Well, there are no attacks in the game that are flagged just "toxic". Every toxic attack in existence is flagged with a position as well.

So, if you want to avoid toxic attacks, beef up your positional defense.

Or Fire Manipulation? Also 7 of 9 requiring melee range.

Ice Manipulation: 6 of 9 melee.

Devices: 0 of 9 melee dependant. The ONLY blaster secondary that isn't heavily weighted toward use in melee range.

Mental Manipulation has 5 powers that require melee range. So almost 2/3rds of the set that is supposed to be getting away from melee powers requires you to be in melee to use. I wouldn't say it's all that different from the other blaster secondaries in that regard.

Actually a set of Touch of Death (at level 40) smacks into the ED limit on damage, where it suffers is Accuracy and Recharge. I usually make up for the accuracy with set bonuses from elsewhere, and Quickness will make up for the lack of recharge on an SR.
  5. Looks alright.

One thing I noticed though: Guidance of Venus grants Toxic defense?

There is no such thing as Toxic defense in the game, so you're trying to grant something that doesn't exist.

And DarkGob, seems to me like it's pretty firmly in the realm of astronomy. I didn't see any references to zodiac signs or anything like that. Mostly physical effects based on the properties of the various planets.

As suggested powersets go, these aren't bad.

The Stealth cap of 571.5 feet for non-stalker, non-VEAT characters is verifiably true, Paragonwiki says it, and in-game numbers agree.

    Sonic/Devices Blaster w/Cloaking Device + Stealth IO = 571.5 feet

    BS/DA Scrapper w/Cloak of Darkness + Stealth IO = 571.5 feet

    Fire/Fire Blaster w/Invisibility + Stealth IO = 571.5 feet

    Illusion Controller w/Superior Invisibility = 571.5 feet.

I have tested the stealth cap extensively, monitoring the numbers while I do so. In PvP the cap for anything not a stalker or VEAT is 571.5 feet. This is a FACT, not just my opinion. You can log in and check it yourself if you don't believe me.

As far as ease of getting there, I haven't tested it lately, but I can't imagine it's all that difficult even now.

My statement of it being pretty useless stems from personal experience. With all 4 of the characters I listed that I have tested with, it didn't make much difference at all whether I was at the stealth cap or not. Sure, you can be invisible to people with no added perception, but how many PvP characters have no added perception? Especially since it is available to everyone. The +Perception IO puts your perception at 600 feet before Diminished Returns, that's just simple math (500 + 20%), and Tactics raises it even higher than that.

So, in my experience, being at the stealth cap did me no good at all. It didn't stop me from being attacked, because just about everyone in the zone saw right through it. And any time *I* attack it strips all that stealth away.

So, the stealth cap being 571.5 feet is inarguable fact. It being pretty pointless in PvP is my opinion based on personal experience.

Stealth for non-stalker characters caps at 571 feet. Base perception is 500 feet.

Getting to the Stealth cap is A) Pretty easy, and B) Pretty pointless, because +Perception is readily available to anyone in the form of Tactics.

Well, at least it used to be pretty easy, I haven't bothered to find out how hard Diminished Returns smacks stacked stealth powers.

That's what I keep suggesting they replace Life Drain with in a port of Dark Blast to blasters.

Since it getting ported with the self heal and large amounts of to-hit debuff intact is pretty unlikely.
  9. I've deleted more kins than I care to think about because of the EXACT topic of this thread.

Maybe I've just been on a lot of crappy teams, but I got attitude anytime I did anything BUT SB. My Kin/Sonic defender got booted from a team in the middle of an AV fight because I had the audacity to (GASP!) use my secondary to reduce the AV's resistance. The leader sent me a tell saying: "That's what you get for not Speed Boosting me"....completely ignoring the fact that he had SB the entire time. The same guy told me that Kinetics is a crappy set and SB is the only thing it's good for.

Bottom line (for me at least): A lot of people are jerks about telling people how to play their characters and what powers should and shouldn't be taken, and I refuse to cater to them. If you want a Kinetics that will play their character how YOU want them to, I'll gladly quit the team to make room for them. I don't tell other people how to play their characters, and I'm not going to let them tell me how I should be playing mine.
  10. On my Claws/Regen I took it and use it if I find myself whiffing a lot. The end cost is laughable for me (lowest end cost primary paired with the best end recovering secondary), and I don't have anywhere else to slot Gaussian's that isn't completely stupid.

For some combinations, like mine, it's not a bad power. I will agree that it isn't nearly as good as it used to be, and that the endurance cost should probably be dropped some.
  11. Now you know how I feel about this, and that I am aware of the devs' stance on it.

But saying THE. DEVELOPERS. SAID. NO.

.....and then linking to a number of posts in which you also said that they said no.....doesn't prove anything at all. You're basically telling people to just take your word for it that they did indeed say no. Like the fact that you yourself have said it multiple times somehow makes it more true.

Would work MUCH better if you linked to posts FROM the devs saying no, instead of linking to posts where you say they said no.

    BIG difference here.

Power customization they said wasn't going to happen because at the time it was too much work for the staff that they had.

Then they hired a bunch of new people and it became feasible.

