Yes, this is true. Level 33 max, since Siren's caps your level at 30. I think it's fine to go as low as 20-25 for your IOs, though. You're not losing that much in final power effectiveness from the slightly lower enhancement percentages.

The PvP sets are an exception to this, the bonuses for those dont go away when exemping.

As this is about Sirens specifically, The Minor Bonus Threshold come into play, where you can slot up to level 25 Dual-Aspect IOs, level 43 Tri-Aspect IOs, and level 50 Quad-Aspect IOs and suffer no bonus reduction unless you Exemplar to level 20 or lower.
Purples, esepcially the single type on (like armageddon:damage) get hammered by the maximum bonuss cap when exemping (step 1 reduce to 41.5%, then scale down further)

Of cousre the marketeers can't do that, that's the job of the Forum cartel, which doesn't exist and certainly if it did exist, they wouldn't be letting SwellGuy borrow the Van again. -
AV--> EB in line with normal play
Invincible will always be an AV, through to a team of 6 or more on heroic to make the EB
EB-->Boss, appears to be triggered only solo on heroic.
A natural EB will never upscale to an AV -

Keep in mind that your PlayNC master account name and game account name are not necessarily the same thing, although I think most people probably make them the same. Between us my wife and I have 4 CoH cccounts all under a single master PlayNC account, obviously each with their own unique names. (plus our Guild wars, AA (oops), TR (double oops) and Dungeon Runners).
Makes everything significantly easier to keep track of if you ask me. -
They drop from any foe that is capable of dropping level 50 common IO recipes.
47 Lts drop level 50 common IO recipes, so always have been good for purples. -
The word previously given, is that any bonuses for successful challange type settings, would be countered by a comparable penalty for failing said challange.
5 bonus merits for a successful MSTF (total of 43), would be matched by -5 merits (33) if you tried and failed -

Doctored wounds is the one I see most often used for the +recharge aspect, its alos significantly cheaper than Numi

i would have thought its more that set bonuses matter to some degree in RV, but the pve game is so easy that they really are not necessary, but thats probably crazy talk.

And for the record I would kick, and playernote, a dark defender who doesn't take and use DN (or a rad without their toggles) far faster than anyone who is stamina less.

ive never had an issue using firefox with ncsoft but you can always dl the IE tab add on for firefox. its great for any site that is IE only. like windows updays and stuff like that. just FYI

Ok, I'm sorry if it seems like I'm picking on you, but now we're promoting science fiction. Glue Arrow is an AoE slow that provides -20% recharge. This is the same amount of -Recharge as, for example, an Ice Controller's Frostbite. It's not useless, but it is not going to fill the void for a low level team that is taking lots of collateral damage and would like for their as-yet unshielded Scrappers to stop dying.

Id maybe suggest a pale green for the Pool Bs, something nice and visual.
