We've all seen his comment. Some people disagree that Lightning Storm was never meant to have their recharge altered, because it was a selling point of Issue 7. So, at the very least, it was promoted in patch notes and dev forum posts. So, the quote you posted strikes of Retcon.

The “CopyCreatorMods” (or “Pet Inheritance”) code was originally written so that things like hitting "Build Up" then casting "Burn" would cause the Burn to do more damage. To my knowledge, most pet powers were set to only accept Damage, Accuracy and/or Status Effect mods. Recharge time was never specifically allowed for pet powers. This happened in Issue 7.

Now, you combine the two things...and suddenly, pet powers which were never meant to have recharge be altered (Lightning Storm is a great example here) are firing off much faster than intended.

Going to take advantage of dual builds and make a specific pvp build with common IOs for my energy/energy blaster.

My question is how useful are powers like Power Thrust or Power Push in PvP?

Would they cause drama to an AT like a tank, brute, etc?

TFs aren't the only way to earn merits. Plus, a level 50 exemped to level 16 is going to be more powerful (more slots) then a native level 16. Their earning power will be greater.

yes but not which LVL IO you will receive... it will always cap at either your max lvl or the IO max level. ( whichever comes first)

so a lvl 50 rolling on a lvl 30 get a Unique Numina... lvl 50 not lv 30 like he wanted

If you random roll...it will cap out at the IO max level. I.e. Being level 50 and getting a level 40 Miracle IO from a random roll.

If you select the recipe at the level you want, then you get the level you want. I.e. Being level 50 and getting a level 25 Touch of Death NE Proc when I scaled the slider down to level 25.

I said I would use merits to get IOs for my Alts and *might* use them to acquire expensive IOs and sell for profit for inf. That inf would be used for a variety of things, including Costume Contests for our SG events.

We have different view points (obviously). Inflation/Deflation in this game doesn't scare or even worry me. I don't take it that seriously.

Again, if I have 300 merits on my level 50 Tank and he doesn't need any IOs but my level 43 Blaster sure could use a Posi Blast. I'm going to spend those merits and give that IO to the blaster. It has nothing to do with Inflation and Deflation to me. It has everything to do with using the system to my advantage and supplement my playstyle.

For my characters that are completed IOed, they will use their merits to obtain IOs for my other heroes/villains. Or they will use their merits to obtain IOs and then place them on the market for profit or to obtain something else entirely.
