    The Oro Portal is not a travel power.
    It should remain even under the most strict powers disabling settings.

    There is however a bug with it last time I checked that messes with availability when exemped

    One reason behidn this is such that the no travel powers setting is actually meaningful.

    If you could get to every mission zone, where is the real 'handicap' of that setting ?

  7. In the Royal Navy, Commander is equivalent to Lt Colonel in the Army system (NATO OF-4).

    A Frigate, Destroyer or Submarine will typically be captained by a Commander.

    Maintenance is maintenance (defrag, swapping out components, tweaking settings, updating the OS) and cannot be done simultaeously with an update (changing the actual game server software).

    A better question would be is a 4 hour downtime on a Thursday better on weeks with a patch than a second downtime.
  9. Technically they actually use neither but use a scalar amount which just so happens to coincide for all existing ATs with the base HP, in the future there may be an AT created that this is not true for, but lets just call it base HP currently.


    Now for the scary Math.

    At 1800/2000, (90% health) the first step is the application of the +HP (50% of base or 750 HP).

    However, the proportion of health is also stretched to remain constant (90% in this .example)

    So after step 1, the Max health is now 2750 and the current HP is 2475

    After that, the heal (in the example 60% or 900HP as the heal is fully enhanceable) is applied, which obviously caps the HP at the new Max.

    Easy rule of thumb, for maximum effect with 95% healing hit Dull Pain at about half you HP bar and you will go all the way up to full on the new higher HP.

    Actually, I'm going to have to disagree here. Whilst in war attempts are made to demonise the opposition through propoganda, its actually fairly rare that there is a real conflict of morality.

    World War II in the European Theatre, would be a prime example of one where there was a clear conflict of morality. (even if not necessarily obvious at the start)

    World War I, however wasn't about morlaity at all, but about a balance of power struggle, and over the 'right' to exploit Imperial resources.

  14. Its not so very long ago in Human History, that a 'good man' was someone who treated his slaves well.

    1772 in England, 1777 in Vermont (first part of what became the US) was the recognition that slavery was illegal.

    The idea that 'owning' another person was wrong, and dare I say evil, was completely alien to many people before the abolitionist movements.

    Of course it took a lot longer (a century or more) before the owning of slaves was abolished and the cessation of treating women as 'property' (of their fathers, or then their husbands) occurred in the West.

    Were these people Evil ? Or just a product of the morals and over-riding opinions of their times.
