Kinetic Combat isn't too crazy, the 3 piece and Dam/End are pricey, but the rest of it is reasonable.
Reactive Armor can be gotten relatively inexpensively if you buy the recipe and craft it yourself. In fact all of them can be gotten cheaper by crafting yourself. -

The shockwaves that accompany the T9 attack in melee weapon sets. Broadsword, War Mace, Battle Axe. Please let us color them. Right now Axe is yellow, Mace is blue and Sword is red. I want my character with a purple Vanguard Sword to shoot purple shockwaves with it. Let us recolor them.
Also, the effect of Focus and Shockwave should be colorable as well.
My Claws/Regen scrapper uses red Vanguard blades, and I had Energy Torrent (I explained it as a different use of the power source for the blades). I was very disappointed when power customization was released and recoloring the effect of Focus and Shockwave was not an option. -
I'd like to see Spines get the same treatment Claws got a while back.
The single target damage of Spines is pretty lackluster already, and it's made worse by the fact that the animations for the single target powers take forever.
Claws got the "flailing wildly" animation of Swipe replaced, yet Barb Swipe still has it.
Claws got the "Baseball pitch" animation of Slash replaced, yet Impale still has it.
Lunge is the only single target attack that Spines has that doesn't have a ludicrously long animation.
I understand that the lower single target DPS of Spines is balanced by it's awesome AoE potential. The problem I have with it is that, currently, Spines' AoE output isn't so much better than other sets' that it justifies the single target DPS being so much worse.
In Bill Z's DPS comparison thread, Spines was solidly in last place by a significant margin, and it's AoE wasn't in first place by a similar margin. It could be greatly improved simply by lowering the cast time of Barb Swipe and Impale, which would give it 3 decent ST DPS attacks.....instead of the ONE it has now.
(I didn't read all 37 pages of the thread, so I apologize if this had already been brought up)
Edit: I realize this violates the caveat in the OP about animations needing to remain the same length, but I feel Spines as a whole needs to be looked at so people won't just see it as "that farming set" because the single target DPS is so abysmal. -

The main issue you'll encounter is the end consumption of Dark Regen, which you'll be using a lot until you get softcapped. The easiest fix for that is a Theft of Essence: Chance for +End in Dark Regen, but it's kind of expensive. (I got 2 on random rolls, I kept one for my BS/DA scrapper and gave the other to my wife for her tank)
If money is no object you can have a DA tank softcapped to S/L/E/N by level 34 or so. It's done utilizing Kinetic Combat and Eradication, which cap at level 35 and level 30 respectively. DA/DB could be a beastly combination if you're willing to sink the time and money into it. I'd say go for it, and you should be quite happy with it. -

Personally, I'm thinking about Elec/DB. LR gives 20% recharge to help with that NS/BF/Attack Vitals chain, endurance problems are a non-issue, and there's Psi resist in the status toggle. No defense, though... not sure how that'll stack up.
I also considered a Dark Armor/Dual Blades, the only reason I didn't is that I already have a DA tank and I dislike leveling 2 of the same powerset simultaneously.
Electric should work nicely for it. The only primary that probably won't work so well would be Stone (and the obvious Shield since you can't make one)
I wasn't concerned about extra recharge, since Werner confirmed what I already susected, which is that NS-BF-AV can be achieved just using the slotting of the powers themselves (no global recharge is necessary to reach the recharge requirements). I wanted a combo where survival was all but guaranteed, so I went with Invuln because I don't have an Invuln anything yet.
Willpower will probably be a very nice fit, with the fact that endurance will be a non-issue for running the chain. In that regard, Electric will probably be a good choice as well, but Power Sink may interrupt your DPS slightly.
The only reason I posted this here instead of the tanker forums is that I know the hardcore number-crunchers tend to congregate here, and I needed hard numbers information to confirm my suspicions. I have the ability to do the math myself, but I lack the inclination, so I asked the people who enjoy that kind of thing. -

