I take it as meaning you healed back the damage so fast that it might as well have never happened. -
Don't bother taking the nuke if you're not going to slot it. It's a very binary proposition: Take it and slot it, or don't take it at all. Unslotted it's just going to piss things off and drain your end.
Personally, I'd wait until Tuesday and build with the intention of going villainside to get Patron Pools, and go with Scorpion Shield. That will give you the possibility of softcapping Smashing/Lethal/Energy defense (though you will need to make some compromises on your build) -

Dark armor BLOWS in PvP. I speak from experience here, just about any other secondary will be better for PvP.
AV hunting is a little more doable.
Here ya go, a thread I started a while ago about Broadsword/Dark Armor. Katana and Broadsword are pretty much interchangable as far as IO slotting goes. The builds talked about in the thread were softcapped until the Blessing of the Zephyr changes, but they should still be very viable.

Fire Manipulation has so much fantastic PbAoE's that are really most effective with something running like combat jumping, so you can quickly hop in the middle of the mob, and fire them off, then hop back out of melee.
You kinda put some stuff out there like he already knows all the options available. Looking at his August 2010 reg date, I'm guessing he doesn't know a whole lot about the game yet, and answered accordingly. -

Interestingly enough, Candlestick posted a build very close to what I probably would have done, so it's not a complete loss.
Hoverblasting is a very viable technique for staying out of danger. If you get your ranged defense high enough you can blast from relative safety because non-flying enemies will be forced to use their ranged attacks, which you have a high defense to. -

I've always wondered and since my next project will be a claws/DA, it sparked even more curiosity.
Dark Armor had significant Psionic resistance, when it was designed no other set had any resistance at all to that damage type, only Ice and Stone had any protection for it at all, and it was defense, not resistance. It also had fear protection, and end drain resistance, two other things nothing else had in abundance. Dark Armor also had more control options than any of the other armor sets, that is actually mostly still true.
Energy Aura, Electric Armor, Willpower, and Ninjitsu have Psi resistance or defense in them now......but none of those sets existed when Dark Armor was designed.
Fiery Aura originally did more damage than any other defense/resistance set, and remained that way until Shield Defense was released last year. Fire Tanks used to herd entire zones into a single dumpster (this was before agro caps or collision physics) and kill 85-90 baddies at once with Burn (6 slotted for damage of course, that was also before caps on AoEs)
Since those two sets could do things nothing else could do, it seemed fair to give them weaknesses nothing else had. And it wasn't like they were saying DA and FA couldn't have KB protection at all, since Acrobatics did (and still does) exist to fill that hole in the sets.
There have been complaints over the years about that lack of KB protection, but I for one think it's fine how it is. Both sets offer enough that an easily rectified weakness isn't really a weakness at all. -

You have to run an arc to get access to Patron pools, which a Hero has to do a LOT more work to do.

I was doing a +4 mission the other night. I was on my Inv/Axe, who has 4 Mocking Beratements slotted in Invincibility. I am at the ED cap for Taunt in that power.
There was a tooled-up elec/shield on the team.
Now, I CANNOT generate more taunt on this toon. It can't be done.
Still, this guy pulled aggro off me a few times. On a taunt-optimized tanker.
WTF?! -
Difficult, yes, but doable.
A fire/fire blaster has soloed an ITF before, so it is clearly possible to solo AVs with one (You have to in order to complete the ITF, no he didn't do it with no deaths, and it took him a long time, but he did it nonetheless)
On the plus side, a Fire/ blaster will have no problem outdamaging an AVs regen. If a scrapper can kill one, a blaster can as well. Blasters just need to figure out how to survive it. -

Sonic/Mental/Soul has the potential for 4 cones, while immobilizing the entire spawn and debuffing their resistance.
Well, most sets can have 4 cones now (Sonic can actually have 6, but 2 of them aren't very useful for damage)
I think I know what I may be rolling soon now. -
Honestly, I'd lose Touch of Fear altogether. The enemies it would be most useful against (AV's and GMs) resist the hell out of it's effects.
Reverse the slotting of Midnight Grasp and Smite. Put the Hecatombs in Smite because you use it twice in your chain, and that will give the proc more chances to fire.
Slot Siphon Life with a set of Touch of Death or Mako's Bite. You're a frigging REGEN, you are the last person that needs to slot that power for healing.
Other than that it looks pretty good. I happen to like more passive regen than Umbral does. My reason is simple: I don't like using my heals when I'm fighting minions, if I can regenerate fast enough to make their damage trivial I get to save my heals for when I REALLY need them. But it's not necessarily the best way to build a regen (I also lack the budget for all those purple sets)
If you add another slot to Hasten you should be well under the threshold for perma Dull Pain as well. -

