    Just for the record, you don't need perma Hasten to get perma DP.

    You can afford to lose some recharge to get more defense bonuses and still have the best attack chain Claws can run, while keeping your perma DP.

    You only need 55% global recharge and 3 slotted hasten to have perma DP, so you massively overkilled it in that regard. If you have a downtime on Hasten of 10-15 seconds you will still be in great shape and can squeeze some more defense out of it.

    Just food for thought.
  2. So....in a Malta map I could brainwash 3 Sappers, 2 Gunslingers, and a Zeus Titan.....that I could then give commands to?

    Or 3 Strongmen, 2 Illusionists, 1 Master Illusionist?

    3 Green Ink Men, 2 Sorcerers, and a random Tsoo boss?

    It could be brokenly overpowered, and it could also leave you with a situation where it is impossible to replenish your pets if they die.

    Gonna have to say no to this one. It's an interesting idea, but the implementation would be sketchy at best.

  6. It's because it isn't, and never was, intended for every character in the game to be completely kitted out with the absolute best stuff you can get.

    It's not even really intended for every character to be kitted out with complete IO sets, though that's a little easier to do.

    It's very much like other MMOs where there is literally a 1 in 1,000,000 chance of one person out of 40 getting the rare drop that you do an incredibly time consuming raid to get. And in those games there really isn't any way for you to guarantee that you'll get what you want.

    The devs responded to constant clamoring for a way to get purples and PvP IOs without paying market prices or PvPing/farming by making them available through alternate means. We got what we asked for, the ability to get them other ways, but we have no right to ask or expect them to be easy to get.
  7. I guess my stance can be summed up as:

    I don't see any valid justification for changing something that has been in place for 6+ years. Especially since people have been handling it just fine all that time.

    Yes, Quartz emanators make defense useless. I'm pretty sure that is completely intentional, or it would have probably been addressed sometime in the past 6 years.

    There are 2 things in the game that hit defense based sets especially hard: Quartz emanators, and stacked Nemesis Vengeance. Since the things that can hit through high defense are rare and avoidable, they should just be left alone.

    I'm just going to leave it at that, I'm tired of arguing about it.

    They have been giving the same to-hit buff for 6 years now, and the last week is the first time I've heard any real complaints about how high the to-hit buff is.

    There are a lot of things in the game that have been called unfair at one point or another. Sappers, the Malta titan autohold missile, KoA and their billions of caltrops, Tsoo Green Ink Men and the 15-20 mag stun they stack on you, ambushes ignoring stealth, Carnie Illusionists and their ability to attack while phased, CoT ghosts and their ability to floor your to-hit, and so on and so forth. I'm sure there are probably dozens of things that players have called unfair over the years.

    None of those things have been changed just because a few people didn't like it. Players have been getting by fighting DE for 6 years, why the sudden push NOW to get Quartzes nerfed?

    Do you WANT the entire game to be a long succession of Hellions, Warriors and Council? High level enemies get more challenging to fight, it should be that way, or the game gets boring. You get more powerful and the things you fight stay the same? Doesn't work.

    The devs get to sit back and watch the players of this game completely trivialize the toughest things they can come up with to throw at us, what's their incentive to make things easier on us? 20 minute ITFs, when the ITF was supposed to be one of the toughest things in the game. Half hour STFs, half hour LGTFs and LRSFs. 10 minute Katie Hannons. 10 minute Kahn TFs. All those things were meant to be challenging. (Well, maybe not Katie, but you get the idea)

    Another thing. If you think Quartzes are bad....I wonder what they're cooking up to give Incarnates something worth fighting?

    If you want to strip a character of all it's IOs and move them elsewhere you have to use several respecs. It's working as intended, because enhancements are supposed to be permanent. Last I checked, the devs are still holding the stance that letting us do THAT much is being generous.

    It's ok.

    Yes, you can add defense debuff enhancements to it, but I wouldn't bother beyond putting an Achille's Heel -Res proc in it.

    By the time you get to higher levels, everyone (including yourself) should have enough accuracy to hit consistently whether you're debuffing defense or not, so I'd kind of consider it a waste of slots to enhance it for defense debuff.
  12. I'm not hardlined against softcapped characters at all.

    I have a softcapped DM/SR brute myself, and that DE mission was the first time in quite a while that I didn't get bored playing him because nothing was a credible threat.

    Like it or not, softcapped characters are getting much more common. If you start nerfing things that are a threat to them, what are you going to be left with? Characters that people get bored with because they can hit 3-5 buttons on a keyboard and get through a mission in perfect safety while reading a book.

    I will never understand the cries that something is broken because it faceplants someone's favorite character. Maybe you should try something else if rushing in attacking the first thing you see doesn't work.

    Too many people are like: "No, this is how I play my character, I refuse to deviate from what I've been doing for 30+ levels"

    You honestly believe that the players should be able to be literally untouchable by anything in the game? Why?

    We can buff ourselves to demigodhood, and the enemies we fight should remain pushovers? Nah, doesn't work. Ever wonder why you don't see Superman fighting the same caliber of enemies Batman fights? It's because there's nothing interesting about someone beating down a bunch of thugs that pose no threat to them at all.

    If the devs dumb the game down into what amounts to "Push button = Gain XP", it's going to start bleeding off players as people start looking for something that doesn't put them to sleep. Suddenly running into something that flattens your normally invincible character is something to be overcome to most gamers, not a reason to complain.
  13. I've actually been considering taking Teleport on my DA/Ice tank when I hit my 60 month reward (next month, yay!).