I wouldn't put the Numina's unique in Drain Psyche. Slotetd there it will only fire when you use Drain Psyche.
If it's the Ranged Defense you're concerned about you can always take Mind Probe and slot it with 6 Mako's Bite, but I don't know how much wiggle room you have in your build. -
You shouldn't have any need to get Perma Hasten. Once you have enough recharge to run the optimal DM attack chain, you really don't need any more, since SR doesn't have any long recharging powers you want back faster. With the possible exception of Elude, but if you're already softcapped you won't be needing Elude.
Personally, I would try to get there with just global recharge, and drop Hasten altogether. (since it has an endurance crash when it wears off) -

In answer to another question posed: We've already established that the Achilles proc and the FotG proc will stack with each other, so since I've confirmed that the Achilles proc will indeed stack with Bruising, yes it should be possible to occasionally achieve a -60% resistance debuff on a single target while running NS-BF-AV.
Added bonus: That attack chain doesn't require a whole lot of recharge, so you can focus your slotting on survivability (my Invuln/DB tank's prospective build is pretty sick
)
Edit: You can thank Johnny Butane for this in a way.....he pissed me off with his "WAAAAAHHHHH, scrappers can solo AVs and tanks can't!" whining, so I decided to prove him wrong and throw it in his face, which led me to the idea of stacking -resist with a Dual Blades tank.
My Invuln/Dual Blades should make short work of the heavily S/L using AVs like Marauder, Siege, Bobcat, Battle Maiden, Chimera, and so on. He'll have trouble with Infernal because his Fire resistance and defense aren't that great, and obviously Malaise and Mother Mayhem will annihilate him like any other Invuln, but that's still a few AVs that he should destroy with relative ease. -

I was under the impression that it couldn't even stack from different casters, since the way it works (or I think it works) is that when it goes off, the critter casts the -res on themselves. Which is why you get the full -20% res even on AVs.
Maybe I'm wrong about that though, so have you tested it?
Tanker tier 1 attacks have an automatic 20% resistance debuff, that they were given to help them solo easier (especially at low levels), it is THAT effect the Achilles' proc will stack with.
I've confirmed it just by watching the damage the powers are doing. Both Nimble Slash and Ablating Strike's damage comes in 2 equal chunks, and the -resistance takes effect on the first hit. If you pay attention, you'll notice that when the proc goes off, the second tick of damage will be higher. Now, with Nimble Slash, it happens every time, because it's a 100% chance. Occasionally, you will see the second tick of Ablating Strike be a higher number as well, which indicates the proc has gone off.
Since I only have the two attacks at the level I'm currently at, I'm in a position to see if the Achilles' proc will go off immediately after the bruising effect debuffs them, and I've come to the conclusion that it will indeed stack.

How much recharge would I need to run a chain of Nimble Slash-Blinding Feint-Attack Vitals?
Yes, I am aware that Nimble Slash is a subpar power for scrappers, I'm asking about it for my Invuln/Dual Blades tank. The automatic -20% resistance when the tier 1 lands is too nice to not put it in my chain. I also figured that adding it to the chain would reduce the recharge needed to run the chain, hope I'm correct on that.
In case you're wondering, I have an Achille's proc in Ablating Strike too, and yes, they DO stack with each other. Figured I'd mention that, since I don't recall seeing anyone post about a Dual Blades tank using the proc (since Dual Blades is the only tanker set that can slot it anywhere that I know of)
Also, since I have a couple spare slots, would Gaussian's Chance for Build Up work nicely in Blinding Feint? Or would I be better off putting it in a toggle? I ask because I should be hitting Blinding Feint at LEAST every ten seconds, so it should be a wash as far as where I'd get more benefit from it in.

