this world and sought out the only beings that could help... the Kheldian's.
The Kheldian's massive army was able to force a retreat of the Ouro-Rikti and was able to secure what was left of Paragon. As Katherine's soul began to fade, Twilight (the leader of the Kheldian Army) was able to grant her immortal life by returning her soul to her body, by placing both into the Well of the Furies.
As her pledge of undying loyalty to the Kheldians, the Immortal Widow vowed to return to the time of the first Ouroboro sightings to stop her past from happening.
16.) Sarah - level 50 Empathy/Electrical Blast Defender - Sarah is on an ongoing quest to find out who her birth parents are. (Kind of a work in progress for Going Rogue)
17.) Brigade Commander - level 50 Assault Rifle/Devices Blaster - A former high ranking member of the Longbow. Now thinks he is Santa Claus after he slipped on a banana peel and hit his head on the bar in Pocket D. His family is now suing DJ Zero on his behalf. Oh, not because of the fall, but because he thinks that DJ Zero sold his reindeer on the black market. >.>
18.) Honoratus - level 50 Broad Sword/Shield Defense Scrapper - A Cimeroran that made his way through the crystal and now resides in Paragon City.
19.) Sinister Sabbath - level 50 Illusion Control/Storm Summoning Controller - Leader of the Punk E. Brewstarz, a Seattle pop-grunge band. Sadly, he's the only member of the band
20.) Arachnos Oracle - level 50 Sonic/Thermal Corruptor - A former prisoner of Cimerora, was rescued by the Arachnos Commander. Was the person that found the corpse of the Commander.
21.) Arachnos Decimator - level 50 Elec/Elec Brute - A student of the Mu; was offered the world in exchange for being the personal bodyguard of the Arachnos Commander. Was "off duty" the day the Commander was killed.
22.) Casualty - level 50 Rad/Thermal Corruptor - One of the children rescued after the Rikti attack on Baumton. As she grew up, she realized that the Rikti weren't the real problem... that the real problem is her fellow citizens of Paragon. Moved to the Rogue Isles to find a solution to the hero menace.
23.) Bank Manager - level 50 (petless) Thug/Traps Mastermind - The branch manager of the Arachnos Elite bank. Not a Vampire like Vault Security
24.) Alarice von Schulze - level 50 (petless) Thug/Pain Domination Mastermind - (translated from futuristic German) - "Ouroboros? Menders of Time? Do they not know that they are the cause and effect of each action they initiate? Well, we will gladly take advantage of their ignorance! These so-called "Council" will crumble beneath our feet. The Arachnos will shatter like overheated glass. The 5th Column will take its rightful place as leaders of the Universe. You can mark my words... you haven't yet begun to imagine a world under the rule of... well, you will just have to wait and see." *lowers glasses onto the tip of her nose and smiles, slightly showing the tips of her fangs* "Just wait and see..."
25.) Chronic Insomnia - level 50 Assault Rifle/Kinetics Corruptor - "Hehehe... you said Insomnia... oh, wait... wait... wait... what? Oh, hey... you got any Funyuns, dude? I am FAMISHED!"
26.) Kiss of Life - level 50 Dual Blade/Willpower Scrapper - A former member of Arachnos, now an assassin for hire. Looking for love in Paragon City... though her true love is influence.
27.) American Annihilator - level 50 Dark Armor/Energy Melee Tank - The alternate reality version of Arachnos Decimator. (Held for Going Rogue)
28.) Revenant Commander - level 50 Human Form Warshade - (Story held for Going Rogue... >.> :P )

Well, we're just about wrapping up the end of 2009. What better way to ring in the new year with a new, fresh look for the CoH/CoV login screen?
With help from the absolutely fabulous City of Heroes Splasher, designed by Leandro, I decided to psyche myself up for "Going Rogue," which should be hitting our screens in 2010!

Just a thought about next year...
What will be done when it comes time to do the Mr. and Mrs. Paragon City/Rogue Isles after Going Rogue is live?
I mean, it will be possible to have a villain/rogue as Mr./Mrs. Paragon City. Same could be said about a hero/vigilante becoming Mr./Mrs. Rogue Isles.
That also brings into speculation about how Mr. and Mrs. Loyalist and Resistance will be handled...
The results of someone becoming Mr. Paragon City, while being a Rogue or Villain in disguise could be catastrophic!
((On a serious note: Just a question.. can a Hero AT class character, who plays a villain in Paragon, be a part of the villain costume contest? Same Vice-Versa? Because, it might not suit the character to have "Mr. Paragon City" title over the name, Baddy O'Baddinson or Victor the Villain. Like "Mr. Rogue Isles" wouldn't be suitable for Superhero Jones.
If it's not currently a disqualifier for the PERC event, could it be considered to be allowed? I mean, Virtue is big on it's RP strictness. There are heroes in the Rogue Isles like there are Villains in Paragon. Plus, this issue would probably have to be examined for next year when heroes and villains will freely be able to move about in between both places.)) -

