Yep, that is exactly what is happening - toggles and long rech powers like [Secondary Mutation] or resetting when you zone periodically.

The OP mixes two different unrelated contentions, the last 5% of defense is more valuable (truth by the numbers agreed by all), 5% of defense is more valuable than an equivalent level of regen (which the OP contends is false, and I for one have never heard that claimed anywhere, nor do I like mixing my apples and oranges).
In short, the OP's point is valid: mitigation is mitigation is mitigation.

Now, I am a bit of heretic, and say layered mitigation FTW!
To squeeze a touch more out of any build I study defense options first and layer behind that with resists and regen (not because its better but because is easier with the current set bonus options and power selections on most characters). And I love adding defense to non-def based sets to get the most from the layers (elec armor) or balancing up something that has some of both (dark armor). But take something like a blaster - slotting up regen helps, it is difficult to gain equivalent resists, but you can get real benefit in ranged def boosting to layer on top of increased regen to create a solid character. -

Anyway, obviously the trailer editing was worthy of a Fox show, completely misdirecting expectations. From images of a shattered maniac & suicidal researcher we discover a tired, lonely, & defeated suicidal research.
Nice episode in terms of adding some broader context to their experience, and gave them a taste of down time and relaxation. Some glimmers of personality came through in some of the small exchanges within the larger group too, which was nice.
Shane earned some sympathy and then flushed it and more down the drain in the rec room. You know, at the start I wanted to dislike her, but she has stayed strong and is swinging me around some. We will have to see where it goes. Their relationship cannot remain hidden with so much Shane-Rick tension rising. And that won't be pretty.
Andrea 'staying' made a lot of sense, but her realization that she may be dragging someone else with her was nice. The other woman (I forget her name) was an obvious candidate to stay, she seemed somewhat broken by the loss of Jim. And Jenner needed some human company at the end.
The big dramatic finish left me a bit flat. The grenade was a nice out, but then seemed constrained it its results (one window pane?) and then they seemed far too close to the building explosion to have come through safe/clean. But I understand how that works in dramatic presentations.
Looking forward to more. Sooner rather than later, I hope. -

For the uncommon level, I'm going to want a Radial boost, as that ups my resistance and end reduc. However, the end boost I want to get is "Core Paragon," as Radial Paragon doesn't boost what I want as much. If I make a Radial boost, am I not going to be able to switch to the Core side later on?
Nothing definitive that has been available since the initial first alpha testing back during early GR beta to back up my answer though. -
As I recall from my time on beta:
They do drop outside TFs.
They drop more often on teams.
They do drop solo, but it feels really rare (running solo x8 on beta and only got 1 or 2 in every 5 missions or so).
More often with bosses > lts > minions.
(this I am less sure of) More often the higher the level of the opponent. -

Nice feedback on building to boost the ranged defense - I always like that approach with blasters, and some nice thoughts in those.
If damage feels subpar, then get to 50 (if not already) and grab musculature with incarnate to give it some juice, and you should be in good shape. -

Now, with the inherent fitness change, I am motivated to respec and decided to pull unused IOs out of the second build, distribute some to alts and cash in to the tune of 1.5B so far (hurray for snapping up PvP IOs back when they were cheap).
All that said, I've got at least one more respec to do to finish stripping the second build. Tedious - but my own choice so no one to complain to but myself - plenty of unused vet respecs. -
Perfectly viable option. I've joined teams specifically to help with this mission for some people.
But I haven't found it to be necessary, yet, myself. I walked in with my corr on Live last night and solo'd it fine - no deaths - which to be fair on stronger EBs sometimes it takes a few hosp runs or "pop purples" to weather the storm. Not this time with either of the Honoree or the vanguard.
The fact is, as has been said, do the fight in the adjoining big room. Clear it, and the ambush. Wipe the first two portals from range, pull the EBs one by one. Profit. Charging in can work if you are certain of yourself, I've done that too with a tank on Beta... but tactics are everything. -

I don't remember a band-aid with the wine glass, but perhaps I missed that.