Well, the ones I stuck with anyway. Every one of my 50s was a name before I even had any idea what AT or powersets they were going to be. -
I went all summer without a single purple drop. Not a one.
Then I got 3 within a couple days. My BS/DA scrapper got 2 Gravitational Anchors within 5 minutes of each other (I was absoloutely shocked, I figured getting the one meant I wouldn't get another for a few months)
And my main got an Apocalypse a couple days later. Other than that I haven't gotten squat since probably around February. -

So, for all practical purposes, that works out to getting 5 recipes for half the price, because it would cost you 100 reward merits to get what 1 hero merit gets.
Additionally, recipes that cost 250 reward merits will cost you 1-2 Hero merits. (yes, you can get a LotG, Miracle, or Numina for 2 hero merits)
Going with Hero Merits, you will end up with 65 recipes if you convert and random roll, Reward merits will get you 34 if you random roll. High dollar items, you will get 2-3 with Reward Merits, and 6-12 with Hero Merits.
The only thing limiting you with Hero Merits is the limit on how many you can convert in a day, and the fact that it will cost you 20 million influence to do so. But if you DO convert them, you will get nearly twice as much out of it. -

Edit: This ITF set up is actually feasible for me, because my wife and I play on the same server as Bill Z. I've run TFs with him on occasion, and there are few players or characters I'd rather have along with me on one. -

EIGHTEEN pages of people arguing about whether or not blasters are useless?
The only useless thing I see around here is the thread itself.
People enjoy playing blasters because it is fun to blow **** up.
That's really all that needs to be said.
If someone turns down a blaster when there is an open spot on the team just because "blasters don't contribute enough", I'll quit the team myself, simply because I refuse to team with people who have their head that far up their ***.
If numbers are so much more important than a teammate who is fun to play with, forget about the game altogether and go play with a calculator instead.
The vast majority of the playerbase could give a crap less that their overall damage output could be 1.6% higher if they invite a corruptor instead of a blaster. Fun is subjective, and surprisingly, most people don't find analyzing things down to the last decimal point for a pick up group all that fun. -

It only has TWO powers in the set that are not melee range powers. If you wanted to stay at range, Energy would have been a better secondary choice. -
I'm very happy with my Elec/WP brute.
He is currently level 35, and I've been running on +0/x6 comfortably for the last 6-7 levels. Planning on going with Mu mastery, both for concept and added AoE potential. -

You haven't had fun until you've played a Fire/Fire blaster on the razor's edge between victory and defeat, immolating groups of enemies before they get a chance to even think about shooting back.
The key to blaster survival is killing them before they kill you, and not much is better suited to that than a blaster. -
On the contrary in one regard.
The way Domination works means you can immobilize a boss with just one application of an immobilize power, rather than needing to stack it in order for it to stick. I'd say the fact that Domination effectively doubles the mag of any control is more useful than the increased duration. -
Well, first off, you REALLY need to change this thread's title. Out of context it doesn't sound right at all. If you don't get what I'm referring to.....say it out loud, pronouncing CoX as the letters would indicate.
That aside, I was drawn to the game because I've been a comic book geek for most of my life, ever since my dad let me read his Green Lantern and Iron Man comics as a kid. I'm constantly coming up with ideas for superheroes, and since I'm really crappy at drawing, the game is the only place I can bring my ideas to life.
I also met my wife in the game. We were in the same SG and teamed a lot, and got to know each other over the course of a year and a half or so. We decided that since we had so much in common we should meet in person. And it just clicked. Our first child is due any day now
I'm mostly still playing because of all the friends I've made in the game. A lot of them are just glorified acquaintences, but a few of them have become good friends (We invited a couple of them to our wedding, none of them made it, but the fact that we invited them says a lot) -

If your target is out of range, it won't go off. It's not like you're wasting a power on someone that will be unaffected by it. The only thing you really lose is a second or two switching to the next person. And if someone is taking damage fast enough that being a second late gets them killed....well, your heal or buff probably wasn't going to save them anyway. -
I see no problem with something like this, provided it doesn't take a whole lot of time away from other stuff to do it.
I rarely play buffing characters, so I wouldn't get much use out of it, but it would be a nice featue for those that DO play them. -

Also, you lose any Alignment merits you may have acquired when you switch alignments, so if you're planning on switching you should spend them before you do.
