There is something to be said for the evilness of a man who does horrible things to the very people he is supposed to be protecting while utterly convinced that he is doing it for the greater good. In my opinion, removing someone's free will and ability to think for themselves is worse than just killing them. If you kill them, they are just dead. Destroying who they are is far worse. Not only have you destroyed the person, but you've also corrupted their loved ones' memories of them. Unforgivable as far as I'm concerned. And Tyrant does that on a massive scale, as punishment for the crime of disagreeing with him.
And Nemesis makes Doctor Doom look like an amateur. -
The community is what kept me around when I was considering unsubbing a while back.
I seriously considered playing as a Premium player for a while to save some cash, but the forum access part of my subscription kept me from doing it.
In game it's no different. I've run into my fair share of absolute ****-mooks (watch Once Upon a Time in Mexico to hear the term I used there), but probably 90% of the players I've encountered have been decent enough. Hell, even the clueless idiots most of the time are friendly clueless idiots.
This is my first MMO, and if the stories I hear about the behavior on other games are true, probably my last as well. -
How much cash is "tons"?
Because suggesting a build to fit your budget kind of requires knowing what that budget is. -

Most of the calls to turn KB into KD can be solved with the Overwhelming Force proc.
It would suck for the people who LIKE the KB in those powers to be deprived of it because someone else doesn't like it. Give people the opportunity to decide for themselves. -
I have a DM/SR brute that is thematically a vampire...but not really.
He's a mutant, and his backstory is that he is a direct descendant of Vlad the Impaler (AKA Dracula). Dracula wasn't actually a vampire, he was a mutant with vampire-like abilities. Since no one knew what a mutant was back then, his powers were attributed to the supernatural instead.
Just my own twist on it. -

They are just like SOs, but you will never outlevel them.
At level 30 they are better than SOs because the enhancement is comparable, and you don't ever have to replace them unless you want to.
Slotting Set IOs for bonuses can come later, or not at all if you like, but I do recommend slotting the common IOs instead of SOs at around level 27. -
Try Time Manipulation if you like Kinetics. It trades some of the crazy buff potential for a few nice debuffs.
Also, try a Corruptor. They play similarly to Defenders with more emphasis on damage dealing and less on buffing and debuffing. They share virtually all the same sets, but primary and secondary powersets are reversed. (So your Kin/Rad would be a Rad/Kin if you were to create him as a Corruptor)
I'm leaving for vacation in about 2 hours, so I won't be around for the next week or so.

This whole debate makes me wonder.
If you were to poll all /Devices players in the game and offer them a choice between ONE of the following:
A) Permanent fast snipe ability
and
B) The ability to use Build Up before their nuke.
How many of those Devices players would choose permanent fast snipes over being able to use Build Up before a nuke? Especially if nukes get changed to deal less damage, recharge faster, and no longer crash your end.
Would Fire/Devices players choose to keep a fast snipe that doesn't really increase their damage output much at all over the ability to use Build Up+Fire Breath+Fireball?
There's another thing that I've noticed no one really mentioning: Inspirations. You can eat yellow inspirations to reach the threshold of fast snipes. Since inspirations are so plentiful, is it REALLY such a big deal that Devices can fast-snipe whenever it's recharged?
I mean, seriously. If you really look at it, Devices players are still giving up Build Up here.....in exchange for an ability that can be replicated by anyone with a handful of inspirations. -

My point was that those issues existed, and that players of other secondaries did not have to deal with them. I was illustrating that it is a little messed up to begrudge a set a nice bonus from a new mechanic when it's been getting dirt kicked in its face for 8 years.

Build Up before an AoE is a larger benefit than permanent fast snipes will EVER be. Hell, Build Up before a fast snipe is a larger benefit than permanent fast snipes.
The only sets that cannot have permanent fast snipes can use Build Up prior to firing off their AoEs for +100% damage. They can also use the same fast snipe after Build Up or Aim, getting that same +100% damage. Devices does not, and never will, get the benefit of having Build Up.

-The fast snipe change works exactly the same for everyone who has a snipe power.
-Blasters who have Targeting Drone can make that change permanent, but they still cannot make that snipe hit any harder than they could before.

In the Blaster's case, those things are also self-contained within their primary and secondary. They do not require pool powers to do.
-Defenders and Corruptors can also make it permanent. BUT...in most cases they will have to make very specific build decisions to do so. Only a couple sets can do it self-contained like the Blasters. I find it difficult to believe that a significant number of people will alter their build to the degree necessary to achieve permanent fast snipes, especially if it compromises their build in other areas.
Maybe a few Corruptor and Defender combos will get a little better at soloing AVs and GMs, and a couple sets might actually be worth playing now (Defender Electric Blast, I'm looking at you).
I really don't see how it is so game-breaking and unfair that only Blaster combos with Build Up instead of Targeting Drone don't get permanent fast snipes. Especially seeing as how they still can use the fast snipe, just less frequently and with a damage bonus attached.

