So if I can peacefully coexist with our South American brethren the I have no reason to fear the occasional angry frog or sauerkraut I might encounter on the French and German servers.

Hell it might even be fun to start new multi-server SG called "Gone to the Americans".

Who am I kidding. That's too funny to not have been done already.
No, what I mean is: EVERYTHING is in German and French. Contacts, clues, mission dialog, everything. If you don't speak those languages you won't have any idea what the hell is going on in the game. You and I could probably stumble through it because we've been through the game multiple times already. What about a new player that happens to choose Vigilance....and doesn't speak French? They'd be completely lost.

The fact that you can't understand the people playing pales in comparison when you can't understand the game itself.

    Merging servers.

The only problem with a server list merge I see, is it would only give most of us TWO more servers to play on, not four.

Unless of course you happen to speak fluent German and French, in which case you do get four.

The Europeans would benefit a lot more from it. Which is fine by me.

Well, the biggest example of jerkish behavior I've personally seen was just eliminated entirely by being made impossible.

Using TP Foe to pull someone out of the Siren's Call hospital with a sliver of health is borderline jerkish.

Doing it over and over because you think it's funny is definitely being a jerk. Especially if it's done in order to prevent the person from leaving the zone. You can't leave if you keep getting teleported before you can get out of the hospital, and you couldn't even just stay dead until they got bored and left because of the auto-respawn feature that they added for some reason. I've had that happen to me, and logging out was the only way I could get out of the situation.

People who do things like THAT are the undesirables I was talking about. The people who just like to PvP are not. I never said all PvPers are jerks, because I know from my own experience that it isn't true.

I don't mind losing a PvP fight. It happens frequently, and I don't get bent out of shape about it. If they threw something at me I wasn't expecting I might even ask some questions about their build. If it was an especially good fight that I lost I'll make sure to give them props on it.

I have no problem with losing at PvP. If I keep coming back when I get smoked....well, I was asking for it wasn't I? The problem I had was with people being ***holes until someone logs out because they had no other way to get out of the situation.

I suppose with the recharge bonuses, along with Hasten (which I've skipped), you don't have many gaps in your attack chain for it, eh?
I skipped Slice on my BS scrapper as well (mine's Dark Armor). It's not a bad attack, but in order to do what I wanted to do with the build something had to go to make room, and Slice got the axe. Guessing Umbral's reasoning on it is probably the same.

Their stated goal boiled down to "Make PvP more fun for non-PvPers"

One of the biggest complaints about PvP from non-PvPers wasn't the way the powers worked, or even that certain ATs were at a disadvantage. The biggest complaint was people being jerks in the zones.

If that was the thing making PvP not fun for non-Pvers, how do you resolve the issue? Easy.....get rid of the jerks.

But....they're not breaking any rules that you could ban them for, and they aren't really cheating, they're just being jerks. The only way to get rid of them is to convince them to leave on their own. Completely changing the way PvP works is really the only way they can do that without tipping their hand.

The only catch to my theory is: It is completely impossible to prove or disprove any of it. If that IS what the devs are doing, they're hardly going to come out and say so. And if it isn't what they're doing, no amount of theorizing will make it true.

    Just food for thought.

And I'm pretty sure I took Maneuvers, which is also a bit disappointing for the End cost but compensates for it by benefitting the whole team, stacking with Grant Cover, and not taking more than one power choice.
You WANT Chain Induction. Your single target chain is pretty pathetic without it, and in a big group it will jump all over the place and add to AoE output (Disclaimer: If it actually kills anything the chain stops there, so if you drop your main target with it, it won't chain at all)

Lightning Clap is probably the most universally skipped power in Electric, along with Confront. It stuns them and sends everything flying, forcing it all out of your damage boost aura. This is a bad thing.

Grant Cover's benefit is that it has a lot of your defense debuff resistance. Your teammates need to be right on top of you to get any defense from it.

If you've ever played SR, you should know that any defense-based set is pretty squishy until you get SOs. If you heavily IO a Shield Defense scrapper it becomes one of the most beastly secondaries currently in the game.
  8. I aim for all of the above on my regen builds.

I look for regen and max HP bonuses along with my defense and recharge. If you poke around in Mid's a little bit you'll find a number of sets that offer more than one of those bonuses. You'll end up acquiring regen and HP bonuses by accident while chasing defense and recharge.

How sure are you on what the devs actually wanted, and what is really going on?

I know a number of bar owners. From talking with them I found out what they do to get rid of people they don't want in their bar, for whatever reason, usually because those people cause problems and make their other patrons uncomfortable.

They can't just kick them all out, because most of the time they didn't actually do anything wrong. But their presence is giving the bar a reputation of being an unpleasant place to spend time.

