HEAT stands for Hero Epic Archetype.
VEAT stands for Villain Epic Archetype.
The names are somewhat misleading. They're not particularly more powerful than the basic ATs, the term "Epic" means they are more heavily tied into the game's story than the others.
Example: WHen you create an Arachnos Soldier (a VEAT) you are pretty much tied into being a guy who works for Arachnos. If you create a Brute, your backstory can be whatever you want it to be.
Oh, and creating copies of trademarked characters is a no-no. You won't be banned for it, but if you are caught the GMs will wipe your character's name and appearance (you get to keep the character though, along with anything you've earned on it). Repeat offenders might be punished more harshly, but I don't know of anyone who has been. -
Oh, regarding PvP:
You will probably be told about pre-Issue 13 PvP by a lot of the PvPers.
Ignore them when they start rambling about it. Issue 13 was almost 4 years ago and people are STILL complaining about it.
Issue 13 had a lot of changes to how PvP works that drove off a lot of the PvP population. It is not going to be changed back, so listening to people tell you how cool it used to be is going to be worthless to you if you're trying to have fun with it now.
Also worth mentioning: Unlike a lot of games out there, what your character can do and what they look like have NOTHING to do with each other. Your character's appearance does not change when you get new powers, and you don't have to put on a stupid looking hat because it gives the best stats. YOU decide what your character looks like, not the items you pick up.
CMA mentioned it, but CoH is not a "gear" game at all. The only things you equip are enhancements, which increase the effectiveness of your powers. Choose them carefully though, because you can only put 6 on any one power.
I've explained the lack of gear like this: What use does someone whose skin is bulletproof have for a suit of armor? If you can throw fire, why do you need a sword?
The downside to that is if you create a character that uses a sword, that character will ALWAYS use a sword. There's no deciding later on that you want to use an axe now. But....you can always create a guy who uses an axe as well. -
If you mean the server, it is the highest or second highest in population.
If you mean CoH Freedom, it is somewhat above 100,000 players, and holding fairly steady.

There is no open-world PvP, and in general the playerbase is vehemently opposed to the idea. All PvP in CoH is voluntary, it is impossible to force someone to fight you if they do not want to. Simply entering a PvP zone IS consenting to PvP. Some PvE players complain when they are attacked in PvP zones, but there is nothing they can actually do about it (if they petition you for attacking them it will be ignored). There are very few offenses in PvP zones that are considered griefing, and other than those few things anything goes.
Your powers will work differently in PvE and PvP, so it would be wise to read up on the differences before you dive in. In general, ranged characters trump melee in PvP.

PvP-specific builds tend to be rather cookie-cutterish. As a general rule, your PvP character and your farming character will probably not be the same one.

-VIPs can use Inventions automatically, Premium payers have to buy a license to use them. Inventions are this game's version of "gear". If you plan on PvPing they will be pretty vital if you want to be at all competitive. Inventions will take a character from "Hey, this guy's pretty cool" to "ZOMG I'M AWESOME"......BUT.....you have to learn how to build them first. Just slapping Inventions in your build because they're expensive without a plan will not achieve the desired result.
-VIPs also have an influence cap of 2 billion. (how much you can carry at one time), free players are restricted to 25 million to start. This is important because there are some Inventions that will cost you several hundred million at a time.
-VIPs have access to 2 Archetypes not available to Free players: Controllers and Masterminds. They also have access to several powersets not available to Free players. It's not a game-breaking limitation, but it is there.
And lastly: Do not worry about making the most optimal character. This game is balanced pretty well to the point that there is no one build that is the best at everything. Different characters will have different things that they excel at and are bad at. The difference can be between classes, or even between power sets within a class (we call classes Archetypes here, usually shortened to AT)
My overall advice is: Do not rush toward a predetermined goal, especially before you've played the game enough to decide if that is still your goal. There's a LOT of game to play, and if you focus on farming and "gearing up" right off the bat, you're going to miss most of it. -
The Imperial costume set will have some pieces in it that will work for her royal outfit. You can get them a piece at a time if you don't want the whole set.
One of the Young female faces looks vaguely Asian.
Can't help much with her hero outfit. -
Other than Super Packs, I've spent most of my points unlocking new power sets.
The market is the only way you can unlock those sets, and some of them are pretty cool. So far I like Street Justice and Staff Fighting. I haven't found a combo I like Titan Weapons with yet, but it's gotten glowing reviews from others.
Haven't gotten any of the ranged sets yet so I can't speak on those, and I despise Masterminds, so I can't say anything about Beast Mastery (My wife loves it though) -
For Willpower? They're pretty important if you want to reach your peak of survivability.