    Picture it: Group of baddies just standing around, nothing anywhere around. Then, out of nowhere they are stunned, terrorized, and falling on their butts, all while really pissed at the guy who suddenly appeared in their midst.

    Sounds like fun, doesn't it?

    As far as I'm aware, the only thing other than Halloween costumes that will detoggle Cloak of Darkness are stealth powers (because you can only run one stealth power at a time on a character)

    Aside from those two things the only time CoD should detoggle is if you choose to detoggle it, or your end bar crashes (in which case everything will detoggle anyway)

    Also, you can softcap S/L/E/N defense on just about any dark tank, so you should probably shoot for typed defense. And honestly, purples don't really benefit DA a whole lot beyond the 4% recovery bonus a lot of sets give.

    There are a number of Rad/, Cold/, Traps/, and Dark/ Defenders who have proven that wrong, repeatedly. It's funny that you say it's impossible when it was proven it IS possible a long time ago.

    I have a Rad/Sonic that can and has soloed a few (and he duoed several GMs with my wife's MM and her tank). Softcapped ranged defense and debuffs will work wonders.

  18. Yes, 3 sloting Numina's in a lot of powers is a good thing. More for the max HP bonus than the regen.

    Regen is good, but more HP makes that regen work better.

    In this particular instance it's because it doesn't mesh very well with Energy Melee. EM meshes very well with Oppressive Gloom because of all the stuns, but Cloak of Fear is a low accuracy end hog of a power that meshes with nothing in Energy Melee.

    With other sets it might be useful, for a EM/DA brute it would be a waste of a power pick and the slots you'd need to dump into it to make it at all useful.

    If you have Hasten slotted with 3 level 50 Recharge IOs, you can get to Perma Dull Pain with only 55% global recharge bonuses. That is assuming you click on both Hasten and Dull Pain the instant they are recharged, there isn't really much overlap at all.

    I've proven it on my Claws/Regen scrapper, so I know that's the number. (It's actually more like 53.5% global recharge, but 55% is a nice round number to shoot for)

    Without Hasten you're going to end up compromising your build in other areas to do it, but I believe it IS possible.

    Even if I thought I could improve on your build (I have no idea because I haven't tried) I doubt I would bother just based on your attitude alone.

    If you had posted saying "Hey, here's this build I came up with that I'm really happy with, does anyone see any way I could improve it?", it might be a different story. But, it is quite clear that you didn't come here to actually ask for any advice on your build, you came here to brag and nothing more. As such, I'm not even going to bother looking at it.

    You were saying that these were baseless assumptions, and they are not. They are assumptions, I will grant that much, but they are NOT baseless.

    You also said that the quoted part makes no sense, when in fact it makes perfect sense. I'll explain my reasoning:

    You're saying that it doesn't make sense for something to exist in the game that is specifically designed to nullify a few powers, when in fact it makes perfect sense, and there is another example that illustrates it.

    Rikti Drones, Knives of Artemis, and a few other things ignore stealth powers completely. If that is not a case of something being designed specifically to counteract a small number of powers, I don't know what is.

    Since it is clear that those mob types were designed to nullify stealth powers, why does it not make sense for something to exist that is designed to nullify extreme defense powers?

    There is more than one power that will crank your defense up to ridiculous numbers. Elude is one, I mentioned that already. There is also: Kuji-In Retsu, Overload, and Personal Force Field.

    Now granted, those are powers that are limited in availability, not everyone can take them. So, as such, the things designed to nullify them are ALSO limited. The things that ignore stealth or have higher perception are much more common than things that can punch through 100%+ defense, which makes sense because stealth powers are much more common than powers that can achieve 100%+ defense.

    For every power we have, there is a foil somewhere in the game. It is highly unlikely that the devs will allow a small number of powers to be an "I win" button versus everything.

    A softcapped character can button mash their way through the majority of the game. On the rare occasion that something overcomes their softcap, they either have a power to click that increases their defense more, or they can pop inspirations, thus nullifying the threat. It stands to reason that something should exist that makes that tactic useless.

    In this case, the Quartz emanators, the nullifying agent is easily removed from the equation, which means that, yes, it can nullify your ability, but you can nullify it's ability just as easily. What the devs did NOT do, was introduce something that could nullify those few powers with nothing we can do about it, because that would have been unfair.

    The content in Going Rogue was divided into two groups.

    1) Praetoria - 1-20 content.

    2) Tip missions - 20-50 content.

    Tip missions start at level 20 because Praetoria is the level 1-20 content that was released with Going Rogue.

    If I had to guess, it was done like that so side switching has more of an impact. You spent 20 levels being a hero or being a villain. That has more impact on a story than someone turning traitor right away. It means you've established yourself as being on this side, and then you suddenly switch allegiances.

    Think about every movie you've ever seen where one character betrays another toward the end of the movie. Would that have been the same if that character had betrayed them at the beginning of the movie? Probably not, because they spent the entire movie establishing who this guy is, only to have him turn out different. If he were a traitor to begin with, the betrayal wouldn't be a very good plot point.

    Those builds are extremely rare.

    If you figure that only about 10% of the playerbase utilizes the forums, and only about 10% of the forums is routinely soloing AVs, you end up with approximately 1% of the playerbase routinely soloing AVs.

    The number soloing GMs is even smaller.

    Your average player is not soloing team-oriented content. Don't let the forums fool you into thinking the stuff AV and GM soloers are doing is representative of the playerbase as a whole. The same goes for players soloing on high difficulty settings, it's not as common as reading the forums would lead you to believe.
