As I recall, Council have had the odd grey mob appear in spawns, in radio and non-radio missions, for quite some time.

My Elec/elec hasn't seemed any more squishy than any other dominator I've played, but it is easy to get casual and relaxed with so much soft control (sleep, confuse), and then spiked when they wear off and I am suddenly standing in a group of aware and angry mobs.
Still in the 30s on mine, but I completely agree with [Jolting Chain] slotted for accuracy. Use it dump them on the ground, then drop [Static Field] before they get up. You'll take some alpha, but the complexion of the fight completely changes.
And the advice to add a sleep to SF is excellent, I did that several levels ago and it was immediately noticable in keeping spawns tied up longer and mitigated.
And on the sapping side, no need to worry about 'becoming more sappy'. Other than [Conductive Aura] I have not slotted endmod. The aura, SF and the area immob combined leave all minions and most LTs gasping within the time frame of the average tussle. -

That said, I abide by my DPS chain in actual play. My recharge rates are generally carefully tailored, and I've trimmed out all other single-target attacks. The time it takes is well into the DPS realm, and I'm going to be using my DPS chain, and for quite a while.
I do not min/max, study intense builds at length, or do serious analysis as has been talked about here (and elsewhere) - mostly because I know from past experience elsewhere that once I start down such a path I would become good friends with madness and obsession. I do read and learn casually from these discussion, however.
But more importantly, I feel the truth in Werner's comments from hours of play. I *know* when which character can do what, with what power mix and it fits the description here very, very nicely.
(Oh, and for the record, I will gleefully argue about nearly anything just for fun. but after years of reading these boards, I have learned to generally take Aracanaville, Werner, and Bill's comments to heart purely on demonstrated reputation.) -

At what level?
Unless you are a Brute using it on auto to fill in attack chain downtime, Brawl rarely should matter beyond set muling once you start selecting attack powers from primary/secondary. I rarely use it after... 10 or 12. -
It is funny, sometimes I can barely get across town because I stop and clean up every petty crime on my way.
Other times I do not even look to see what inventive new way the citizens may be using to call for my aid.
The back story on one of my early villains specifically mentions that they watched a hero run by them in their moment of need as a CoT victim... that ultimately gave them their power, but made them grumpy and angry towards heroes for not saving them. -

I particularly loved the bit of writing that had someone surprised that the victim was found in Central Park "because he wasn't much of an outdoors person". -

The concept is actually pretty solid.
I think 10% is probably tipping the scales a bit much, however.
1-2% would still be a pretty sizable increase over time, and not be unbalancing. -
Dark/Mace offers some nice synergy.
/Dark is a nice match in terms of options and endurance usage (even tho Je_Saist may have over stated it slightly).
My Dark/ tank was the rare /DB combo... fun, but awkward at times.
I could see /EM possibly...
I'd pick /Mace if I was going to try Dark/ on a tank again. -

I saw LMI yesterday.
My wife never saw LTROI, and I managed to talk her into going with me. She said it was a good, particularly the acting. However, her overall assessment was 'wierd'.
She also said as we were walking out, "all that just so she could get another protector..."

That said, I enjoyed it. I thought it seemed faithful the main story line, as I remember from LTROI, just craftfully Americanized. The narrative flow, particularly the pacing was a bit quicker, and the overall presentation was crisper and less 'low budget' than LTROI seemed to be at times.
But, due to the faster pace, I also missed the deeper connection with the neighbors. It kept the consequences at a distance, and I missed that more nuanced emotional element.
Other random notes:
The movie seems to do a good job of establishing a connection between the audience and Abby - at least it did for my wife... when then cop is in the apartment and reads the note about the bathroom, my wife blurted out a quiet "oh, no".
Excellent job of setting the period. I grew up in the 80s, and every bit of that felt 80s to me, including the slightly grainy film. Well done, without being garishly over the top.
The bathroom seen with 'dad' and Abby was nicely played. Poignant and sad.
Worth seeing. Sad that there were 9 people in the theater counting my wife and I. -
If I know I'm only going to be on a limited time, or I'm teaming then I drop or skip them, but it really doesn't bother me much.

I hope I make it to the theater for it this weekend.
And if not, it is adding to the top of my DVD queue as soon as it is out. -

Nothing definitive was shown. Still possible she is OK, and now convinced that Powell is worth helping. -