So what they do is change things about the bar to make those people not want to hang out there anymore. If they know those people prefer rap music, they change the jukebox to nothing but country and classic rock. If they know they like a certain brand or beer or liquor, they either stop selling it, or jack the prices up on it. All in the interest of getting the people they would rather not have there to go somewhere else.

Again, they can't just kick them out, or refuse them entrance, because it is a public establishment, and the people are paying customers. But they CAN make their establishment less attractive to the people that make their other customers uncomfortable.

Maybe the devs are doing the same thing.
  10. Basically, the way I see it is this:

Having a 5% chance to take full damage from an attack will work in your favor FAR more often than a 50% chance to take 50% damage.

When you're in a fight, those reduced damage hits that are coming in will add up quickly. I cite as an example something like the RWZ Challenge. Trying to do that with defense is a LOT more likely to succeed than doing it with resistance.

For those who don't know, the RWZ Challenge is taking on a level 54 spawn of Rikti that includes at least 3 bosses. You are not allowed to use inspirations or temp powers.

They are +4 to you, meaning their chance to hit you is somewhat better than the 50% base chance of a minion. The bosses hit REALLY hard. Like, over 1,000 damage hard. So, they won't be missing very often and will still be doing in excess of 300 damage per hit after resistance is factored in, assuming 70% resist to that damage type. And there are at least 3 different damage types to worry about in a Rikti spawn: lethal, energy, and psionic. Odds of capping all 3 damage types on a single character are very slim at best.

Not to say that resistance isn't useful, but significant levels of defense become much more valuable than significant levels of resistance once you pass a certain threshold of difficulty in what you're trying to do.

    Vet Rewards

So question bit first. With Vet rewards are they handled solely by the amount of time you have paid for on your account or do they include playtime? I.e If someone prepays for 3 years of time on their account, do they get all of the vet rewards straight up all at once?

    If they don't... why not?

Now, before the flaming starts can we dissect this a little? I know I'm still fairly new back, but the only major problem I can really see with this is the people who say being a veteran conveys that the person is somewhat knowledgeable about the game in someway.

Time spent here =/= knowledge about the game, its mechanics or even its general storyline.

I've run into many a 24 month vet that didn't even know what a TF was, letting alone how to run one properly, and reading the Stupid Tells threads and other (hilarious) threads I've realized that plenty of other people have run into these so called veterans as well.

From a business view I think it would be a great idea to encourage people to prepurchase large amounts of game time. We all know people who have rage quit over issue updates, nerfs or any other small issue that they decided to blow out of proportion. While I still think Devs should be doing everything they can to keep their playerbase happy, I also think they shouldn't be bending over backwards to accomadate some of the whiney ********* that exist online, and if these people had prepurchased game time then even if they rage quit the game still has their money anyway.

Anywho if, in fact, vet rewards do get given immediately to people who have paid for months in advance on their account please ignore this post and the aforementioned rambling.
If, however, this isn't how it works right now then *zips up flame retardant suit* feel free to give opinions.
The best way I can explain it is like this (warning, analogy follows):

Someone who took part in a particular military campaign, such as Desert Storm, are usually given a medal or ribbon signifying that they were there and contributed to that effort.

Would it be fair for a new Army recruit to be able to BUY a ribbon that says he was part of Desert Storm, even though he wasn't there, and it is entirely possible that he hadn't even been born yet?

Veteran Rewards are the same way. They are basically a ribbon you get to wear that says you were there. The people who get the cool, long time subscribed badges and goodies are being thanked for being here when the game was struggling to get a foothold in the MMO market. The people who have been here for 5+ years get cool stuff, because without them, the game would probably not exist.

The 60+ month rewards are the dev team's way of saying "Thank you for believing in this game enough to keep subscribing as long as you have"

Allowing anyone who wants them to buy those rewards would be a disservice to the people who kept the game alive in order for us to be able to play it now.
  12. ClawsandEffect

    Custom Sound FX

    Complete customization? No.

My reason: I seriously doubt the devs want players mucking around in their files, which they would have to do in order to make that work. Bugs are created when THEY do stuff in their files. Imagine the chaos if players were allowed to edit sound files at will. The game would collapse into a buggy, unplayable mess within a week. The devs change a few files at a time....but players would be editing THOUSANDS of files every day. You can replace sounds on your end that only you hear, but that is in YOUR files. making it so everyone could hear it would require you to put in on the server side. I can say with almost complete certainty that THAT is something we will never be permitted to have access to.

Sound replacement with sounds already existing in the game? That I could see.

Have a War Mace character that carries a baseball bat and don't like the ripping sound War Mace has? Replace it with the sound a Blood Brother Slugger makes when he hits you with his bat. Stuff like that I can get on board with, complete customization with any sound you want just opens the door for a huge amount of problems.