In that case, they WANTED to do it, but they just didn't have the resources. When they DID have them, it was done.

In THIS case, they said "No".

They didn't say "we'd like to do it, but we just can't right now"

They said "We're not doing this, whether we can or not is not the issue"

It would be HIGHLY exploitable if we were given the ability to switch powersets or ATs.

"Gee, I'd really like a level 50 Electric/Shield scrapper because they're awesome farmers, but I don't like how squishy Shield is in the low levels. Ooh, I know! I'll just level the character as a Katana/Willpower scrapper and switch to Electric/Shield when I get to 50!"

    Or

"Wow, a Stone tank in Granite form NEVER dies, but I don't want to play the set before I can use Granite. Hmmm, I can just level as Willpower/Dark Melee and switch at level 34, so I can just jump into slotted Granite Armor."

People would do that kind of thing ALL the time. Leveling as one thing and switching to a late blooming set when the powers become available that make the set awesome.

That's just ONE problem, I'm sure there are many others.

But.....their damage DOES increase if you reduce your target's damage resistance. Confirmed this one on my Sonic/Devices blaster.

I wouldn't necessarily touch Black Hole either. Gotta have one power in Dark Miasma which is skip-worthy.
I didn't say to do anything at all to them. I was just pointing out to the person I quoted that there are more than just Dimension SHift and Black Hole.

Mine is 6 slotted with Gaussian's for the defense bonus. I needed a place for it and Claws doesn't have Build Up to put it in. (Follow Up will accept it...but that's about the dumbest slotting for that power you can have)

    Oh......you were being ironic.

    Never mind....carry on.
  18. I strictly random roll.

I refuse to spend 275 merits on ONE thing, when I can use those merits to probably acquire a number of things I ALSO need.

This character doesn't need a Mako's proc? No biggie, one of my other characters can use it. I've finished entire builds with random rolls NOT made by the character whose build it was.
  19. Another problem:

The game, as it was at launch, doesn't exist anymore.

Do you think they kept all the stuff they were never planning on changing back just sitting on a hard drive somewhere?

    Doubtful.

It is far more likely that anything farther back than issue 6 or so was deleted a long time ago to clear up more storage space for new stuff.

In order to revert anything at all to it's state at launch they'd probably have to completely rewrite it, which is pretty pointless.

Also, those players that left years ago? They left because they didn't like the way the game was.

Why would they want to come back to play the exact same game they quit because they didn't like it? ALL of the old players I have met came back because they wanted to check out the NEW stuff, not play the same game they left.

You're forgetting the intangible powers in Force Field and Sonic.
  21. Also, some IOs will still function as long as you still have the power they are slotted in.

Procs work like that I believe. So if you have a +Stealth IO in Sprint, it will work all the way down to level 1. Not sure about damage procs, but imagine they would work the same (it's only fair, you're giving up enhancement of the power in order to slot it)

I also confirmed that the Numina's Regen/Recovery will work as well (I took Health at level 20 on my /Regen scrap and it was still functioning on a Positron TF, the IO is level 42)
  22. The only scrapper I took it on was my Claws/Regen....largely because he's the only one I have that can afford the ridiculous end cost. I'd prefer to take Tactics instead, but I wanted Physical Perfection, and I'm out of power pool choices anyway.

It helps in PvP against defense-based characters, and against Rikti Drones.....and, well, not much else.
  23. I'm positively destitute by your standards I guess.

I'm happy when I break 100 million on a character (I can actually count the number of times it's happened).

The most I've ever had at once was around 600 million. I got a purple drop redside and sold it. I spent the majority of it almost immediately on that character's build.

Being rich just isn't that important to me in the game. I've tried farming, and I've tried playing the market. The first bored the hell out of me, and I don't have the patience for the second. I'd rather spend my time doing stuff I enjoy and not worrying about the money. It annoys me slightly that I can't afford a lot of the stuff that is on the market, but doing the stuff required to afford it annoys me more, so I guess it works out.

Do that, mostly via level 45-50 flashbacks, and you should get a fair few purples, too.

Personally, I don't in general like purples, not enough of the set bonuses I like in there, but they're a good source of reasonably negotiable ready cash. I cashed one in about a year ago to buy a Numina Regen/Recovery for the toon I was levelling at the time. It paid for the recipe, salvage and crafting costs, and all those combined were still cheaper than the 'buy it nao!' prices for crafted IO's at the level I was looking for.
I bolded the part that jumped out at me.

Your Katana/Regen is a character that purple set bonuses are actually USEFUL for. Regen likes lots and lots of recharge, which the purples provide quite a bit of.
  25. ClawsandEffect

    */regen?

    I have 2 Regens.

One is Claws/Regen, that's my main character and has been for 4+ years. *I* have ridiculous survivability with him, but it's largely because I've been playing him for so long that I know exactly what he can and can't handle and when to hit my heals.

My other is Fire/Regen, he's shaping up to be a better character overall than my Claws/Regen, but he's only level 42 so far.

For a FIRST regen, I kinda concur with others here. The sword sets (Katana and Broadsword) make good choices due to the ease of getting defense through Parry/DA.