From what I see, none of the shoulder options work well with the Terra robes. Every shoulder item clips like mad.
Did this booster even make it to testing? Don't get me wrong, I love the items offered, just that there is sooooo much clipping that it gives us less customization options.
Another example: None of the face details that came with the Martial Arts booster work well with other face details. There is so much clipping that it makes it difficult to make changes that look good.
Especially when it comes to the paid boosters... they should at least work/fit with the other paid options without the clipping issues. Try using Martial Arts face detail 2 with Super Science Face detail 1, or the Cyborg Booster. Wayyyyy too much clipping going on. -

If heroes get access to the villain supply, that means that the need gets met. The longer the need gets met, the more availability everyone has to the item. Heroes will turn around and resell the items while the villains are supplying and selling it too. It then creates more competition as to who can undersell the next person and still make a profit. In the long run, there will be too many of an item and it decreases its value.
It's not a guess, it's logic from real life. If you can make a $20 glass vase, and I can not, I can still buy the vase from you and resell it for $30. You see that I made a $10 profit, so you mark it up to $30. I purchase 50 of them for $30, you make 50 more and mark them up to $50. I say, "I'll just sell what I have. I'll have enough of a profit." However, with my 50 items for sale, and yours added to it, it leaves 100 of the same item for sale. The lowest priced item (mine) will sell before yours. So, to catch up and sell your items, you then have to lower the price to compete with mine.
So, if you take that and translate it over to items readily available villainside, if there is more supply than demand, the items have to be sold at a lesser value just to be able to compete.
Now, this won't be something that happens right away. People will profit, but after a while, the "rare" items will be less rare since there will be a steady availability to it.

Also, I never said that "all" items of demand will be met. The items that ARE met, and flood the market, ARE seen heroside. Take IO salvage, for example. Arcane was considered ultra rare since many mobs accidentally dropping the wrong salvage. Once the devs fixed the mobs, and added other ways to get arcane salvage (converting base salvage, Merits, MA Tickets, etc.) the prices dropped BIG TIME.

However, not many took the time to realize that these procs are steadily available. They weren't drops like the other procs were. They could be purchased at the Winter Event vendor.
The people that made a killing on the other two Winter's Gift recipes, myself included, saw that the 20% procs were already flooding the market before the Winter's Event ended. People mistakingly bought too many of one type of recipe, hoping that they would corner the market during the summer. Well, the exact opposite happened. Even now, the other two are hard to come by.
I was lucky to have made over 4 billion inf during the summer selling the other two recipes. I still have about 15 of each waiting to be sold before the next Winter's Event. Sadly, people will learn from this mistake and people will stock up on all 3 recipes, thereby reducing the prices of them all, drastically.
My example of the Winter's Gift recipe is the perfect example of my idea of why villain markets and hero markets won't be merged until they even out. Some people will make MAJOR profits, while others will be forced to sell a lung and kidney to afford the rare items. Then, once the rare items are easily available to all, the value goes down and can cause a flooding of a once rare item to become one of the least valuable. -

If we have the demands met by allowing cross-faction purchases, at first, people will rake in the inf. But, after a while, there will be too much supply and there will be less demand on certain items. That will cause HUGE drops in prices, making the economy substandard.
Think of it this way:
Every Winter people purchase a boat load of Winter's Gift Recipes. They list them on the market right away and people snag them up for 10,000,000 inf. Then they sit on the market, with little to no sales until the Winter Event is over. There was too much supply and not enough demand since those items were easily obtained elsewhere.
The Winter Event ends, cutting off direct access to the Winter's Gift recipes. Still, into February/March there is less demand for the items since most people stocked up on them. Some people stop playing, some people crafted them and used them... little by little, by July, the supply falls and the demand comes back. All of a sudden, the same 10,000,000 inf recipes are selling for 100,000,000 inf.
Now, if they merged the markets, it would be the same way, yet there would be less rebound on the demand. If villains supplied the heroes, and vice versa, after a while, there wouldn't be a point where one item would be sought after more than another. If there is no demand, there is no profit.
So, my question to you: Would you be happier if they merged the markets right away so all of your alts can be 10 times richer, or would you want the items you have to grow in value so that (if you're a longterm player) when it came time to sell it, each item would have a value of 10 times its current price?
Personally, I'd rather have the markets stay the same so I could have a longterm investment so, down the line, all my alts would have a steady source of inf rather than let it ride on a quick crapshoot. I mean, if I can get 10,000,000 inf. now that's great. But, if the same items are as rare with separate markets, it guarantees that my alts will never go broke.
But, if you're just a casual player, looking for the quick buck before leaving for 5-12 months, I can see where you'd want the markets to merge. But, the devs, and other longtime players of the game, wouldn't want that to happen because they expect the game to keep the supply vs demand ratio the same.

