Okay, here's what I did:
Put 3 Superior Scrapper's Strike in Dragon's Tail and Crippling Axe Kick. I left the Eradications in Dragon's Tail and put 3 Pounding Slugfest in CAK.
Swapped a couple of the Reactive Armors with Aegis.
Put a Kismet +Acc in Combat Jumping.
Put 5 Hecatombs in Thunder Kick (The Kinetic Combat that was in there is now unnecessary)
Turned Accolades on and swapped the Alpha slot with Spiritual.
End result:
Your recharge is the same, accuracy is better.
S/L/E/N are now all soft-capped, and F/C is at 41.9%.
You have 2265 Max HP. Swapping to Spiritual also bumped up your Regen to 695% with one in range of RttC.
I did a few other things, which I'm sure you'll notice.
I don't think I can get it much better than I did here. Annoyed that I couldn't soft-cap Fire and Cold as well, but it's damn close. The only thing you lost that I can see is about 2% resistance to S/L.
Oh, and your recovery is now at 5.15 from 4.12 (+End from accolades I think, because I didn't do anything special with it)

It doesn't really matter where you put the other half of the set, but I would slot the rest of whichever power you choose with Smashing Haymaker ( or whichever set it is that gives you 1.25% E/N defense for 3 of them.) If you haven't discovered it on your own: You MUST put the set into one of your primary powers, pool powers won't take them. (Secondary powers will work too if they deal damage, but that's not relevant to your case here)
You can then move a set of Kinetic Combat to Boxing if you can scrounge up 3 spare slots. That's what I did with my main and I managed to soft-cap S/L on a Claws/Regen scrapper, while not giving up my perma-DP and ~750% passive regen.
I would also consider slotting Spiritual Alpha instead as well. The extra recharge will help your attack chain, and the healing will help ALL of your regeneration/Max HP powers.
(I think I can improve your second build a little bit, I'll play around with it tonight and see if I can) -
Also, as far as losing rights to trademarked characters goes. No one was saying that there is a chance in hell Marvel was going to lose the rights to Captain America or Iron Man, they are too iconic and they have both appeared too recently to possibly fit the non use rul in trademark law.
However, there are literally hundreds of lesser Marvel characters that have not appeared in any media in more than 5 years. 5 years is the cut-off point for the non-use clause in trademark laws to take effect. It is quite literally a "use it or lose" it deal. If you hold a trademark and do not use it for anything for a certain length of time, it is possible that anyone who uses it other than you will be awarded the rights to it.
A character like Trapster (AKA Paste Pot Pete), an almost forgotten Marvel B-List villain is a good example. He has not made an appearance in any Marvel publication in at least 15 years. The trademark rights to that character could very easily fall into the "non use" crack in trademark law.
Marvel wasn't the slightest bit worried about its flagship characters, no judge on Earth is going to award the rights to Spider-Man to a video game company because someone made a copy of him.
But they had a valid reason to be concerned about losing some of its B and C listers that haven't been used in a while. And all they had to do to protect them was file a lawsuit. Whether they won or lost the suit itself, the act of filing it counts as defending their trademarks, and it would be a LOT harder for a third party to win the rights from them. -

If you split the Superior Scrapper's Strike between 2 powers you can get an additional 5% S/L defense and 3% Max HP.
You can't get those kind of numbers outside a purple set, and there is no such defense bonus in any purple set.
I'll play with it when I get home and see what I can do. Even though I don't have a high level WP scrapper, I somehow know the set very well. -
A tank can hit the Incarnate soft-cap on virtually every set available to them.
Only Shield, SR, and Invuln can do the same on the brute side without gimping the rest of their build to do it.
A Shield, SR, or Invuln tank will hit the Incarnate soft-cap almost by accident.
The difference in base values makes more of a difference than a lot of people would have you believe.
Example: I have a Dark Armor tank build that hits 90% resistance to Smashing, Lethal, Negative Energy, and Psionic damage. A brute flat out cannot do the same unless it uses Barrier. The tank on the other hand, can choose any Destiny it wants because the resistance is already capped. -
Well, doing the hero TFs in level range is usually a good start. They will also provide badges you need for other Accolades (Tank Buster from Sister Psyche, Gearsmasher from Positron or Synapse).
And you can start working on the first TF sooner than everything but the exploration badges required for the others. -

