  1. basically the reason appears to be:

    whenever a costume piece has been changed, and there have been a few, there is an uproar from the people who liked it as was.

    just like powers, you and I may not like piece X as it is, but someone does. They don't like the thought of them changing.

    Add , don't change existing is the bets guideline
  2. If you don't plan on exemping a lot then get the level 50s


    Its really a question only you can answer about what and how you play your character.

    Minion should be 2.67% I'm seeing 2.74%
    Lt should be 5.33% I'm seeing 5.19%
    Boss should be 7.99% I'm seeing 8.07%

    Salvage
    Minion should be 8% I'm seeing 8.13%
    Lt should be 10.64% I'm seeing 10.69%
    Boss should be 25% I'm seeing 23.16%


    Common:uncommon:rare recipe ration should be Common is 78.05%, Uncommon is 19.51%, and Rare is 2.44%

    I'm seeing Common 74.6%, Uncommon 19.33%, Rare 6.06% (discounting the 2 purples as we still aren't sure about how they factor in)

    I'm seeing more than twice the 'rares' I should on paper, but its not actually outside the 95% confidence interval.


    I'm not discounting anyone's perception, but you are going to need good strong statistical evidence to convince me that there is an issue when my own data is showing such close to expected results.
  4. Why would you need the +regen if you haven't been in melee range of a foe for 120 seconds ?

    It may not be ideal, but its not a bad place per se and could provide a good set bonus opportunity.

  6. What power have you slotted it in, and what other enhancements are in that power.

    The +regen is affected by heal enhancements slotted in the same power.

    Logging in a 50 usually resets the flag.

    Failing that you have to contact support.

    It only enhances the power it is in.

    (but not sprint, or prestige/vet equivalents)

  16. There really isn't a norm, it is so dependant on how you plan on playign your character.

    Soemone like Werner will make sure he has maximised the survivability and damage output, and that will typically mean level 50s.

    I tend to grab sets in the 30-35 range, as I do a fairly large amount of exemping with just about all of my characters. Thats a happy balance for me of having good enhancment with a reaosnable range that the set bonuses remain.

    At the other extreme, you have people who will set out with say level 18s in a 2nd build just to have the available for a Posi run (or 23s for a CaP redside)

    IF (and thats a big IF) influence is no great barrier, then examine the PVP sets at 50. The set bonuses just like purples stay with you when you exemp.

    Ballparking you would be looking ata minimum of 500 million inf per power for those right now though. (significantly more for certain sets and over a billion each for certain uniques).

    Doesn't help that this is a 'parking SG' for alts for just my wife and myself.
