Forums are full of conflict and fighting, so about 4 years after the fighting actually starts is well within the historical basis for the Yanks arriving.

Then again, I hoard drops and set recipes. I only sell what I am certain no character of mine will ever use, which means that most set recipes get saved and stored for the future.

Which is why you end up 'poor' in inf terms, sorry to say.
The blueside market is a very viable storage and conversion device. Sell what you are not using, use that inf to buy what you need (its generally available).
If you do in fact need what you sold at a later date, you can buy it back, usually at less than you sold your one for.
Redside this doesn't quite work as well, due to the lower turnover in the BM. -
Single Targets can be buffs (Fortitude, various shields) or debuffs (infrigidate, siphon resistance)
A select few are debuff and self buff (Siphon speed, siphon power)
PBAOE affect all in the area, including the caster and can be clicks (AM, Recovery Aura) or toggles (Dispersion bubble, assault, tactics)
Targeted AOE Buffs, the only one I can think of is the MM upgrade, which is only that MMs pets.
Location based (click on the ground) are for all current sets debuffs (tar patch, freezing rain).
In addition a few sets have summons (Spirit tree, Force field generator) which create a pet who buffs around them.
Fluffy from the Dark Miasma set has a PBAOE debuff as well various powers they cycle through. -

Belhaven 80 Shilling is definitely good, but not quite as good as the McEwans 80 Shilling IMHO.

So 59% chance that none of them will go off, and 41% chance that one will go off. Basically no chance for them to all go off. So, on any given run-through of the 5 powers, none of the procs will go off, most likely.
This has really clarified some build decisions for me. The math seems to agree with my in-game perception of performance of these procs.

You missed a key phrase in the 41% its 'AT LEAST one'.
Procs can and do fire independently, such that it is entirely feasible to get 2 or 3. -

For accuracy we have Beginners Luck where a single TO caps your tohit versus even cons at level 4, scaling to 2 TOs (or 1 DO)required at 12. -
My previous (incomplete) checking of the tiers showed the variation to be minimal over a decent number of rolls.
I'll quite happily gather a fresh data set for you, which type/teir would you like anlaysed ? -
Buying whites introdcues a necessary inefficiency (the price would be significantly more than the current 8), and going from previous experience with similar changes, it would drive prices up even higher.
Each pool you roll in has 6. After 10 rolls there is a 16% chnace you wont have the one you area after (20 its 2.5%), but you have 10 salvage you can sell, and swap the inf out for the one you want.
Tickets have depleted common salvage as it is. I have no desire to see the situation made worse, which would be the net effect of your sugegstion. -
I14 PvP Sets (April 09)
I13 Recharge intensive pets, Accurate heal/debuff plus new holds and universal travel (Dec 08)
I11 Purples (very rare), plus taunt, endmod, KB, tothit (buff/debuff) and defence debuff sets (Nov 07)
I9 IOs launch (May 07)
I wouldn't be surpised if I16 had some new inventions, if not then I would expect them in I17.
One obvious 'hole' is Targted AOE, nuke type sets with no endrec, but more recharge.
(Similar to Eradication/Obliteration). Another 'hole' is accurate endmod (for sapper type powers)
Sets 'just' for a single attack type like SuperStrength are very unlikely. There would have to be so many variations added the system would be so dilute as to be unqorkable.

One possible way round the last point would be to have sets just for a particular damage type. So a 'smashing' set woulkd go into SS, but also MA, Stone Melee, and things like energy blasts.
