In regards to the OP, a simple no.
Weapon (costume) appearance and performance are deliberately not tied together, and long may it remain so.
In regards a possible IO or IO set to get said bonus, that could be interesting. -
Regen's clicks are the key
The two heals (including dull pain to potentially cap you HP)
Instant Healing when needed
Moment of Glory.
Its all about knowing which tool to use and when.
Playstyle wise I find Willpower (and /SR for that fact) to be pretty dull to play. (not disputing they can be effective).
I much prefer having some more active components in my defenses. -
There is something new with craftable temp powers coming.
I forget if it is in I17 or GR though.
In general /signed to more inf sinks. -

Are commons too expensive so people need an outlet, or are they vendor fodder that people delete ?
You are using both arguments at the same time.
If a tier (like the lowbie arcane say) is tending to be expensive (not that 50K is expensive really), then the excess generated is hardly vendor trash.
If the highlevel 'freely available' salvage is what you need (buy it NAO at 300 inf or less) then buy it and don't roll. -
Going back to the OP, IP most certainly is instanced as it has both a Mayhem and Safeguard.

I normally place bids early and pick up cheap level 15 IOs such that they are there for me when I get to 12.
Then do the same idea in the run up to 22, with level 25 common IOs.
Often those at least some of those stay with me through to 50.
Being a chronic altaholic, allows you to place lower bids and walk away from the market with a character, and this approach would likely work well for you. -

No-one makes a serious amount of inf out of flipping commons, the prcies are in the main set by the how frequently the drop foe is fought (ie arcane/tech), and how often they are used in recipes. Having commons drop randomly in missions, and rolled in tickets is a sensible design to keep the market filled as much as is practicable.
Choosing a specific common drop would adversely affect that design, the market and create pricing for commons that would be worse than current, for those who don't want to partake in the optional AE content. -
Its also the easiest to implement. Take a simple store vendor and add one inside each Wents, and beside each BM.
They don't have to have anything for sale, just buy stuff. -

I'd like more slots available to buy please.
Even with using free transfers to move some unplayed alts around, I am still short on open my preferred server.
I'd happily take an additional 4 free with GR, but access to another page or two that we have to buy is OK in my book. -
But you are suggesting changing the 'relief valve' on common salvage random rolls, which puts some excess (to the roller) salvage onto the market, which limits the impact to some degree

Defeat 100 minions in the non-AE game you get
2.7 (average) Pool A recipe
8 (average) salvage
basically a 3 salvage:1 recipe ratio
People generally are using AE tickets to roll lots of recipes and little salvage. This puts even more demand pressure on the common salvage from the non-AE game
If you don't understand this feel free to ask a someone about supply/demand -
The AE (which allows a player to basically get all recipes and zero salvage) has caused more than enough disruption to the market as is.
I don't see any reason to compound the issue by adding this, I'd go so far as to suggest that the uncommon and rare salvage should be random rolls only. -
I5 had the so called 'Global defence Nerf', which caused about as much fuss as ED in its own way.

A = Relative recipes in the pool.
B = Weight as rolled
C = Drop weight
I need to reformat it to something closer to the current rare roll (pool C) one on the wiki and get it out there.
With 274 possible uncommons and 678 drops,plus 125 rares and a mere 96 drops, it is far from being statistically robust, but the evidence of weighting is unequivocal.
Compare the PBAOE or TAOE to snipe, same possible number of recipes, and a nearly 5 fold difference in the drop rate, but the TAOE and PBAOE are basically the same. -

You still need to have some kind of anti-farming measure, because folks can choose their opponents in Arena matches. If there was some kind of auto-match system where you just queued up for a match and took whoever the game gave you, you might not need such a system.
Then eventually (deadpan with a straight face) when base raids return, (nope couldn't keep it) you could have a similar system for 'winning' a base raid. -
Common salvage is the most often used, I hope no-one is going to argue against that.
Requiring a degree of randomness is all about feeding the market, and direct buying the single one you want with tickets will depletes the market even more, and would lead to even higher common salvage pricing. (thanks to supply/demand)
The random roll requirement is a direct nod to the fact that a supply is required to keep the market healthy. -
Random things are random would be my thought.

The problem is that of character sliders and scaling.
I have a very petitie charcater whose jet pack sits a little away from her body. Conversely my SS/fire brute has his jetpack bured into his pack. Its so extreme with the GVE pack, you can barely see it.
Its not a huge issue for me, but it is for some others.
(you see a similar effect with a small petite female and claws. The attachment is actually popping out her hand, compared to the larger males (or huge) where the claws come out close to the fingers. -

If you get to 50 now this sets the flag as available. Your level 35 would not have set that flag at the time he levelled to 20, which is why I think its unlikely.
The flag sometimes glitches, so its usually a good idea to keep a 50 (soon to be 20+) on the account to reset it if need be.
