So if an obnoxious PuG member keeps demanding that you kick someone for no good reason, they can request the star and get it regardless of the leader's wishes?
No, I don't think so. I don't want team leaders to have to bend to every ridiculous demand a teammate makes in order to avoid having the star taken and getting kicked themselves. -

It kind of has to be really. You can't buff your accuracy when you're dead, and if it doesn't hit anything you don't get rezzed. It'd be really cheap of the devs to give you a rez power that might not work even when you're surrounded.
Pretty sure Rise of the Phoenix is autohit as well, but at least that one will actually rez you if it doesn't hit anything. -

Defense is important for the following reason:
It does not matter if you are regenerating 70 HP per second or 700 if you get 3 shotted by something. And there ARE things in the game that can 3 shot a brute. Dr. Aeon is one, and several of the Freedom Phalanx can as well.
The more hits you take the more prone you are to being killed before your regeneration can even hope to heal it back. -

Drain Psyche is probably the closest to a self heal power blasters will ever see outside of Aid Self.
I HAVE played Mental Manipulation, and I have never once had Drain Psyche save me from the brink of death while I was taking damage.
Blasters have about as much chance of getting a true self heal as Defenders have of getting full time passive mez protection.
I'm of the opinion that Dark Blast is very unlikely to happen for blasters. You already mentioned the reason why, because Tenebrous Tentacles and Night Fall are available in Soul Mastery. They already gave blasters 2 of the signature powers in Dark Blast. Any version of Dark Blasters get will be just as gutted as Psychic Blast was when they ported it over. -

Note: Even if you're silenced in the channel, you can still send a tell to anyone forming a TF, so the silence won't stop you from getting in on them.

Nah, they're already balanced by the fact that a Kheldian of either type has the Flight and Teleport pools closed to them. Yes, that means a Warshade can't take Hover to make their inherent teleportng easier. And a Peacebringer can never bring an ally to where they are. And neither one can take Air Superiority, because it's not just the travel powers, the entire pool is closed to them. -

The city is populated by superbeings that can teleport there at a moment's notice, how much more security do you need?

Regen is not a "toggle on and mash buttons until there's nothing left to kill" scrapper secondary. It hasn't been that since Instant Healing was a toggle.
Regen is a secondary that rewards timing and paying attention, and it has a learning curve to it. My Claws/Regen is either a god, or the squishiest scrapper you've ever seen, depending on several factors:
1) Sobriety, I can't play my regen with any kind of a buzz at all, just doesn't work.
2) How recently I've played him. If I haven't logged him in for a couple months, a master run probably isn't a good idea.
3) Just generally how on my game is that particular day.
Being killed by Reichsman isn't just cause for character deletion, in my opinion. Reichsman can kill ANYONE if he gets a few lucky shots in a row in. He hits like a frigging truck, and if he lands his AoE stun first you're not going to have the benefit of any toggle-based resistance (because they suppress when you're mezzed. -

Well, I kinda guessed from the beginning that this wouldn't really be possible (or, at least, practical). I'll probably just restrict his "can be knocked down/mezzed" qualities to pure roleplay. I just think it'd be charmingly silly to eat like fifteen knockdown effects in a row, but still be sitting at full health and hardly even noticing that the enemies are doing damage.
Getting knocked all over the place isn't exactly conducive to holding agro, since you can do literally nothing while you're flying through the air or getting back up. Can't taunt, can't attack, can't draw enemies to a different spot. If you have no knockback protection and run into an enemy group that does a lot of knockback, your teammates will not be happy with you if you are important to their survival.
If you still want to do it, don't let me stop you, but make sure you warn any teams you join that you have no KB protection for concept so they can find a main tank if it's needed for what they are doing.
I like the concept, it does sound like a cool character, but with the way the game mechanics work he would be poorly suited to the job a tank is supposed to do. -

It's not so much the damage that is the issue, a WP heals fast enough you'd have to have 6 or 7 hitting you at once to really be a threat. It's the secondary effects that concern me. WP doesn't have any end drain resistance, a couple Mu hitting you will hit your blue bar pretty hard if you're not in a position to take them out right away.
Clockwork and Freakshow use pure energy attacks too. As well as anything using Radiation Blast, that will not only suck, but it'll strip away the REST of your defenses too.
I don't really bother with recharge on a Claws/WP. Only one power in the secondary is even affected by it, and if you need it back any faster your build has bigger problems. And Claws doesn't need a whole lot of recharge unless you're dead set on running the top DPS chain. -
Not so mythical, I've seen it numerous times. It's not as common as the Emp with all 4 powers from the Medicine pool though.
I've also seen an Emp with the Presence pool, that one confused me a little. I could maybe see it on all Defender TFs where the Empath tanks....but it was level 17 at the time and didn't have the badges from Posi or Synapse. -

But, for the record, I have nothing other than logic backing that up. Running a random TF seems a little too arbitrary to be the originally intended method of acquiring the Notice. -

I really only maximize level 50 characters that I enjoy playing more than the others. To that end I have 2 scrappers, a brute, a defender, and a blaster that vary from a few IO sets to heavily IOed. And I never IO them all at once, I do it gradually as I feel like spending the time on it.
So, no, I don't feel that you need to be completely IOed to the gills to participate in end game stuff.
With the downside of turning a Controller on a team into basically just a buffer/debuffer, because an entire spawn of EBs will be largely immune to most of their primary powers. You'd need to have a perma-dom along to have any kind of reasonable crowd control.Quote:This is what struck me, as well. All boss or all EB spawns would be okay for damage dealers and debuffers, but anyone who relies on control powers will feel pretty useless. So, just upping the rank of enemies will probably prevent people who prefer playing controllers from feeling like they're really contributing much.
Besides, after they cracked down on all-boss AE missions, it'd be pretty hypocritical if they turned around and did it themselves. -

When you said that the STF and LRSF shouldn't be the baseline for new content, you are in effect saying that our enemies should not be getting any stronger, while it is quite clear that we ARE getting stronger.
Given your documented history of not liking to turn your difficulty settings up, and being upset that you occasionally get +1 enemies in your missions, it is entirely logical to come to the conclusion that you want players to get stronger while enemies remain the same.
I wasn't rephrasing so much as I was interpreting what was said, and taking into account the previously stated stances of the person who said them in my interpretation.
