This is just alil guide for the stalkers out there doing the destiny arc from your patron.
The story is very good but the final fight is against Lord Recluse (was for scirocco) in a future Atlas park (not wanting to give to much away).
It is VERY possible to solo him as i did it with my NB/Nin stalker without divine the key being to do alot of damage very fast as he spawns alot of commandos and scouts at half health and hes got some serious S/L resist and extremely good per with the minions out.
I did him with retus and 14 damage insp .. yes 14 lol
altho i did try different tactics like trying to tank which is impossible so just go for as much damage as possible as fast as possible and use your lvl 38 power. -

A build i have planed has 13% def which is more than enough.
I do have to admit tho dark/dark is very good even tho the low def.
During the event i had a fight v granite tank and won, also V a regen/spines scrapper and won .. V invul/ss tank and won.. don't count it out as its resist as those resists are good.

35.1% S/L res
Thinks its time to go hunt the silly spine scrappers me thinks -
I've had no problems with placate .. infact it helped me solo lord recluse on the destiny arc even tho he had uber per and could spot me from a mile away.

we can add malta to the list .. operation officers in malta can see through hide.
And supinvis is less powerfull than hide+stealth. -
the fear power pool is cack compared to darks fear .. i used it to great effect in the RV event ... GET IT OR THE PUPPY GETS IT !

1) How effective would it be? I'm not worried if I can't wander up and AS a drone, but would I be able to get noticably closer without being seen, maybe to sneak past?
2) How common is this problem anyway? Rikti Drones are my first run-in with +perc in PvE (at lvl 32). Are there going to a lot more such enemies, or even just a lot of Rikti missions, to come?
3) Can anyone tell me a good place to find Rikti at lvl 32 to test it on?

k rikti drones will see you no matter what you do will hide/stealth.. they have stupidly high per so i wouldn't bother.
This will get worse with knives of artimus and other NPC's like that later on ingame.
Of top of my head the NPC's that can see you are
Rikti drones
Nemesis snipers (altho i do think stealth helps with those)
Knives of artimus
somebody said longbow do late in game but i've yet to see
any NPC with tactics .. get a bunch of them together and they will turn around and slap you.
The top 3 are the ones you'll see the most tho and i could of missed some off which i can't think of atm. -
the second one is a good build i'd go with that altho i'd try to jiggle stealth and invis in before 30 but thats just me i think you'll be fine with what you have.
just need to think about your slotting.
If you can slot the 3 toggles with 2 end reduxs that will allow you to scrap for longer as i've found out recently.
believe it or not but sprint will be your biggest end drain with 2 slotted toggles .. think its around 0.241 while the rest of your toggles will be well under that and having it off will really save on end hence why swift is a good idea.
2 slotted acrobatics with end reduxs
slot stealth/invis 2 end reduxs to and if spare slots throw in a recharge .. it will really save you to get them back quicker.

Edit: why don't you use the build i posted ? just change the travel power if its not to taste -
ouch thats pretty bad .. stick with just 1 travel power till after lvl 40 then think about adding another.

I wouldn't say not to take it becuase it would be ok for a last ditch sorta thing and it would be ok before lvl 40 as there seems to be alot of psi in villains after 40.
PVP hmm think you might struggle abit but anythings worth a try. -

The problem is when scrappers get FA it will take them less insp with BU+FA and probably even less for blasters with BU+Aim -

i can tell you that taking 8 small acc insp will give you enough acc with BU to hit through mog and PFF and most other defence powers.
The thing about mog is you can't use any other healing powers like recon or dull pain so why drop yourself to a small amount of health with no healing ability ? -
MoG is like a death sentance and most ppl love other ppl going MoG coz it means less life to hit you for.
blasters with BU+Aim will tear you up like you said and anyone with an ounce of sense will just pop yellows and batter you..oh and psi will go right through it.
Mog got a fixed heal value i think so if you have like 10 health left and mog is 20 health it should go to that but don't quote me. -
lvl 43 just slotted and tested and its criting for 176/176 same as golden dragonfly without BU so its alittle over what i expected which was 150/150.
oh its not worth slotting 2 inter reduxs in as 2 don't reduce the activation time down anymore than 7 seconds.. just stick with 1. -
yeah but the thing is we knew it would never be the same dmg as a blasters snipe and 70% of a corr snipe is not that bad.
I'm close to lvl 43 and will be fully slotting mine so i'll let you guys know of the outcome.
Oh and it has been handy so far -
lvl 42 just added 2 dmg 1 inter redux (1 acc 2 dmg 1 inter redux).. activation time is 7 seconds and its criting on crey for 154/154 with BU

i don't know the actual figure but its more than 10 seconds because you can kill something then activate the snipe and rehide before the damn thing fires so i reckon its closer to 12 seconds

Yesterday i got to lvl 41 on my stalker and picked up scirocco's patron and picked Zzap but thought i should warn the other stalkers in the community about the stalkers snipes.
They are 70% of corruptor damage and twice the activation time.
Out of the box this thing will do 90 damage with BU and critical from hide for 90/90 so don't expect huge amounts of damage .. i expect nothing more than 150 dmg, 300 with the crit when fully slotted.
Activation time is VERY long so your going to be stood there with your arm out waiting for the thing to fire for a good 10-15 seconds.
Don't expect big things peeps as its just a cut down version of a corr snipe with alot less damage and x2 activation time. -

Epic i duno about, if you go PvP black scorpion is a wise choice for the -jump.
Chels has the power choices sort of nailed. I'd make a few alterations.
Hide: 3 defence buff
Focus Chi: 3 recharges (any spare tohitbuffs)
CJ should be a jump enhancement
Hurdle over health
Swap acrobatics with invisibilty
Pull the end redux's and recharges out of stealth and stick them to where i said (focus chi)
Danger Sense should be earlier between 20 and 30 (+perception)
Stick a recharge in AS
Hasten over cobra strike.

thats the thing with /nin its pretty tight and danger sense isn't really needed untill late anyway thats why i put it there.
As for stealth i think it really needs the end reduxs and you'll be doing most of your fighting with stealth on anyway and /nin is quite end heavy... the recharge will bring it up faster when swapping from invis to stealth and vice versa.
invis is always needed as soon as poss
not sure about hurdle over health .. got plenty of jump as it is
cobra strike .. good for stunplus MA dosn't really need hasten.