So, /unsigned or /signed I guess, depending on exactly how far you want this to go.

    Rebirth System

I'm sensing a lot of "I don't care how much sense your rebuttals to this idea make, you're ALL WRONG!!!!!" attitude coming from the OP here.

This is, for all intents and purposes, a full respec that acts like a complete reroll, but you get penalized the second time around. The devs flat out said "No" multiple times to ANY kind of full respec. Not "we have no plans to do that at this time". Not "I can't comment on that". They flat out said "It's never going to happen".

Go ahead. Tell the devs they're wrong about their game. I dare ya.

If you want to grind, play a game where the grind is the norm. Don't try to turn THIS game into one where the grind is the norm.

    It's actually Memphis Bill's copy/paste.

It is a horrible idea, and will remain so until the game's overall population dwindles enough to make it a reasonable decision.

As it stands, there are enough people on every single server to justify keeping them all active.

Would YOU start playing a game if you saw on a news release that it just closed down half it's servers? I wouldn't. I see that and I figure the game is in trouble and won't be around much longer, meaning I would be wasting my money buying it. Anyone looking at it from the outside would likely think much the same thing.

As far as finding teams is concerned:

I play on Pinnacle, which is one of the least populated servers, and I have zero issue finding a team when I want one. The copy/paste already covered it, but I'll repeat it here: Standing around and spamming broadcast with LFT messages is the WORST way to find a team in the game. Find your server's global channels and it will be a lot easier.

Also, I have hardware issues which legitimately and physically prevent me from playing on higher population servers. If every server were as populated as Freedom and Virtue I would literally be unable to play the game at all due to crippling lag issues.

And don't say "buy a new computer". I have a mortgage, 2 car payments, and a slew of other bills I have to pay each month. I'm lucky I can afford $15 to keep my subscription active, so buying a new computer just to be able to play a video game is NOT an option.

A server merge would actually LOWER the population, as people in my situation find themselves not able to even log on because zone activity is just overwhelming their computer's processor.

There are WAY more legitimate reasons against a server merge than there are in favor of it. Until that balance changes, it isn't going to happen.

If I recall correctly, a dev said that there are no plans to merge servers. And it was said not all that long ago.

Besides, merging servers right before the biggest addition to the game since City of Villains would be a colossally stupid move on the dev team's part, for all of the aforementioned reasons.
  17. I have a couple heavily IOed characters. But I don't start seriously looking into it until I hit the 40's and have a better idea what I want out of the character.

That said, I have a BS/DA who is softcapped (not the easiest thing to do), and I did it for 350-400 million (which is comparitively cheap for an IO build)

The key to it for me is I was in no hurry to get it done. I took my time with it, ran some TFs for merits to use on random rolls. I kept the price down because I used a lot of what I got as random rolls in the build instead of paying for everything out of pocket. Since your character is already level 50 and doesn't sound like it has any performance issues, you can take your time on anything you choose to do with it. Do't think yo have to IO out a character all at once, do it a little bit at a time.

Even with all that, you don't NEED all that to be effective. There isn't a single powerset combination in the game, of ANY AT, that requires IOs to do it's job and be effective at it.

True, a Ferrari will outperform a Honda Civic, but they'll both get you to work just fine.

  19. Pinnacle - MY server.

Seriously, it's the only one I play on. I have characters scattered here and there throughout the others, but I frequently forget they exist.

Just found a character on Champion that had been logged out for over 1,200 days. I didn't even realize I had been playing that long, let alone had a character from that long ago.

Again, even with the "bad" community we have now, there is a very clear list of the current problems. It contains very serious game breaking bugs, which have ruined the game for a very long time.

So what do they do? Ignore ALL those problems, and spend time on something that nobody's asked for in like 3 years, because it really wasn't a huge deal. And then also spend time on a brand new feature that nobody asked for EVER.

Why? Why would they purposely ignore what's clearly NEEDED, and spend time on pointless things? Sure, this one time, the pointless things aren't actually bad. That's a surprise, coming from these devs. But just because they aren't bad doesn't change the fact that NOBODY ASKED FOR THEM!!! Instead of fixing game-breaking bugs, they routinely spend time on pointless QoL things. And no, these QoL things aren't easier than fixing the bugs, as was shown to you in posts above.

And the thing is, none of us are surprised at this point. Because this is how they have always been. Very deceptive at best, and completely dishonest at worst. As mentioned, the ONE time ONE developer said how things really were, the next day he was no longer employed.