SS/Fire also holds the crown for ST damage on Brutes. All it takes is Soul Mastery. KO Blow-Gloom-Burn. I find it funny that the top ST damage chain for Brutes only includes 2 powers from the primary.
It is a legitimate balance concern that ONE set combination is at the top of both ST and AoE damage. I've felt that way about it for quite a while now. -

Don't know if it has been mentioned yet, but if you take all the passives and slot them and Unyielding well Invuln can get better than 30% resistance to the exotic damages.
Willpower gets 10% resistance to them, at most.
Assuming that both are soft-capped to the damage type in question, how much regen does Willpower need to make up a 66% difference in resistance values?
I don't especially care if one is better than the other, just something that occurred to me. -
My level 42 Tanker lives through things that turn my level 50 Brute into a grease spot.
Yes, Brutes deal more damage, but there's a catch to that: You have to be ALIVE to deal damage. If a Brute's survivability is not up to the task of keeping him alive, the Tanker will deal more damage over time, due to not spending as much time on the floor.
When IOs are extensively used, the difference is not great. But on SOs, the Tanker survivability advantage is significant. Why is that relevant? Because there are a whole lot of new players in the game now that IOs are not even an option for. -

Devices has been nerfed exactly TWICE.
-Once was ED, which screwed everyone. Saying Devices was the target of ED is just.....wrong.
-The second was actually a fix. Smoke Grenade had a decimal point in the wrong place and was giving everything it hit a 50% to-hit debuff. Blasters having ONE power that effectively gave them more defense than an SR Scrapper's entire secondary with no non-positional/psionic hole was more than a little overpowered.
That is the entirety of the "nerfs" to Devices. One was a global nerf that affected everyone, the other was a fix to an accidentally broken as all hell power.
Now, buffs.
-Taser used to be a melee range stun that dealt negligible damage. Now it is a ranged stun that deals negligible damage. A nice buff for a set that specializes in remaining at range.
-Gun Drone used to be called Auto Turret, and was completely immobile. It also took forever and a week to cast, and now it has an instant cast time (which I actually didn't know, haven't played my /Devices blaster in a while).
-The devs have also mentioned "something cool" being planned for Time Bomb. They haven't mentioned exactly what yet, but they've had a pretty good track record with power buffs lately, so I'm looking forward to it.
-It is a very specific buff, but Targeting Drone adds damage to Sniper Rifle. I'm in favor of that damage bonus being spread to the other snipes as well.
Oh, and as far as Cloaking Device being an "out of combat power":
-When I play my Sonic/Devices I can attack one target and have other targets not notice that I did so.
-I can lay a Trip Mine in the middle of a spawn with impunity, thanks to Cloaking Device and the Stealth IO I have in Hover.
-I get as much defense from Cloaking Device when it is suppressed as I do from Hover. When chasing the soft-cap that 2% is very valuable.
Yeah, too bad none of those things are useful while I'm fighting things. Gee, I wish Cloaking Device had some kind of application in combat.
The best part? Since Cloaking Device is part of my secondary, I don't have to waste a power pool choice to get one power out of an otherwise useless pool. I can have stealth and I can still have 4 power pool choices. -

For those that do not understand my issue.
Stealth is an out of combat effect. It does not help my blaster at all. If i want to bypass (stealth through) mobs, I just run past them, AI doesn't even shoot at you! The only 'use' stealth might have is to get in close to mobs, then you could fire off a power that takes 20s or so, to activate, without getting attacked. This is a duplication of a POOL power, what is it doing in my BLASTER SECONDARY? The defense in Cloaking device is not real. Again, out of combat! Defense is worthless when nothing is shooting at you. It is currently a power that makes you transparent. This is a PLAYER effect, not an IN-GAME combat affecting ability. It just makes you transparent to yourself, and other PLAYERS. In itself, being hard to see to other players is a DEBUFF. This power as it sits is a debuff to you, that lies and says it is helping you when fighting, that is my issue with this power.
Now why would I even come here and tell you this because as BOYS, you think being transparent like a assassin or something inherently is 'cool'.. and dislike me for bringing this up... well,
Synapse is putting the i24 blaster fix (regen + recovery) into every blaster secondary set, for those not hearing this before. (THIS IS IN THE FUTURE! NOT IN GAME NOW). After i24 the blaster fix for /devices is in Cloaking Device! This forces any /devices blaster to take that self-debuff to get the +regen and +recovery. Now I did not sign up to be a stalker, I do not want to be invisible all the time, but if I skip this one power, I become so weak the DEVs say I am not really a blaster anymore, I would be GIMPING myself.
No other set is being forced to take a NON-COMBAT power to get this buff.
I have 2 OUT OF COMBAT attacks already and 1 OUT OF COMBAT DEFENSE in my secondary, you people that do not play devices can just shut the H E double TOOTHPICKS up. Obviously Synapse does not play a devices blaster.
So I am gutting all my purples out, selling them etc, I don't care. These blaster fixes, the snipe, the nuke, those are all for OTHER archtypes more than for a blaster, only this regen/recovery boost is the 'blaster' fix. I know he will put that on the damn cloak. I made up my mind my first character is done. I wonder how long the fun will last for my alts.
((devices has been hit with nerfs repeatedly (ED) and NEVER buffed. the SNIPE +acc buff thing in no way makes up for missing BUILD UP + NUKE and having No IN-COMBAT attacks/defenses in /devices when all other sets have these things))

