Not only is it pretty unique in the chain powers, but its pretty unique as a control set in general. Forcing people to re-evaluate how they play on ATs they may already be pretty comfortable with.
* But for me it plays very like my Ice/Psi domi in terms of little hard control but a decent amount of layered soft control (Ice : Fall-over patch, sporadic confuse and -recharge. Elec: Sleep Patch, sporadic fall-over, End Drain). -

Oh and it needs noting that this was sapping EBs at level 14 - 17 with just 2 Accuracy DOs in the power. (and the stun proc). My end game plan is to keep the Stun Proc since (although 10%) it fires off enough for me to be happy with it, even at lower acc levels since its got a high tick rate on the -end bit) and to slot Acc/EndMod, Acc/EndMod/Rech from one set and Acc/EndMod from another.
I'll have to wait and see how this runs on AVs, but since i'll be leaving Praet tonight i'll try to run a Sister Psyche or a Synapse and get an idea of how viable sapping will be against those.
My issue with Power Boost (and Domination) with Elec Control is that it won't augment the Sleep Patch or anything beyond the initial target of the chaining Confuse, which irks me. It'll work with Paralysing Blast of course and I do always take and Frankenslot the AOE Holds. -
Nice guide. However personally I've found PROCs in AOE Holds to be a waste of time mostly due to the time they take to recharge. Procs in Fly Trap (Achilles Heel for one) and Creepers will give you a much better overall proc rate.
Best slotting for AOE Holds is as many Acc/Recharge/Hold IOs as possible as soon as possible. It makes the power very useful and lets you get away with just 4 slotting it and still be beating the traditional SO 6 slotting.
Also Embrace of Fire is a absolute must for 3 slotting with Recharge, the damage bonus is provides is pretty immense nowadays.
Oh, and Psi Tornado is Knock-Up, not knockback. This makes it somewhat useful, although a Planty tends to be immobing everything anyway. More useful for a Domi who has immobs with no -knockback in them or one who doesn't use AOE immobs much probably. The Forced Feedback proc also can go in here and it's fairly nice if you've the spare slot.
Ditto with Energy Torrent, it does knockdown, not knockback which makes it far more palatable. Both still pale in comparision to the Fire and Ice APPs though for domis.
And Melt Armour is pretty much poop on a stick thanks to the silly-long recharge, mediocre debuff levels and terrible AOE. -

I think it'll still be useful, Elec seems to be about layering various sorts of control on top of one another rather than just firing off an AOE and everything being dealt with for 30 seconds, which I like.

Yep, it was sorted in the wee hours of the morning I think, around 1:15am BST. Thats when the hours maintenance to fix it finished.

it's why SR is available for brutes and Ice isn't. Ice slowed or stopped mobs from swinging and that has a huge negative impact on fury generation. swinging and missing at a SR brute still allows fury generation -

In fact the poor dumb system doesn't even know when each slot was allocated, it never records it. All it knows is "Power X has Y number of slots"
This is why the Exemplar "reduction in Enhancement values" occurs when you exemp and is probably the main reason Respeccing hasn't received a make-over. -

Character Transfer as discussed here is a Server to Server switch. You jump from one server to another, but when you log onto your character on that server you are standing on the same map & location you were when you last logged out.

EU codes can only be used on EU accounts, US codes can only be used on US accounts.
However, it is worth noting that EVERY EU item page on the NC Store seems to have a link that says "US version also available". That link should take you to the US version for purchase.
No idea why they got stripped, it's never been officially explained by any community mod what we're supposed to be doing.
The Store is also playing silly buggers on me again as the us.ncsoft.com domain has become invalid for me again and the cert is coming back as invalid due to it pointing to the wrong Domain Name.
Shambolic mess would be an adequate description of NCSofts store I think. -