My other Blaster is Fire/Fire...he already has too many attacks to use, and is more AoE focused. A snipe power is useless to him, especially since Blaze is going to have the same range as everything else. -

Has it occurred to anyone else that certain ATs and powersets being able to fast snipe all the time while others can't was intentional?
Which is more valuable to an Assault Rifle character:
1) The ability to fast snipe whenever they want.
-or-
2) The ability to use Build Up before Full Auto?
Electric/Devices was seen as the most gimped Blaster combo possible....now it will actually be able to put out respectable single target damage.
This change will also give Devices ONE THING it is better at than any other Blaster secondary.
Are you all really so selfish that YOUR secondary must remain superior to Devices in every way? Lets look at Devices' drawbacks:
-Devices doesn't get Build Up to use before a big AoE, including the soon-to-be-no-longer-crashing nukes.
-It doesn't get any powers that are useful on a fast paced team.
-Its ST immobilize is the only one in a Blaster set that deals no damage.
-It gets no melee abilities whatsoever.
-Its survivability is almost entirely dependent on remaining undetected while setting up the battlefield. One Rikti Drone = advantage gone.
-Its final 2 powers are widely viewed as 2 of the worst powers in the entire game.
-The most widely used power in the set is an area denial power that deals nearly no damage at all.
-In order to actually be useful, Devices demands a much slower playstyle than other secondaries. This leads to Devices players either leveling slower, or outright ignoring their secondary the vast majority of the time.
Devices has ALL those things going against it, and you're complaining that it isn't fair that it gets to have permanent fast snipes. As of i24 that will be the ONLY thing it has that another secondary cannot do better. And other secondaries will still deal more damage with their fast snipe, because it will come with a +100% damage boost when Build Up is used to get it.
I don't think the Snipe thing was deliberately used to give Devices a bump while shafting other sets. If that was their intention they would have just attached the fast snipe mechanic to Targeting Drone specifically, instead of making it any time your to-hit bonus is above 22%.
Seems to me like fast snipes weren't meant to be an all the time thing for the sets reliant on Aim and Build Up to achieve it. Those sets have huge advantages over Devices in just about every other category. So why can't you let Devices finally be better at something than other sets? Why is it so important that everyone else have the same ability as a set that has been regarded as a joke for 6 years? Can't you let the people who have continued to play Devices in the face of your derision have this one thing without wanting the same toy for yourself?

Seems like the devs wanted to give /Devices something special to make up for its lack of Build Up.
Defenders and Corruptors don't get Build Up either. And they can have permanent fast snipes too.
Seems to me that it's a great deal more fair than you're making it out to be.
Permanent fast snipes instead of the ability to add +100% damage to ALL your attacks for 10 seconds? Seems fair to me.
Especially since the sets with Build Up gain that +100% damage bonus AND have a fast snipe while that bonus is active. They just can't do it all the time.
Still consider it unfair? -

Global channels are cross-server and cross-side, so if you say something in one, you will be heard in the channel no matter where you are in the game. You could be in Peregrine Island on Pinnacle and hold a conversation with someone who is in Cap Au Diable on Protector.
You can join PinnBadges anytime you like via the Join Channel button that will pop up when you right-click on your chat window. You will be silenced on joining but that can be rectified by asking a channel OP to unsilence you (look in PinnBadges under your Friends tab, channel OPs will have blue names)
I won't be in-game for the next week or so due to going on vacation, but after that I will be happy to lend a hand and answer any questions you may have if you catch me online. -

We DO get those sets for free.....we just don't get them the day they are released unless we saved our stipend and didn't blow it on other stuff. -
Of the purchase-only sets. The ones I like the best are Staff Fighting and Street Justice.
I have Titan Weapons as well, I just haven't found a combo that I like it with yet. (considering a TW/Stone Brute) -

It's actually a good way to boost the sets that need it, especially since the top performer (Fire) benefits the least from a fast snipe. -
Pinnacle is a good server.
Make sure to join PinnBadges to get in on the fun stuff with people who will be patient with you learning how thinsg work again.
Pinnacle is most active in the evening in U.S. time zones.
You can literally make your 5 million back and then some if you get a single lucky drop, so I wouldn't worry about that. -

Fort:, possibly Power Boosted, yielding nearly soft-capped Defense, as well as healthy Damage and To-Hit buffs.
AB: yielding great Regen/Recovery bonuses, and a hefty 100% Recharge Buff. Would be Perma out of the box with SOs when used on yourself.
And lets not forget the great heals for when **** hits the fan.
Pair it with Sonic for Res debuffing goodness and you'd be set.. Too bad it'll never happen.
Reminds me of why an Emp Duo is so effective.
The inability to target ourselves is exactly why our ally-only buff powers are so effective. If we could target ourselves, those powers would get gutted pretty much immediately.
In all seriousness....an Empathy Defender would be just as tough as a Regen Scrapper. And would still have the team utility to bring to the table. Defenders with ally buff powers are generally weaker soloers, precisely because of the buffs they bring to a team. If they could bring those buffs to a team AND be among the best soloing powersets, it would be pretty unbalanced. -
My /Regen scrapper outlasts most other melee toons I've fought lately, but most of my matches are 1-0 or 2-0 because the fights are NOT quick.

+2/x8 is the normal difficulty setting in missions for my tougher characters. If you aren't level 50 yourself you will be SKed to 49 and they will be +3 to you.
DFB is bad enough in cranking out players that have no clue how to use powers obtained past level 10. We do NOT need MORE ways for clueless players to reach level 50 without stumbling on how to play the game along the way.
I could tell you some amusing stories about players I've met that leveled in DFB, but I don't have several hours to type them all out. -

It's that a VIP, or free, or Premium player would be able to play 8 Masterminds simultaneously, using 7 free accounts and their main one. Imagine the chaos and lag it would cause in a zone if several people decided to do that all at the same time. There actually isn't anything stopping people from doing it now, but since you have to pay 1200 points to unlock Masterminds, you can't just set up a bunch of free accounts to do that with. It's going to cost more than most people are willing to spend.
Edit: Dominators were not locked because they are a more active playstyle. It's a lot easier to 8-box Controllers or MMs than Dominators, because Dominators don't have non-targeted buff powers that can be put on auto-fire.
