They haven't introduced a powerset that duplicates one as closely as your suggestion in 8 years. Street Justice is the closest one, and there are significant differences between it and Martial Arts.
Blast sets aren't as interchangeable as you assert. If that were the case, every set would be ST Blast, ST Blast, cone, TAoE, Aim, Utility Power, Mez power, ST Blast, Nuke.
Not every set is laid out like that. If they were, the outcry over the changes to snipe powers would not be occurring.

Since Archery and Assault Rifle both use the 2 Handed Weapons combat stance, it should be possible. The only thing that would make it more difficult would be if they used different combat stances, but hey don't. -
They actually said something about having a "cool idea" for Time Bomb. They haven't elaborated on exactly what that idea is yet though.

They are very unlikely to add a set that so closely duplicates an existing set.
Your proposed set here sounds almost exactly like Archery....with Assault Rifle's animations.
An addition of a crossbow as an option to Archery would accomplish pretty much exactly the same thing. -

It drains them, but it doesn't give the endurance to you. It's a nice way to keep them drained after you Power Sink though.

It looks like the devs pulled the idea for the new TAoE set we're getting straight from this thread. Which makes me grin.
Not because I feel like I'm more special than anyone else, because I like feeling like I've contributed something to the game that has given me so many hours of enjoyment.
They gave me lots of fun, I gave them an idea. I think I got the better end of the deal. -

My 2 year old son was upset that Daddy wasn't paying attention to him, and my son is more important than a video game will ever be.
I'm sure our resident d-bag was saying that I quit because I was scared to fight him. Everyone else should know better though. -
The OP was a result of a thread I started in the S&I section regarding adjusting Super Strength.
I was looking for a way to reduce the overpoweredness of non-SS attacks buffed by Rage without gimping SS in the process.
The way I proposed was to reduce the amount of damage buff Rage gives, while simultaneously buffing the base damage of SS to keep it about where it currently is, but less dependent on Rage to be a good set (which will be a boon for /SS Tankers =, since they don't get Rage until level 28)
It would actually be a net buff to SS, as the higher base damage will translate to more damage once you hit the damage cap. It would also mean that SS would not be so dependant on Rage to be a decently damaging set. I've always found it distasteful that ONE power in a set is so absolutely vital that you are gimped if you skip it. I feel that way about all sets that have such a power. -

The way it is set up now is about as strict as they can realistically get about it. Being limited to the Help channel makes it a lot easier to avoid, but has the unfortunate side effect of people's questions in Help go unheard by a lot of people that might be able to answer them. -

Proof that, contrary to popular belief, the devs DO read the S&I section. Sounds like it's getting the -res proc I suggested as well.
And if the set bonuses end up how I suggested them, I have to say: D'oh!
I could use the S/L defense bonus on my scrapper.......but his TAoE is Shockwave and I need the KB->KD proc as well. -
They're probably going to do it set by set based on what the set already has.
For example, you can't just plug more max endurance into everywhere there is Debt protection, because Eradication has max end already. -

Still, hopefully Annihilation will bring some decent variety to Targeted AoEs. I'm getting sick and tired of having to Positron's Blast in order to get any worthwhile bonuses. And if Unbreakable Guard is similar to Red Fortune, it would be absolutely amazing.
Though, seeing as how they're taking out Mez Resist AND Debt protection, Detonation may actually become a viable enhancement set after all. I can't wait to see the bonuses that it gets instead. If it gets any defense bonuses on top of the AoE one it has, I will squeal in delight. But event damage or recovery boosts will help the set.
EDIT: Also, now that they're getting rid of Mez Resistance, it will be nice to see some variation in the melee set two-slot bonuses. I'm not expecting anything spectacular, but getting rid of the universal immobilize resistance will be a godsend. And Sovereign Right might actually become a worthwhile rare enhancement set.

Replace the damage proc in Shockwave with the KB->KD proc.
I'd put at least the proc from the ATO2 scrapper set in Eviscerate. - -

Those limitations include limiting the channels you are allowed to communicate in. You can't use Broadcast or join Global Channels, and you can't send tells.
Part of the reasoning for this is it is designed to prevent RMT companies from starting hundreds of free accounts and flooding the game with spam trying to sell you in-game stuff for real money (against the terms of service, and those companies are NOT trustworthy)
They figure that most people who play the game will be willing to spend $5 to increase their communication ability (the first time you buy points you get a token, and the lowest dollar amount you can spend is $5)
So, it's unfortunate that they limited free players' ability to communicate, but there is a good reason for it.
They added a new channel (LFG) and made the Help channel easier to find (it's in your chat window by default now), and you can use them as a free player.
You can also respond to a tell by typing "/r your message". That will automatically send a tell back to the last person to send you one. You can reply to tells, but not initiate them. -

That gives you as much defense even supressed as combat jumping , gives you almost as much stealth as invisible , and still able to act .
Is too worthless ? ... if it wasn't for cloaking device , you couldn't even place your time bomb up close . -
It seems like it would be somewhat thematically appropriate for /Regen. Looking at it as you heal so fast that part of the damage effectively didn't even happen.
I would be very wary of giving /Regen too MUCH Absorb, but putting a little bit in there could be a nice addition.
I would put it in Instant Healing.
You wouldn't have it all the time, but you wouldn't really NEED it all the time. Most Regen players I know save Instant Healing for when they are REALLY in trouble. Adding something to IH that reduces the damage taken would be very helpful when Regen starts getting its butt handed to it. -

I wasn't trying to get SS nerfed.
I was trying to stop powers not in SS from being so damn overpowered when Rage is applied to them. When the top ST attack chain for a powerset combo is Gloom-Burn-KO Blow because Rage boosts Burn and Gloom so much, there is a bit of a problem. If people could get Gloom to recharge fast enough, the top ST chain would not involve a single attack from SS.
My proposal also would be a BUFF to the set for the levels before you have Rage, and for those people who choose not to use it. You know, for those people whose concept does not involve their character being angry. -

My point was that the OP was being rather childish about the whole thing.
As StratoNexus said, if the OP had simply said "Now that this power will have the sustain effects added to it, can we get a No Fade option for it?" I wouldn't have had an issue with it, and in fact would have supported her position.
But that's not what she said.
