I like to pick up the Ethereal Shift Temp Power to avoid my Tier 9 crashes. I offer the same advice to all of you. You won't have to waste Demonic and it gives you time to prepare for the remaining mob. Just remember the cast time is kinda long so activate the power before you actually crash. From my experience, once I see my Tier 9 first blink I typically wait 2-5 seconds (so I can smash more) then cue the power.
On the topic at hand, if I'm using Common IOs then I usually take Tier 9s in normal level progression and might slot it with 2-3 recharge. However, if I'm diving into a max IO build then I MIGHT take the Tier 9 at level 49 or I will just ignore the power completely. -
I'd like to see Martial Arts and Broadsword become Brute Primaries. For secondaries, Regen would be nice to have as well, but I don't care for ice armor (so tired of building defense).

While a brute benefits from a fast paced enviorment they also benefit from being an aggro sponge. So even if the team isn't all that fast, just being the first in the group or being able to hold the aggro will generate sufficient fury.
Lastly, brutes, scrappers and tanks are already teaming together in RWZ and Cimerora. Having been on many teams in both settings while on my brutes, I can tell you my Fury bar is still 80-90%. -
If you are stuck to hero-side then I second Uber's suggestion for a SR scrapper (with IOs).

I tend to adjust the difficulty per character. For instance, high AoE characters might get a bump for number of players I'm equal to whereas ST characters will get a bump for level of the enemies I fight.
For instance, my Elec/Stone Tank runs at +0/x2 since he's durable and can dispatch +0 quickly. My Elec/Elec blaster runs at -1/x4 since he has more AoE. -

2. IOs make endurance a moot point. I know they are "optional."
Willpower is a great set but I find SR to be more survivable. My prespective is based on late game and a heavily IOed build (uniques, no purples). I think you would like a Fire/SR Brute since Fire is light on endurance and SR is a beast when outfitted with IOs. I sit at 48% to all positions without weave and I endurance is a non-issue for me. -
ELM/DA - Clouded Electron - first brute to 50. Liked the concept, but shelved for some time now.
EM/ELA - Pillar of Force - second brute to 50. Was my favorite for a bit and first AV soloer but shelved for some time now.
SS/INV - Power Absolute - first brute ever made, been stuck in the 30s for many years now. Poor guy has been passed over so many times.
SS/WP - Matt the Body - another 50. One of my favorites for concept and abilities.
Fire/SR - Kevin Dragos - 50, and my overall favorite
DM/ELA - Doom Goon - 20ish, kinda forgot about this guy
Claws/INV - Iron Puma - 38, pretty fun so far and my current main for brutes
SS/EA - King of the Jungle - 22, I should just delete this one.
Fire/Fire - 16, can't remember his name for the life of me. -

However, level 30 requires more work and first-timers (remember, this is for folks who haven't unlocked a HEAT or VEAT), 30 might not be seen for a few toons. It takes a few rolls to find your playstyle.
Lastly, I think level 20 was chosen to help unlock VEATs for a lot of hero players. I know many people in my SG that PLed a villain to 50 just to be able to play a VEAT. These same people got bored with villains in the mid 20s range.
p.s. If you like...you can ignore the "You have unlocked Epic ATs" message at 20 and proceed to level until 30. -

And does it really matter? Does it really bother you that anyone can unlock VEATs and HEATs 10 levels earlier than your precious suggestion (lvl 30).
This is a really silly thing to get hung-up on IMO. -