Umbral will get yet another clicky power for his very clicky DM/Regen Scrapper. Umbral thinks he will probably stop being a massive dill-hole for at least a week after he gets Shadow Meld. Umbral can't promise this though, but it's likely. Umbral is happy.
Claws will probably get this as well (Claws the character, not Claws the forum poster)
The only downside I see is it's going to require us to go full villain in order to run the arc to get the Patron Pool. I don't think Rogues are allowed to start the patron arcs. -
NEVER put Build Up on autofire. It doubles your damage, but only lasts for 10 seconds, so you should use it it when you want to REALLY hurt something(s).
I wouldn't take Melt Armor at all, to be honest. As a Fire/Fire the only debuff you should be concerned with is debuffing their health bar.
I'll post a build when I get home from work to give you a bit of an idea about slotting set IOs. -

Purples aren't going to help you solo AVs. They mostly provide Recovery/Regen, Accuracy, and Recharge bonuses. None of those things are going to keep you alive with an AV hitting you.
Look into softcapping your defense, and pick up Aid Self. There are a couple ways you can softcap: Either Smashing/Lethal softcap, or ranged softcap. You will probably do better with ranged defense and Hover.
As others will tell you, post your own build, and we'll give you advice on how to improve it. -
And it STILL makes blaster nukes look like crap in comparison.
Doesn't crash your end bar, and you can use it FOUR times for every ONE time the blaster gets to nuke. -

Dark Melee is an excellent primary, but Martial Arts is being buffed. I don't know which would be better for PvP, and with the buffs, and because Regeneration doesn't benefit nearly as much from Siphon Life as some other secondaries, I might honestly go with Martial Arts for PvE.
So I guess my tentative recommendation is Martial Arts/Regeneration, but it would be nice to get information from people who actually PvP and know how that would behave.
Honestly, MA/Regen probably would be your best bet for PvP. Only Fire/Regen or (possibly) Spines/Regen would be better.
Also, if you're starting over on a new server, I'd say go with Freedom if you want lots of PvP action. Virtue has a healthy PvP crowd, but Freedom is where the VAST majority of PvPers have congregated. Personally, I can't stand Freedom, but it's not quite as horrible as some would have you believe (can't believe I actually just said that)
Mind telling us what the last issue you remember being around for was? PvP has changed quite a bit, and you may or may not be aware of exactly how much. -

Being unique is what makes Batman feared by criminals. They know if Batman comes after them, they aren't getting away. If there are dozens or hundreds of people ALL calling themselves Batman, it very much takes away the impact of the name. He goes from being a superhero to being a lifestyle choice, and would become much less effective for it. -

You DO realize that Cloak of Darkness gives you just as much defense as Weave, and it doesn't suppress, right? It's more than just a stealth power, and I consider it pretty much mandatory if you're looking for defense with a Dark Armor build.
Replacing a defense power with a self rez just says "Yes, I plan on getting killed a lot"
The build that had Obliteration slotted in Dark Regeneration was using it to get to the softcap. Your build wasn't even in the same zip code as the softcap, so slotting Dark Regen like that is only going to destroy your end bar when using it.
Dark Regeneration uses 33 end every time you use it, whether it hits 1 enemy, 10 enemies, or none at all. Obliteration has a grand total of 18% end reduction in the entire set, so you're not softening the impact of using it much at all, and since you weren't even close to the softcap....you'd be using it a lot. I wasn't exaggerating when I said you'd bottom out your end bar every 30 seconds.
The Theft of Essence Chance for +End proc is the single best enhancement you can put in Dark Regeneration. If you only put ONE enhancement in the power, it should be that one because it can turn Dark Regen from a horrible end hogging power, into an end recovery power if the proc hits on enough enemies.

The cheaper the better? That is simultaneously the most expensive, and least capable Spines/Dark build I've seen in a while.
Why would you slot a SLOW set in Quills?
Quills and Death Shroud are going to be 2 of your higher damaging powers in the course of that character's life. Both should get at LEAST 75% enhancement to damage.
Also, why the bloody hell would you slot Obliterations in DARK REGENERATION?!?!?!?
A) It's a heal power, that isn't slotted for ANY heal.
B) It takes a THIRD of your end bar every time you use it (and based on the rest of your build, you'll be using it a LOT)
Seriously, it really does look like you're slotting expensive stuff, just to be slotting expensive stuff. I'll see what I can come up with.

It is absolutely true.
The best thing about that statement? It's true of every other AT as well.
That's the thing I love about this game, no one AT is any more or less necessary than any other AT. You don't need a tank any more than you need a defender or a corruptor, or a stalker, or a brute. Any team make up can succeed at 99% of the things in this game. Anyone who says "We can't start this TF without a (insert AT here)" is usually being an idiot.
And personally, I don't like teaming with people who have such rigid ideas of what AT is needed for what role.
