Meh...not so much. Good luck with this Looney Bin. You'll need it.

Unlikely. The 3 attacks that we have now for MM's took up far too much time in terms of development and, while we could likely reduce that somewhat now that we know what we are doing, it would also require 3-4 more animations to be made.

So, while I'm not saying "Never" the odds are against it.

I'll admit, I had a bit of cognitive dissonance when it came to Brutes and this set. I figured, though, that it was better to give it to them now rather than hear a bunch of complaints of "Why don't Brutes get this?" or "Why are Brutes the only base AT to not get a new Powerset with Going Rogue?"

That said, people are creative. I'm sure they can come up with rationals to make it fit.

Last night I put together a pick up team of available players to run the Positron TF. The team make was:

1 Warshade (and at that level no dawk Dwarf)
    2 Defender (including a TA/Arch)
    3 Controller
1 Scrapper (who had PC problems and crashed on us several times missing numerous mission)

No Tank for Aggro control, one lone DPS players and as I mentioned wasn't always around when the battles began, and a lot of players with Buffs, Debuffs, Holds, Immobs, and Slows. We managed to finish in 2:47 ..not a "speed" run by any sense but a very respectable time and we never had a serious problem during any misssion. I think m,ost people will agree that at that level COT are overpowering with Ruin Mages, Life Mages, Spectoral Demons, etc. Vahzilok hit for a huge amount of damage and their toxic damage can spell reallt trouble and the embalmed can spell "team wipe" when they explode. The fact was we were wiping out mobs so fast I don't think a single Embalmed Cadaver got the chance to explode.

We have Devices creating havoc, Psi damage, rad debufffing, Ice and TA holding and immobing and even RED bosses found themselves unable to move let alone deal any significant damage before they were face down. There is no "Perfect team and with good players at the controls any combination of AT can be successful.

I'm not saying a GOOD Tank, Scrapper, or Blaster isn't worth having. hey I have played more than one of almost ever AT to 50 level, for some reason I have never gotten a peacebringer past 10 level before deleting, but the "TEAM LEADERS" out that there pass on a defender because they have Trick Arrow, or pick up a BAD tank over a great Controller or Defender because "I need Aggro control are short changing themselves and the other players on the team based on a false notion that I MUST HAVE THESE ELEMENTS TO SUCCEED! The only thing any team needs is good players that can make the character they are playing excel.

I have countless examples in my 4 plus years of PUGing. A Citadel Tf with 6 Blasters, 1 Scrapper and 1 slightly bust Emp Defender.. our damage output was so high we moved through mobs too fast to take much damage ourselves. I helped take down Adamastor on a 4 man team.. 1 Controller, 2 defenders and 1 Warshade (me in Dark Dwarf tanker molde).
The perfect team = 8 players who:
    • Know how to play their chosen character well
    • Don't do terminally stupid things
    • Know how to adjust and adapt tactics on the fly based on what is happening around them
You'll note that specific AT's and powersets aren't listed. That's because I believe that nearly ANY combination of such played by competent players can accomplish nearly anything the game throws at them. "Master of" task forces might be an exception -- I have a hard time imagining a group with enough patience for an all Stalker group to get through that, but it might be possible.

Funny, I've not gotten the bug report for those. Maybe one of the others did. In any case, yes...if they have that same issue, they'll be addressed at some point.

EDIT: Yeah, those have the same issue. Here's a list of all the IO's affected as of today:
    Code:
    Tempest: Chance for Endurance Drain
Entropic Chaos: Chance to Heal Self
    Impervium Armor: Psionic Resistance
    Regenerative Tissue: Regeneration
    Miracle: +Recovery
Call of the Sandman: Chance to Heal Self
    Freebird: Stealth
    Unbounded Leap: Stealth
    Celerity: Stealth
    TimeSpace Manipulation: Stealth
    Rectified Reticle: Increased Perception
Deflated Ego: Chance for Recovery Debuff

To the best of my knowledge, none of those Unique IO's have been altered. I think the values people are quoting as changed come from having to sacrifice other IO sets and replace them with different sets to retain the same level of defensive coverage, resulting in net losses elsewhere.

To be perfectly honest, I was busy with other things and trusted others to be on top of this. Recently (about 2 months ago,) I've had more time to "take stock" of where things are at than I have for the last year, and this was one of the biggest issues I found. We discussed it internally, and ultimately made the decision to make this change.

BotZ are the only IOs (other than purples and a couple of the very best procs) that require multiple pieces of VERY expensive, rare, salvage to create for each IO.

While I certainly agree that the set bonuses are currently too good, I had always just considered the high merit costs and high salvage requirements as part of the balancing factor for how good the set bonuses were, but with those being slashed....
Cost to build an IO isn't something that has any bearing on how well it performs.

This is a maxim in the industry which basically says, you cannot balance items by counting on their rarity or expense, and that was essentially what went wrong in this specific case. That said, I'll talk to the recipe guys and see what they think about altering the costs, but I would not expect them to change.
  16. From the BETA Patch Notes:

    Quote:
    Blessing of the Zephyr:
    • Decreased the 2 piece set bonus from this set from +3.125% Ranged Defense, +1.563% Energy and Negative Energy Defense to +1.25% Ranged Defense, +.625% Energy and Negative Energy Defense.
    • Decreased the 3 piece set bonus from this set from +3.125% AoE Defense, +1.563% Fire and Cold Defense to +1.875% AoE Defense and +.938% Fire and Cold Defense.
    • This set's bonuses were significantly decreased as the 2 and 3 piece set bonuses were far too powerful allowing players to easily stack 5 copies of these buffs for minimal slot usage.
Since rumors of this change have already begun leaking from the closed Beta, I thought it would be a good idea to start a discussion about it here in the public forums.

