I'm not sure I understand why the chance should be so low. I would vote for at least a 20% Chance to Rez. Remeber this is proposed to take up a slot in a Def/Res power which could reduce the players overall res/def. A 5% chance makes this IO next to worthless IMO.
I could see 15%, but I think 20% is the sweet spot. -

Do you see a need for a Chance to Heal proc or Chance to Hold Proc? How about a chance for energy damage proc?
My point is, sometimes additions to the game are for fluff, flavor and fun over neccesity. If this idea is too hard to code nad would take too much time, then I understand completely.
However, I don't know and would like to propose the idea for people to read and give their thoughts. Plus it gives me something to do while I eat lunch. -
You realized I proposed this idea and it's just that, an idea. We can bicker all day about my original suggestion or try to find a middle ground.
I decided since all other IOs, Hero_of_Steel mentioned in his posts are "Chance to"s then it would be more balanced to make this a Chance to Rez IO rather then a gauranteed rez.
The animation could be that of the Quantum PD that have that glowie self-rez that sometimes works and sometimes fail.
I like this idea more and more! Go me! -
I could see changing the IO to a "Chance for Rez" and reducing the recharge to 3-5 minutes.

There is an Arbiter located on the steps of the Tower in Grandville, behind Lord Recluse's statue, that gives you a quick arc. In this arc you read a plaque for each Patron and then choose the Patron you wish to follow.
You then are given that patron as a contact. You must run their first arc in order to access the Patron Pool for that patron. Since last issue, you can now choose any patron pool no matter which patron you decided on. -

It doesn't duplicate your Tier 9 power. It duplicates an inspiration at the very most.
If you want to debate the specifics of the power, like lowering the HP and End, then fine. But don't make silly comments without explaining your reasoning.
This IO is for flavor and it gives players an opportunity to add another dimension to their hero or villain. Since it's a rare or purple set, the IO would be a lot less common then your tier 9 or inspiration. -

I think a 10 minute "recharge" would be ok and not overly exploitable.
And just because someone has 1 purple IO, doesn't mean they can afford all the purple IOs. -
This would be a unique IO from either Defense, Resistance or both (possibly from a purple set) that would grant the user the ability to rez when defeated.
Specifics:
<ul type="square">[*]The player slots this Unique IO into Defense (combat jumping, weave, etc etc) power or resistance power (tough, etc etc). [*]Once the player is defeated a dialog box appears on the screen (similar to the current rez dialog box), the player must select "yes" to rez [*] Player is granted 33% Health and 33% endurance (arbitrary numbers).[*] 5 minute "cool down" between uses[/list]I have no idea how hard this would be to code into the game, but I like the idea of a re-raise type IO. Especially a Unique, Purpley Rare IO.

It all boils down to personal preference. I dislike DB and Axe secondaries and gladly place EM above them.

Energy Melee gives the player "good" ST damage, "good" mitigation in the form of stuns, "poor" AoE damage, and a "good" damage type (energy is not highly resisted).
Sorry to burst your EM-Hate Bubble, but it's not a bottom-feeder. -
I run a 44 Dark/EM tank and ET's animation have never killed me. If you play intelligently you can time when to use the attack and when to use your heal.
If you're so far over your head that you die in 2.67s of ETs animation, then you should have used DP first or sued another attack.
I agree the set lacks AoE punch, but I use whilring hands to great effect when tied with Oppressive Gloom. The ability to stack stuns is excellent mitigation.
So, decent ST damage, excellent stun capabilities and low AoE damage make Energy Melee a decent set. EM is far from broken, it's just not for everyone.
p.s. I like ET's animation. -
Depends do you team? Do you like to keep the squishies on your team alive? Or would you rather just focus on damage?

Energy's Transfer animation was increase from 1 sec to 2.67 secs (IIRC).
Total Focus mag 4 stun was reduced to mag 3
Barrage's activation time was increase and so was recharge and damage IIRC, don't remember the specifics on the Barrage change.
Yes, energy melee is still a great ST set. Better for solo then teamed PvE, but still viable for team. -
Qunatify that last statement. Right now you're wrong but I want to see a better explanation as to why you're wrong.