It was mentioned that Voltaic Sentinel is being tweaked to make it more like a tier 3 blast.
What exactly that is going to entail was not mentioned. -
I'd add a co-op type zone that has actual story arcs for both sides. Yes, real villain content in a co-op zone.

I had a dark armor brute that I thought was bugged since with no damage or debuff auras toggled on and 65' of stealth mobs would still aggro for no apparent reason. Fury was the reason.
My point was that Entropic Aura is a Taunt aura and cannot be suppressed by stealth powers.
Try using Stealth while running Invincibility. Hell, try to remain hidden while standing in the middle of 5 Shadow Fall/Steamy Mist. Your aura will Taunt them, regardless of how much stealth you have.
The usefulness of the stealth power in Energy Aura is that you will only have enemies that your aura is actually hitting agroed on you. Enemies in the next mob over will not come running over.
Also, I'm pretty sure you're wrong about the fury thing. I remember reading reports from Energy Aura brute players saying that they could stand in the middle of a mob and never be noticed. If it worked like you say they wouldn't have been able to do that. -

I tend to hear how you need lots of money to make a good set, so always figured the cheaper store bought ones wouldn't be as good.
Because the zone store ones you are talking about are the ones that most people slot while they are leveling up.
Also, you can slot common Invention enhancements at level 30 or so and you won't have to replace them as you level. -
Also worth noting:
Stealth or Steamy Mist WILL stack with Steamy Mist or Shadow Fall that is being run by someone else. If you are within the radius of someone else's power and running Stealth, it will effectively stack.
The AoE stealth powers will stack with each other when used by different players, you just can't run two of them yourself. -
I play exclusively with the keyboard, only using the mouse when I absolutely have to.
I control my character with the arrow keys, and I use my powers as follows:
1-0 number keys: Tray 1 powers. These are the powers I use most frequently. If I'm playing a character that has an attack chain, the powers in that chain are set up left to right.
Alt+1-0 number keys: Default setting for tray 2 powers. These are things like heals, Build Up, debuffs, etc. Used less frequently, so not as important to have immediate access to.
Tray 3 powers are clicked, this is usually where I put toggle powers that will be clicked once and left on unless detoggled for some reason.
Targeting: The Tab key is the default "next target" key, I use that to switch between targets.
The key right above Tab: ~ I have this set up as my "Target Closest Enemy" key. I tap that key and automatically target whichever enemy is closest to me.
I use F1-F5 for quick inspiration use. I generally set up my inspirations in groupings of the same, so I can tap the button several times if I need to use more than one.
Even when lag turns the game into a slideshow, I always know what I'm attempting to do, because I don't rely on being able to get my mouse to the correct spot to click things. -
Simple answer:
Because I will frequently join a team if one forms doing something that sounds fun.
If I'm doing Ouro arcs I will have to start the arc over if I want to finish it. -

You're saying that you want someone to post a build....
....but the builds that have already been posted in a different section (the section dedicated to the exact purpose of the requested build) .....are useless?
Does this clown not realize that the builds in the PvP section and the build posted here are most likely going to be extremely similar, if not identical?
I didn't look over the build, but I would have given him a terrible one just for being a doofus. -

The Scrapper version notifies enemies too, just like Against All Odds, Rise to the Challenge, and Invincibility.
It is not just a recharge boosting aura, it is actively taunting them when you are within range. -
Working as intended.
If you hadn't noticed, it also costs 0 endurance.
It would be a little overpowered to have a 0 endurance toggle as powerful as some of the higher tiers can get.