You can tank and blast... sure, you're not as powerful as many other AT's, and you have to watch out for Nictus Hunters, but switching between forms and having all those Dwarf, Nova, and human powers... in real life...

Well, many people don't find offense when they are not on the receiving end, just like you had no idea that people would be offended at your comment.
And the warnings are just that. You won't get your account banned if you are in good standing with payments, appropriate behavior, etc. However, if they feel that you do not learn from the warnings they give, and that you blatantly disregard them, time and time again, then they have the right to review your actions and determine what happens to your account. -

NCsoft has the right to censor ANY comments, regardless of sexual preferences, because it's their game. If they don't feel the need for "real life" controversy within their game, they have the right to censor anyone that logs in.
Once again, the "I Agree" button constitutes that you agree to their EULA in every way. Not in parts that are found to your liking, but to the parts that are not to your liking as well.
And if this is a troll thread to rile people up because "gay people should be offended," then you missed the mark by 5 years when CoH was introduced. This game has a rather large population of gay players, characters, Super Groups, Villain groups, etc. Gay, Bi, straight, and any other kind of player have been accepted since day one.
Also, who's to say that a gay player wasn't the one that was offended and reported you? It's possible that someone thought that you were trying to pick on someone.
It's all about the (lack of) context that people don't get when you are playing in a Massive Multiplayer Online Roleplaying (text based) game. -

Anything that anyone "could" take offense at is grounds for a warning. If someone thought a comment about peanut butter and jelly was offensive, the person saying it could be reported.
The GM's have authority to decide on the context of the message sent.
Regardless if a celebrity said it, it does not make it right that you can say it, in a text based game, where people can not tell the context of it being used.
Some people make take offense at the word "God" as well as some may take offense at the word "gay." Just because you may find the words non-offensive, others may feel that the words are inappropriate or being used inappropriately.
Also to note: this is a teen rated game. Some things discussed in broadcast may not be felt as appropriate by parents/legal guardians of their children (13+) that play the game. Parents have the right to report things that they feel as inappropriate and a GM has the right to review it and make a decision on the context the statement was made.
In the end it's NCsoft's call. You may not agree with it, but each time you log into the game, you accept the EULA which states that they have the right to determine whether or not something violates any part of the EULA. If the comment was reported as harassment, then the statement falls under that clause. -

I was playing on my DB/WP Stalker and noticed that each time I left the mission map, all of my WP toggles drop.
Has anyone else noticed this? -

Who's to say there won't be a separate Resistance zone? I mean, heroes and villains have their own zones within Primal Earth. Who's to say that Resistance and Loyalists will be sharing zones?
Well, then you take the "Rogue" aspect into consideration. Chances are, if you are in the same zone as a Loyalist, while you're playing a member of the Resistance, then you'd have to go Rogue/Vigilante to even be allowed there.
But, chances are that you just have to play the part of a spy/double agent to be allowed to rez in Loyalist/Resistance areas. -
Ok, just was fiddling around on test again.
Walk might become more of a hassle for those that RP and use binds, as anything that is power related will have to be rewritten to include the "off" command for walk. Which means MM's can't summon pets while walking. Players that RP as soldiers can not draw weapons.
Mostly, the problem I have is that [Walk] detoggles all other powers, yet [Walk] can not be detoggled by anything else. Which is rather difficult if a situation arises, such as a Rikti or Zombie invasions, where you need to jump right into action from any stance.
Unless you mean for [Walk] to be an indoor only power. Because, on Virtue, I only know of a handful of people that RP in Pocket D, while everyone else RP's in the open, away from combat. Things like the Invasions put anyone and everyone into danger, regardless of where you are located.

Unless you can code it so that [Walk] is greyed out in zones during Invasions. That the trigger for the invasions auto-detoggles [Walk].