The player-developer relationship is a two way street. They have treated us like **** since day 1. They deserve the same thing, until they actually do something we ask for. We're the ones paying their salary, not vice versa.
    That really begs the question:

If you're THAT unhappy with how they run the game, why are you STILL giving them money every month?

They treat you like ****, yet you still fork over your $15 so you can be treated like **** some more?

I'm sorry, but that makes ZERO sense. If you're that unhappy with how the developer team treats you, stop giving them your money and go somewhere else.

You treat them like crap and say: "Fix these problems"......and they don't.

They treat you like crap and say: "Give us money".......and you fork it right over.

    Obviously, they're winning.

All I said is that being insulting toward the people who can change the things you're pissed about isn't helping your cause any.

The thing they JUST did in i17 was make it so you respawn in the hospital with full health and endurance. Now, correct me if I'm wrong here, but wasn't that an i13 change that they reversed?

I'd say that's a step in the right direction.

Saying "Screw the devs, they're lazy and incompetent and never listen anyway" isn't achieving anything at all. In fact, it's probably making it more difficult to get them to listen to you.

You can keep saying I don't know what I'm talking about all you want. It won't change the fact that giving the devs crap is accomplishing nothing.

And if you disagree with that, find one positive thing that was achieved by insulting the dev team.

QoL changes are easier to FIND than the cause of a bug?

Bugs are weird. A minor tweak to a completely unrelated power could be causing the problems you mention here. The only way to find it is to either A) search every single line of code in the game until you find it, or B) get lucky and stumble across it while you're doing something else.

Compared to that, QoL additions are easy to do.

Simply put PvP is not a priority for the development team and the community has mostly given up trying to provide useful feedback; it has no effect.
It's not so much that the community has given up as it is the few reasonable members of it have. Now all the devs hear, for the most part, is insults and bile.

If you want to blame someone, blame the members of the PvP community that are giving the whole thing a bad name.

I've had a couple well thought out responses to my remarks in this thread. Which is FAR more than I was expecting. I was expecting every response to be full of the kind of crap Borderline Boss spewed at me. Because, even though I am well aware that not everyone is like that, that is the behavior I've come to expect from PvPers. Now imagine the reaction of people whose ONLY interaction with a PvPer was like that. They probably aren't going to think very highly of the community as a whole, because they have no reason not to believe that person isn't representative of everyone. It's like viewing the Westboro Baptis Church as being representative of all of Christianity.

Simply put, until you stop allowing the idiots to determine how the PvP community is perceived by posting rude, poorly spelled, mean-sprited things in every thread remotely related to PvP, the PvP community will continue to be ignored. I mean, I know you can't control what people post, but one of them posts in a thread about PvP (that ISN'T in this section), and no one bothers to contradict them, leaving the impression that that one jacktard speaks for the entire community.

Believe me, I'd LOVE for the devs to pay attention to the people who like PvP and can make a good case for it. But as long as they think PvPers are just a bunch of childish, selfish jerks who only want an excuse to be exactly that, it's unlikely to happen.
  23. I don't have any experience playing any of them....but I can tell you which ones I hate to fight.

Thermal and Dark are the most annoying to me. Thermal is one of only 2 sets that can drain my regen scrapper enough to hurt me (the other is Cold, which isn't available to MMs). Kin can do it too, but they're usually dead before they can sap my end enough to stop me from killing them.

Dark can be a major pain if you are the only target for Fluffy to latch onto, if he's worried about someone else it's not so bad. Sucks for the person Fluffy is looking at though.
  24. Generally, a set like Scirocco's will have lower values in some areas than just straight enhancements, but they have set bonuses that will make up for the shortcomings.

Okay, say you have a set that gives 15% less accuracy than straight enhancement slotting. But....that set contains a 7% accuracy bonus for slotting 4 of them. If you slot 3 of those sets in 3 different powers your accuracy on ALL your powers will end up being 6% HIGHER than straight enhancement slotting, and you will be getting other useful bonuses as well. Slotting just one set doesn't make much difference by itself, but when you start adding up bonuses from multiple sets you start to see more of a benefit.

All I'm saying is, if you want to see change happen, letting people like Borderline Boss represent the PvP community to the rest of the playerbase and devs isn't the way to get it done.

Look at what they changed in i17. Healed back to full on respawn and can no longer be teleported out of the hospital recovery room. I happen to be happy about both of those things, since the second was why I didn't like going to Siren's Call. They're clearly listening to SOMEONE. And that someone was probably reasonable and courteous about it.

If Borderline Boss had asked for it, with the attitude he displayed in this thread toward me, do you think it would have happened? Probably not.

If you allow the perception of the PvP community to be that of a group of people who spew insults with little or no provocation, and have no regard for anyone else, then it will continue to be ignored. 3 people being reasonable about it is not enough.
