Back in the PNP game he came from, he was a Mutant who was a radio political analyst who ended up being "outted" as a hero/mutant. He used the notoriety/celebrity to get elected to a public office, while still continuing his work as a hero.
Translating him over to COH, I updated his fiction to be that he'd never been a 'hero' at all, until the Rikti Invasion wiped out most of the heroes. He decided to don a costume to help fill the void left...which is why he as level 1 starting out. -

On Lady Grey Task Force we could not get past the green healing mito's. One of the teammates used a power analyzer on it and said they saw 50 hold protection listed for it. With 2 controllers spamming holds and rest of team trying to spike damage one for 10 minutes we had to give up.

The only change the powers of this entity has undergone was in issue 16, when I made a change to the way it's auto and toggle powers work to alleviate server stress.
As for the bug I did find, apparently instead of having 50 points of hold Protection, the green mito has 50 points of hold mag preapplied, meaning it is permaheld already. That is causing it to not use it's 2 click powers.
EDIT: Note the that zone version of the Healer works properly, only the mission version had the hold issue. -
That's a question for the engineers; it's not something the powers system can deal with, currently. I'll pass the suggestion along.

It's documented. We also force the designer who does such things to put a flag with their name in the power that explicitly states they did that on purpose. That way, without having to look into documentation, we can tell at a glance it was done on purpose.

The Illusion set lets you be an effective controller, and still use your buffing and healing powers. (Notice I said buffing first.) You can solo if you want, but build for a team player.
Frankly, Emp is far from the best secondary for an Illusion controller, but Illusion may be the best primary for a */Emp Controller. -

I doubt we are going to see another set as unique as illusion myself, but here's hoping the set is indeed more "unique" than I've listed (not that what I just drew up would be bad at all, it would perform very well). -
I'm pretty sure the JForce suicide squad has topped that in the past...but I'm not sure.

If Castle had of said it, it would have been official and we would have a guideline of what to expect. As it stands there is now an interpretation of an interpretation that given recent inclusions in the game, and nerfs to things in the game is not shared or well communicated amongst all the developers.
And if you refer back to that post in any discussion you can expect "Thats what she said" as the response. -

Frequently, there are things asked that we didn't prep for or that aren't on the 'bullet list' of things to cover that we are happy to answer. Things that were small, easy fixes or changes for us, but can have a big impact on gameplay for you, might be forgotten to talk about unless asked. -

- 3D Printing methods require solid mesh objects, which our costumes are not. We use a "building blocks" methodology, which results in a huge amount of flexibility. In order to get 3D Printing to work for one of our models, we'd have to export your character as a solid mesh, which would require a non-insignificant amount of work. It *may* be possible to automate the process; I don't know. I kind of doubt it, though.
- 3D Printing doesn't support Bump mapped or reflective textures well, and those are both things we use a lot of in our costume bits.
- Aura's aren't really doable at all in 3D Printing, and for many of the best costumes out there, the Aura is a key feature.
That said, we'll continue to follow the technology and, hopefully, one day it'll be doable!
