It is excellent.
I often will lead with it, hit them with [Chain Fences] before they get up, and then drop [Static Field] before they have time to fire back. Then take them down safely and at my leisure - no end even if they do wake up. -
I found the easiest way to be sure was just to line up under the middle of the bridge on shore in one zone and swim across until it triggered the load for the next zone and keep swimming... it triggered pretty reliably. It just was annoying.

AFAIK, that explore badge is raid only.
The shields need to be down.
What server are you after it on?
I know on Virtue and Justice I see frequent Rikti raids all week long. -
Having an electric/ dom or troller along is nice too if they have [Static Field]. That sleep does wonders for keeping the ghouls quiet and stopping the damage.
[Jolting Chain] also stops the incoming damage for a while.
Without an AOE hold or soft-hold, spamming ST holds on as many as possible, as fast as possible, helps limit things.
This is specific primary advice from the character with which I have had the most team interactions with ghouls. I am sure similar lines of thought work for other sets (some of the immob & KB thoughts above, for instance).
Ghouls really require integrated team work in a different way. They are fun, but certainly no chumps.
edit: and oh, yes, getting called out by a Painted One on a team sucks. -

I had hoped to get a level or two on my current dominator tonight, but I think I'll go play my blaster when I get home from work, and take out bosses lickety-split and laugh to myself about how shouldn't be able to do it. I think I'll up the difficulty for grins too.
(Oh, and I've never leveled a fire/ blaster.)

I have solo'd Malta many times. In fact, as my submission for "glutton for punishment award" I soloed Crimson's and Indigo's arcs back in the I7/I8 days before I could make a break free whenever I wanted, and before I could fire my lower tier powers thru mez. And toggles don't drop like they used to either. (Mez used to suck suck SUCK for a blaster. suck hard. true story.)
Okay, that was an ice blaster, so I'd just freeze the sapper or 'slinger and then pound the other, but mitigation is mitigation. Any energy blasters out there? Bet they KB the one and go for the other... etc. etc.
Challenging? Yep, no argument. Make me cry that blasters are broken? Nope.
And I'll repeat - great AT to learn with - learn tactics, mob abilities, and to appreciate the benefits of other ATs that play differently (on a related note, playing a defender after a blaster will really lock in the lessons...)
Now, when I pull my old namesake blaster out for fun it is just that: FUN.... because now I play with a fraction of the fear of mez that I used to, because I have 2-3 powers I can use through the mez... laughing at whatever held me (I always imagine the look on their face "but I held you!"). Toggles/armor on APP equipped blaster don't drop, so there is no damage spike like used to accompany the mez. If things do get iffy, then out comes the break free, pop a green, kite away from melee, or whatever. With your example, if there is a sapper then throw a blue in the mix and mitigate him again.
I think the point/result of the conversation is for those that embrace the blaster AT and learn it there just isn't the issue that is perceived by some to be there. To one extent or another this is true for all ATs. Blasters are just far out there on their limb - giggling like maniacs and making the rest of the ATs nervous - having fun. Just leave us be, and all will be well. -

Blaster don't NEED mez protection. They get to keep blasting away, even while mezzed. They are nearly mez immune, with no toggle or endurance penalty required.
edit: (and I'll echo the [break free] comments if you feel you have to use all your leet powers as quick as possible... that's even easier now with the combine three tehnique that never existed when I leveled my namesake... and for that matter neither was the current defiance... blasters are so much better than it seems many give them credit for) -

I get what you are saying, but you may be missing the point.
I play my corrs to balance my damage and buffs/abilities. Shocker, having team mates helps!
I play my blasters to mete out some big orange numbers of doom. Shocker! Having team mates still helps!!!
Oh, and do I like a kin on the team? You betcha. But I like lots of other ATs and sets too. Not once, not ever, have I broadcast looking for anything specific.
Bah. Your mileage most definitely does vary.
I've never felt 'behind' on my blasters compared to anything. I like them just the way they are. -

A bug, or something not WAI is not false. The implication with false implies intention to mislead.
OTOH, this is a nice addition to the ongoing discussion that there is something going on with the running code. I would hope you sent in a /bug report at the time so they could pull data on what was going on... -

It's useful if you're a hover user, as you're usually not in range to use Sands, but ghosts in general can fly. So something spectral floats into range and gets axed. Also, if you're a Dark or Lethal damage user already with enough melee AoE, you really want the Axe to take down those pesky ghosts that resist everything you have, except the Axe.
The redraw often annoys me enough though, that I admit that I usually take Sands. -
I've never gone the relations angle, but yes I've often tried to integrate my characters/background into canon.
One of my favorites is a necro/ MM that looks no more alive than her henchman, and 'woke up' in Potter's Field after being the victim of one of those CoT rituals heroes run past in Paragon on their way to a mission. (She is a little bitter about not having been saved. And isn't real found of CoT.)
Praetoria has been great for this.
I have a Resistance member whose ID bio is written in Resistance-speak. With an awkwardly phrased normal text addendum post arrival in Primal (trying to fit in, and all).
A Loyalist whose parents were killed in a Resistance raid, and hence is blindly supportive of Cole and Co.
Most recently I worked on one that is colored red from his past usage of Fixadine, and wants to support the Empire in finding a way to help the Destroyers reintegrate. (He is level 1 in the tutorial, and probably in for a bumpy ride.) -

server merge? not likely. They'll play with cross server teaming (mentioned in the video) before any merge. this is a deceased equine. -

I leveled mine to 50, tanked for multiple task forces - including STF.

Just don't lead with it, especially on teams. Otherwise it is useful in partnership with all your other powers.

I haven't tested the proc in question, but I have the +rech KB proc slotted in an AOE and have specifically found it to fire when on non-KB ammo types.