So, why are we making this change? Frankly, we screwed up by making the set bonuses too good and too easy to stack. This was mentioned by players way back when the set was first introduced, but at the time it was felt that the situation would be manageable. Time, however has proven that to be wrong and, as a result, we have had to take this step.

Players in the beta have pointed out that this change ought to result in the cost of the recipes being reduced, and that is something we are considering. It has also been pointed out that this change should necessitate a freespec be granted with I17, which we will be doing.

I’ll be paying attention to this thread and will try to answer any further questions that come up.

Let me use the example I used when I brought this up in Comic Culture well over a year ago... Meet Team Dark:

(From Left to Right: Shadow, Rouge, and E-123 Omega)

Taken from Sonic Heroes, Team Dark has always fascinated me. Sonic Heroes is about 4 teams, each with their own agenda, playing a hand in saving the world. What intrigues me about this team, however, is their behavior and motivation. They are as follows:
    • Rouge: Dr. Robotnik is rich. Steal everything you can, manipulate everyone into helping.
    • E-123 Omega: Dr. Robotnik offended me by saying I'm obsolete. I want to destroy virtually everything he owns out of spite.
    • Shadow: Can't remember my past Rouge says if I help her rob this Robotnik fellow blind, she'll help me find my memories.
    • Team Dark: Destroy Dr. Robotnik.

Those motivations don't seem very noble, do they? Rob, destroy, and "do whatever it takes to get what I want". Yet, in the story of the game, the level of destruction that they cause and the Chaos Emeralds Rouge steals are absolutely vital to weakening Robotnik's army enough to save the day. Also, they don't cause any standing damage to anything "Heroic" like a bystanding city or civilians (After all, their quarrel isn't with them).

So, for selfish, violent, and greedy reasons, they play a key role in saving the world.

    Are they heroes or villains?

Is "Hero" defined by the intention of your action or its result? If it's result, Team Dark is one of the greatest hero teams in Sonic Lore. If it's intent, they need to be locked up alongside the Eggman.

    Discuss.
Evil is almost always determined by those who judge others actions and not by the people taking the actions themselves. The quote "The road to Hell is paved with good intentions" is talking about this. A person may be doing what he believes is the good, just and correct thing, but when others see what he is doing, they decry it as evil.

We live in an age of moral ambiguity. Good and Evil aren't phrases most of us are all that comfortable with because we know they are not as Black and White of concepts as we wish they were. Still, we can all agree that the person abusing their spouse or children is committing an evil act...or can we? If you ask 100 people what constitutes "abuse" you'll get a lot of different answers and definitions. For instance, one person might consider spanking a child abuse, while another does not, yet both agree that not feeding the child for 3 days is both neglect AND abuse. So while "abuse" = "evil" which actions represent "abuse" are different from person to person.

Now, as for the group you asked about. Are they Heroes or Villains? Good or Evil? I'd say it depends on who you ask and, at the end of things, whether or not they succeeded in taking down Dr. Robotnik's empire. Dr. Robotnik is rich, he employs hundreds if not thousands of people, contributing to the economy. It's likely that he is a philanthropist, donating to various charities regularly (to reduce taxes and to curry favor with his peers.) People who know him only via his good public persona would likely view the team as crazed terrorists trying to destroy a good man. The media would likely paint the group in a similar light, since Robotnik and his companies are sponsors. The only way this would not be the case was if the group were involved in high profile events which earned them public cache outside of their attacks on Robotnik's resources.

In other words, they'd have to wage a PR and Media war with Robotnik to get the public to declare their actions "good" rather than "evil."

And, with that, I'll take my cynical self back to my spreadsheets where I belong.

Electric Control is coming, it is probably just a matter of finishing the animations at this point. It will probably be released with the issue release that accompanies Going Rogue (Issue 18), since the two major new Powersets (Dual Pistols and Demon Summoning) will have already been completed and tested before Going Rogue goes to beta.
Sunstorm worked on Electric Control as a training exercise when he first started working for us. The set is currently sitting in the spreadsheet I have set aside for such things. It was a good effort, but by no means ready for release, and there hasn't been any announcement of us working on the set at all.

I'm not ruling out Electrical Control as a set, but it is only one of several sets that are in the wings waiting for the thumbs up to proceed with.

Conditioning, the Power, has no effect. It exists only to give insight into the class table advantages the VEATs have. Their BASE recovery rate is 1.05 and any powers or enhancements improve upon that instead of the normal 1.00. Similarly, their base Regeneration is 0.3 instead of the normal 0.25.

Inflation is rampant. Things going for more than the market cap is obviously a problem, considering the market cap is supposed to be the individual wealth cap. Obviously, something is quite horribly broken there.

I'd like to take this opportunity to remind folks that this system is purposefully difficult to farm. Your BEST chance of getting a PVP IO drop is to have 10+ players fighting one another; either in zones or in arenas.

The only way I'd be comfortable increasing the drop rates is if we could make then Bind on Pickup, tech which we don't currently have.

Our marketing guys are actually very good at what they do. The truth of the matter is that TV commercials are expensive and won't bring in enough new users to justify the cost. Our team gets us banner ads on sites like Ten Ton Hammer and they try very hard to keep our nearly 6 year old game in the gaming press -- which frankly is not an easy job. The fact that schedules change or planned features don't pan out as being feasible sometimes means that their plans have to shift, which causes delays in information release.

I would love to see a City of Heroes commercial on TV. The money just isn't there, though.
