  1. That comment was made after the Invention system came out.

I understood the comments as implying that a consideration was made about reducing it, and am thankful they didn't.

    Vanguard Pricing

The Drop rate is 10% from mobs.

When collecting Drop rate data for another project (pinning down purple and costume recipes) one of the mission types I have been running is Borea repeatables.

The drop rate for merits I have been seeing is not inconsistent with that published rate (its pretty durn close in fact).
  3. <QR>

I broke my 50 emp out for a STF last night. Outside of the LR tanking before the red tower was down, I used Absorb just a few times. Most of those were when Scriocco nuked and a few folks hadn't stepped back in time.

I like having it available, but Heal Other is my bread and butter heal.
  4. Transdimensional shipping costs to get them back to the military stores.
  5. Your question has a fatal flaw, the anymore part.

Scrappers have never really been any good at PvP, except for a very few builds.

    Range >> Melee

Useful combinations are basically spines (for range) and broadsword (for huge burst damage) with your secondary of choice.
/regen is still a solid PVP secondary but others are being used more and more.

    New Cape Mission

    <QR>

Finally got to complete the new cape mission (last few times I tried on a team we kept getting booted when talking to Hero 1's spirit.
Its a great touch having it in the Flashback Crystal for those of us who had run the old one.

The 'time capsule/monument' map was a logical addition to it after the 5th TF/SF had brought it into the game. Im glad to see it being used.

The long long run in IP is still the biggest drag of the whole mission series. At least these days most people will have some way of getting back fast (Oro for 25+, pocket D, base porter etc)

I'm pretty skeptical of an hour on this. There are so many missions in different zones and so much time spent just traveling & zoning, that I can't see anyone doing it in an hour, unless they got phenomenally lucky with mission placement. I run it often with a friend who also has a Posi specced build, and even splitting up to clear missions faster and using every shortcut we can, our average is closer to 75-90 minutes.
I disagree with full stealth being a requirement on a Posi. I general just run past the mobs to the boss rooms without any stealth on a Speed run. Except for the final clock (Boss/guards) mission the mobs dont chase you.

I actually ran this in 1:25:10 last night using that method, which included having to run the 1st mission twice due to the TF bug. An hour is feasible if the doors work right and if you have a fast travel power (I Tend to take fly and 2-3 lengths of skyway back to back can add a few mins very fast)

    hurray! 1 Bill!

    Congrats

For me today was the first time I spenta billion inf spend on a single IO....

Its not so long I was cheering that first billion on a character. Now a billion doesn't feel like much.

    Melt Armor

Its useful for AV/EB fights and similar, not so much elsewhere.
  12. As with anything involving a large bag of HP and multiple teams involved-res is king.

A single /sonic defender will be adding hugely to everyones damage, no matter if teamed or not (60% minimum for a 3 attack chain and likely upto 100% if a highbie)

  14. Yes, they can be earned per character by that event.

The 'refer a friend' deal with them unlocked them globally on all characters and was available for a year before the Valentine option.

It was very divisive on the forums at the time.

The same holds true for, synapse, sister psyche and manticore.
The discretionary component is there, it is never big. I was used for example to round the SFs that came up shy of the amount to an exact random roll.

Then of course they upped the median desired rate, and the discretionary portion was dropped as no longer needed.

Go back to the Feb 10th notes and see what was upped, and by what amounts and you can easily see that certain rewards lost that bump.

Then you are in fundamental disagreement with Synapse, who has stated exactly how merit rewards are assigned.

other drops doesn't enter into it

Basically a defence SO is a lower buff amount than a damage one, and everything else you see flows from that.
  20. There was a change a little while ago, such that characters 34 and under cannot be awarded the badge.

I have a few in the same boat.
  21. Knockback also triggers ragdoll, with the joys of hanging mobs onto fences, bluewalls, having them roll down slopes and the like.

    Knockdown doesn't do this.

The evening of the sneak preview I was part of spawning and defeating the Lord of Winter 5 times. On triumph a smaller server.

I dont know for sure how long that was over, but it was under 2 hours. Assuming it was right at 2 hours that would be 20 merits/hour, which isn't speed ITF fast for merits, but it was also more than 100 canes factoring in Winter Horde drops. (plus 2 merits per WL if you got to that fight in time)

The reward seems decent to good on return/time to me.
  24. Yep.

Dragon's Tail is a PBAOE knockdown (0.67) unless slotted for KB (or versus clocks)

Crane kick is pretty high Mag KB, but it is only one power.

I couldn't get a number pinned down in the short testing, but it seems to be in the 10-20% range if all snowmen are equal.

If it varies by rank, then I have insufficient data to break it down.