I for one, am fairly satisfied with the VIP/Premium/Free setup. If anything, I think there should be a few more things that are VIP exclusive and Freebies should have a way to communicate easier (coming in i23 from what I understand). -

Chances are, any characters on any of those accounts were below 35 and the names were freed up the first time they ran the script. -

If the lawsuit had continued, and Marvel lost, DC would have likely sued anyways, even knowing they would have also likely lost, because they would have had to have been appearing to defend their copyrights.
DC was waiting to see how the Marvel suit turned out before taking action. -

The more things the devs give away for free, the less incentive there is to give them any money at all. Contrary to what some people seem to believe, games require money to remain active.
Currently, a free player who wants to use IOs has to spend something on the game. Even if it's just the $2 for the license. Give them that for free and suddenly you have a whole lot of people who would have spent $2 spending nothing at all. Give them Incarnate access for free, and an even larger part of the playerbase has no reason to spend any money.
Simple fact: The more you give away for free, the shorter the lifespan of your product will be. -

You weren't forced to resubscribe. You chose to do so of your own volition. Being forced to would imply that you had no choice in the matter. But you had 3 choices: Subscribe, play for free, and go play something else instead. You chose to subscribe. -

You get 400 free points per month to spend on whatever. You get a free server transfer (which would have cost you $10 if you weren't subscribed). You get free access to Going Rogue and the SSAs ($35 and $70 respectively)
Between JUST the free points and the server transfer, if you are paying in blocks of a year...the devs are actually paying YOU to play the game. That's because the stuff you get for free would cost you more than the price of your subscription if you decided to play for free.
So, if you're one of the people whining that you don't get enough for FREE: Just......shut up. You're being an idiot.

It's kind of an issue. Secondary powers don't build fury, and all damage auras currently available to brutes are in secondaries. I don't know if they can adjust that on a per power basis, but Quills building fury would be a little broken.
It's similar to how Quills is the only damage aura scrappers get that will land critical hits.
Other than that fairly small technical hurdle, it should just be a matter of time. -
Also:
Enhancement settings > Set Relative Levels > +5.
There is a setting in the top bar of the program that will let you set the relative levels of all your slotted enhancements at once. You should be able to find it yourself. The setting you want is "Enhancement Relative Levels" -

I have personally used the character creator to copy Gambit, Captain America, Deadpool, Ghost Rider, Thor, The Hulk, the Thing, Colossus, Nightcrawler, Cyclops, Rogue, and several other characters that aren't coming to mind right now with probably 80% accuracy, and closer to 95% on some of them.
They weren't perfect, and the only one I ever logged into the game was Captain America (I named the character EULA Violation as a joke, and deleted him an hour or so later), but every last one of them was close enough to be blatant trademark infringement.
If you really want, I could post screenshots proving how close you can come to trademarked characters. But I would rather not, as doing so would probably be a violation itself. -

Marvel sued because they're litigious j-holes, not because they were afraid some guy with a generic red & blue costume named SPYDAR-MAAAAAN was going to jack their IP.
NC took adequate steps to prevent genuine infringement by simply not including costume options allowing direct copies (again, excepting the Hulk). I don't remember if the name filter was in place at launch or not, but it neatly resolves the problem of direct copy names.
Marvel was being a bully because they have a corporate owner with legal staff on salary and thought they were going to make their own MMO.

No, actually it wasn't.
By the wording of NCSoft's EULA, any character created within the game is their property, with all associated rights.
Now, it is worded like that so players cannot get upset if one of their characters is used in a screenshot promoting the game.
Marvel's stance on that is that, by the wording of the EULA stating that a created character is NCSoft's property, anytime someone creates a character that is trademarked by Marvel (or anyone else), they (NCSoft) are claiming ownership of said character.
The way trademark law works, if Marvel had NOT pursued litigation, there is a very real (but also very remote) possibility that they could lose the trademark rights to the character in question.
So the lawsuit wasn't frivolous, Marvel really had no choice in the matter if they wanted to protect their trademarks. -
