Why? Everyone with a decent PvP build has accuracy and To-hit out the wazoo. It is a safe assumption that anyone you fight will be able to punch through any defense you have.
For a PvP scrapper build you want 3 things:
High HP, either at the cap, or very close to it.
Resistance.
A way to heal yourself. (though very high regen rates can work somewhat)
Out of the possibilities you listed there, I would go with Fire/Regen. Make sure you have perma-DP capability and a bunch of recharge. Go with either Blaze Mastery for theme or Leviathan Mastery for Hibernate. (a /Regen with Hibernate is basically impossible to kill)
Whatever APP you have, make sure it has a mez power in it. You want some way of shutting off an offensive toggle, or any Rad you run across will make short work of you. You also want TWO travel powers, SJ and SS. Mostly because everyone else with have them, and you'll never catch anyone to kill them if you don't too. -

Any set that has KB protection built into it almost always has KB resistance as well.
At 10,000% resistance, You could be hit with every KB power in the game at once and it would reduce the magnitude of all that down below where 10 points of KB protection would stop it. -

Your wording was a little confusing though. If you had replaced the word "Have" with "Do" at the tail end of the sentence I quoted, your meaning would have been more clear. -

Manipulation: As much as I love it, I have to agree Devices is the worst one. Not by a whole lot though.
Control: For me, it's Ice. My wife says Mind.

Defense Sets: Stone Armor. Other sets can attain equal survivability, without the drawbacks of Granite.
Melee: Energy Melee or Ice Melee.
Pets: Ninjas or Mercenaries. -

Dude, you can say whatever you like, and defend what you said all you like. But don't act like you never said it when someone calls you on it.
I can be just as harsh as anyone else on these forums, but when I say something I stand by it and defend it if need be. I've never tried to say that I never said something, especially when what I said was less than 2 pages prior to my denial. -

A second build might be what you need.
Hurl and Fossilize from Stone Mastery are pretty decent ranged attacks for a tank. If you can somehow ground a ranged attacker long enough to joust them with KO Blow you could get a couple kills that way too.
Also, if you're dealing with attackers that fly, Air Superiority is what you need. I believe between Fossilize and Air Suuperiority you should be able to ground a flyer quite handily and pummel them into the dirt.
You can also use a Jet Pack and put your opponent on follow. It's pretty hard to dodge someone who is following your every move exactly.
Melee generally doesn't fare well against ranged attackers, but there are things you can do to even the odds a little bit.

I'm having difficulty expressing how I feel about that sentiment. "Get stuffed" comes pretty close though.

I'm perfectly capable of building my characters to any build goal or metric I see fit. If you think that makes me "wrong", well you're entitled to your opinion on that.

If you do not actually select the mission by clicking on it and clicking "Select Task", it will send you to whatever mission is at the top of your mission list.
That means if you select a mission but do not click select task to turn your mission from yellow to red, it will not send you where you want to go. -

Time Manipulation can probably do it with a lot of recharge in order to keep Time Crawl and Time Stop stacked.
Power Boost or Power Build Up would be nice as well.
Maybe on a Mastermind, but a Defender would get the most benefit of the Time Manipulation powers (plus they can get Power Build Up)
As far as secondary goes: Sonic, Fire, or believe it or not, after i24's ranged power set changes...Electric. -

What we DO have is an intensely loyal playerbase. Look at the number of forum posters here with a registration date of 2006 or earlier. And a lot of those posters have a large post count. That means those people have been here for a long time. Most other MMOs don't have that kind of longevity out of their players. They get a couple years out of them and the raid-grind burnout sets in and they move on.
Here, you see stories on the forums of people who kept their subscription active, even when they had no intention of playing at all for months at a time. Why did they do that? Because they wanted to do their part to make sure the game was still here when they wanted to come back to it. You can't buy that kind of loyalty to a game.
In spite of our occasional complaints about how things are done, most of us have to admit that the devs have done something right with this game. Even the most disagreeable posters have to admit it, because they are still here despite all their complaints. Part of it stems from the fact that OUR devs will pop on themselves and explain why something was changed. A lot of other games will have seemingly random nerfs happening with no explanation whatsoever.
Our devs also listen to us. That's exceptionally rare in an MMO. I've seen player suggestions actually put into the game. That's pretty rare in an MMO. Our devs are more like the guy behind the counter at Starbucks than they are the faceless CEO. And they play the game too, so they have an interest in making sure the game is fun.
There are a lot of contributing factors. Even for the occasional jerkwad on the forums (sometimes it's me), ours are some of the friendliest forums you'll ever find for a video game. I perused the forums for a certain game developed by Big Snowstorm and was wondering why anyone in their right mind would ever come there to ask a question. "Lrn2ply" is considered the height of wittiness over there, as though the people saying it are blissfully unaware that by asking questions the people they're berating are TRYING to "lrn2ply". To those douchecanoes I say: "lrn2use VOWELS"
All in all, our playerbase is a little more mature than most MMOs. And I don't necessarily mean that they are older. Just that our players, for the most part, don't act like petulent children on a regular basis. And the ones who DO behave like children here are the exception, rather than the rule. -

We're been happily paying a little extra for new costume pieces for a long time now, via super boosters prior to the market. As long as the prices don't get much higher than they are now, we'll remain happy with it. $5 for a costume set is reasonable, when you consider that the Super Boosters were $10 a pop.
There really aren't any pay to win arguments that can be made for costume pieces being purchasable. They do need to release a few new textures and pieces for free too though. -

I suspect Power made some questionable build decisions that have been affecting his survivability.
Simply because this is not the first time he's mentioned having trouble with something that the character he mentions should pretty much waltz through with no major issues. -
If I could keep access to the Incarnate system, I would have no reason at all to continue subscribing.
Since I don't spend more on the game than my subscription fee, I save $15 a month, and the game loses $15 a month.
Now, consider how many other people this same scenario is true for.
The people who still subscribe on a monthly basis are what keeps this game alive. If they gave away the few things you need a subscription for, the devs will be forced to churn out a bunch of nickel and dime stuff in an ultimately futile attempt to keep their jobs.
The more stuff they try to put out to entice people to spend money, the more the quality of that stuff is going to drop. That would lead to us having to pay for stuff that is currently free to everyone.
The number of people who would cancel their subscription if they could have Incarnates for free is far too great a financial loss for it to even potentially be a good thing.
There are very few things I would call a "game-killer"*. Over the long run, this idea is one of them. NCSoft is NOT shy about pulling the plug on games that done't make enough money for their liking. If CoH ever gets to where it is costing more to run than it is bringing in, it WILL go away.
Potentially losing that many subscriptions would put it dangerously close to that threshold. -
Beast Mastery benefits greatly from a secondary that puts you in melee range with your pets.
Beast/Time is pretty good from what I've seen (I hate Masterminds, but my wife has a Beast/Time she's been leveling) -

Status protection, and your resistance to everything is at its cap of 85%.
As an added bonus, getting to that point also enables you to have the PB's Dull Pain clone perma as well, which means your HP will be capped at 2409, just like a scrapper.
I know, it takes IOs to do it, but not a bunch of purples and stuff. It's actually pretty reasonable cost-wise.
Not liking them is a matter of preference, I'm just pointing out that half of the things you don't like about them are solvable with little to moderate effort. The damage scalar and too many powers we're stuck with though.
