I keep seeing replies with, "Well, it's your fault for inviting the level 4 player."
Before issue 16, the Rikti War Zone would routinely fill shortly before or just after I would start a mothership raid. People complained that they couldn't get in to the zone.
Now, the same thing applies, except for everyone being at least level 35, quite a few are below that, preventing those that are level 35+ that would like to do the raid from entering the zone.
I certainly can't prevent a level 4 or a level 21 from entering the War Zone.
Asking people to bring only level 35 or higher characters to a mothership raid would get me nowhere and would only result in unpleasantries. "We have every right to be there because the developers let us in the zone."
Two weeks ago, a level 21 Tanker asked me if he could join my raid team. I asked him if he could switch to a higher level character. "This is the highest character I have." I checked his veteran badges, and he had none. What am I going to do? Say, "Sorry, you can't participate because you aren't high enough, even though you are able to be in the zone?" No.
This is a problem that was caused by the developers, and it's a problem that can only be solved by the developers. -
Is a Dark Blast / Cold Domination Corruptor viable for solo PvE? I currently have a Force Field / Dark Blast Defender, and it's an extremely slow uphill battle playing him solo, even at the new -1 level difficulty setting. :\ I keep being told how much better Cold Domination is than Force Field, so I want to try one, but not if it's going to play like my bubbler.

How does that level 4 get on a raid team in the first place? Someone invites them to join the raid.
How does that level 4 get onto the Mothership? Actually, I'm unsure whether it is possible for a lowbie to get up there without being teleported, but I could be wrong.
If there really is a problem with the lowbies lowering the merit gain for others, isn't in everyone's best interests (other than a leeching lowbie) to *not* invite them to join the raid or to kick them if they happen to get on a raid team by accident?
It seems to me that I had heard that level 35-40ish was not welcome on a mothership raid prior to the RWZ being unlocked and that they were routinely excluded or kicked. Why isn't that being done still? Aren't the reasons for excluding them still applicable to some extent? I know a level 35 SSK'd up probably is contributing, but not much any character lower than that.
So part of the answer to OP's concern is in player behavior, at least as far as preventing leeching by lowbies.
That being said, yeah, it seems kinda silly to have a recreation building over in the middle of a war zone - it isn't even in the protected depot, so heroes/villains have to travel across conflict happening below them or around them to get there. In the context of them cooperating to accomplish a world-saving goal, that behavior makes no sense. So moving lowbie coop opportunities to Pocket D makes sense.
As long as I've been running Rikti mothership raids, I've never excluded anyone. If you were able to get into the Rikti War Zone, you were welcome to participate. The past few raids though have had me rethinking that policy. :\
Nope. You must be level 35 to obtain Vanguard merits. They don't care. It's all about leeching that sweet, sweet level 54 Rikti XP. -
Rikti mothership raids are my favorite thing to do in the game. Ask anyone that knows me. For the past four months now, I've lead at least one Rikti mothership raid every Thursday night on the Champion server. Most times, the War Zone is full before I start the raid. Before Issue 16, every mothership raid went very well, with an average net of 500 Vanguard merits per.
Since Issue 16... well, not so much. I've routinely seen characters as low as level 4 in the Rikti mothership's bowl, locking out a level 35+ character from the War Zone raid. Quite a few times, I've seen low level characters arrive in the bowl, be quickly dispatched by the Rikti, and spend the remainder of the raid licking mothership dirt while soaking in that sweet, sweet level 54 Rikti experience, no matter how many times I tell them to go to the hospital. "Oh, I'm just waiting for a small red to drop." "Dude, you've been dead for the past 20 minutes."
After Issue 16, the average Vanguard merit net is 300 per. Last week, I saw 230. :\
Seriously, the Rikti War Zone should be locked back down to level 35+ characters. I have no idea what the developers were thinking. The only argument I've seen for it to be open to level 1 characters is for co-op Mission Architect missions, and that's a weak one, imo. For one... exactly how many co-op Mission Architect mission teams are running? Secondly, just put an AE building in Pocket D then. -

Like I said before we actually did just do an event villainside and didn't have much of a turnout (about 3 players, a few more straggled in after the contest had started). Like Nibs also pointed out the lighting in Pocket D is horrendous for judging costume contest (in my opinion).
I am more then happy however to show love to red side. Like I said previously I'd love to get in touch with players who play more along red side and devise some Red Side only type contests as well. Craziest thing that happened to me in game occured about a week after Issue 7 released. I was playing my main toon at the time with some friends. When I exited a mission, I got a notice that I was just awarded a new badge, Comrade. A badge that I already had. I thought it was odd, so I pulled up my character's badge list. They were all gone, except for Comrade. All 250+ badges. Gone. As were my accolade bonuses and powers.
Needless to say, I was angry. I opened a support ticket with NCSoft, and stayed off the character in the meantime. About a week later, I received a reply from NCSoft saying they fixed the issue. Logged onto my main toon... and nope, still no badges and accolade bonuses and powers. Replied back to them, and let them know. I got a reply back that they would continue to look into the issue. A month went by, and there was no more word from NCSoft.
After five weeks, I figured there was little hope of my main toon's badges and accolade bonsues and powers being restored, so I went about recollecting some of them. Then, two weeks later, I received an email from NCSoft stating that they finally fixed the issue with my main toon, and to log in. I did. Most of his badges were back alright... except he was now five levels lower. Apparently they restored the last good backup they had of the character.
I was livid. I overreacted a bit, and deleted all of my characters, every single one, and canceled my account.
I was talked into playing the game again back when Issue 10 released, and opened two new accounts. I've been playing since. That's why I only have the 24 month veteran badge. If I still used my original account, it'd be 50-something. :\ -

It was a good choice. Well... except for the Peacebringers. :P Seriously, it was a good run. A team of 7.5 Scrappers doing Synapse in just less than two hours is very good, imo. No problems with the end sapping here.

Freedom has the most people. A server merge at the moment is doubtful. Besides, not everyone wants to play on a crowded server, for various reasons. For one thing, available character names would be much more scarce.

The City of Heroes subscriber base is down. The game has taken a hit, between Aion, Champions Online, and the economy. Unfortunately, it will only get worse when Star Trek Online debuts in February. But it should grow back up a bit once Going Rogue releases around May.
Despite the declining population, Champion's blue side is still fairly active. It requires a bit more work to find teams than it did two years ago, but it's still more than feasible. I'd suggest sending a global tell to @Cobalt Azurean for an invitation to the BMT of Champion global channel, where people announce strike / task forces, giant monster teams, etc.
Now, if you prefer playing redside... honestly, you may be better off on Freedom, Virtue, or Justice. Those are the only three remaining servers with a decent redside population for teaming, sadly. Not to say that Champion's redside is completely devoid of life, but it's much less active than blueside, and finding teams is much more difficult. I played redside Champion exclusively for over a year, and 90% of my time was spent solo. -

I don't know you En3my, but I wish you the best of luck in whatever you decide. It's actually people like me that you're fighting against... I detest PvP. I've been playing City of Heroes off and on since Issue 3, and I have yet to enter a PvP zone. I won't enter one for any reason. Not for redside accolades, nor Shivans, nor nukes. I doubt anything short of Jesus Christ coming down from Heaven and commanding me to enter Siren's Call would make me PvP. Ask some of those that know me, I am incredibly stubborn. :P You can't really win over anti-PvP zealots, such as myself. However, fortunately, it's been my experience that most on Champion aren't as much of an anti-PvP zealot as I am. I'm sure there are others in the Champion community that would appreciate your tutorage and experience.
Regardless, like I said, best of luck to you, whatever you decide. -
