I'm pretty sure the answer is yes.
-ToHit and Defense stack together to drive things down to that 5% chance to hit. And until you hit the 5% each point is more and more important. For (an extreme) example if you were at 40% against 0s and then went to -1s you'll go from being hit 10% of the time to 5% of the time. Things will miss you twice as often.
However -Damage and +Resistance don't stack together in the same way so a Resistance set is unlikely to see the same dramatic increase in survivability.
So the answer is most likely yes on a semi-high defense build as the -ToHit is really valuable to you. -
Elec is a bit busy and the DoTs won't play especially nicely with Static Field.
I've tried Ice/Thorns and I love the concept but Ice is probably the weakest Domi set now. It's main issues are a lack of a reliable AOE opener and how annoying Ice can be on teams where there's a lot of AOE Immobs flying around and countering Ice Patch. Also Ice gains little from Domination which is kinda annoying.
Earth would probably be my #1 choice, followed by Dark (because Dark has a wide area cone Fear and AOE Immob and the PBAOE Stun). -

Anyway, it wouldn't be fully invulnerable, as others have stated, but pull it off right and you've got a decently long grace period for you and your team if things get super hectic.
Force Bubble -will- repel the Dimension Shifted enemies out, even if they get hit with the Immob, unless they're already protected from a mag 10 Repel. Enemies who are not stuck in place will attempt to close in on you, and the 50ft of Force Bubble won't do anything till they're inside the Dimension Shift, so they may be able to get an attack off in between FB pulses.
Hurricane would be the better choice, depending on how fast it pulses compared to Force Bubble and compared with Dimension Shift.

There's even less of a problem if you factor in all the purchasable sets that VIPs get for "free," and I personally think it's unfair not to.
Powerset output is, so far, the best single thing about Freedom, by a mile. I'm loving the variety and range of new sets which we've had in the last 6 months (9 sets in 6 months. That's insane! In a good way).
I reckon we're due a new Armour set or two (surprised there's been 4 melee sets and no Armour sets to go with them), a new Blast set and a new Assault / Blaster Manipulation weapon set next (a weapon using one, I think developing it as both an Assault & taking powers from it for a Manip set makes sense). I'm hoping for a new Control set as well (hopefully Insect control) at some point too.
And quite likely a new EAT or two as well before the end of the year.

Ice really needs a pass to bring it up to speed. At the moment it suffers from having no decent Alpha and the fact it's main control is easily countered by teammates and a poor relation to one of the 3 AOE controls Earth has.
I don't think Fire will get a pass, it's not in the same boat as Ice in terms of just being all-round meh (and I say this having played an Ice/Thorns and an Ice/Psi Domi). -

Normally, phase power give the condition "only affect self" to prevent you from attacking enemies while invulnerable, but Dimension Shift can't if enemies are allowed to be attacked within the field.
That is why my idea would be to keep enemies out of the phase while you stay in and pelt them with impunity.

I don't think Phase powers use Only Affect self nowadays, as Honbrid says it now uses a Phases flag and only two things with matching Phase statuses can hurt each other. If they're outside your field you can't affect each other.
Given server ticks etc I reckon they'd be constantly running to the edge of Dimension Shift, phasing and maybe getting an attack off and then being repelled back out, losing Phase and becoming immune to the repel effect again (Immobs don't protect against Repel, and Gravs don't even counter knockback). Rinse and repeat.
Dimension Shift & Hurricane might work better in that case if you wanted to be Mr Roadblock, Hurricane has the Range and ToHit debuffs so anything sneaking into the phase gets debuffed and pushed back. But I don't think you're going to be able to combine it with shooting things outside the bubble. -

*IF* that is what you are referring to, I'd say it's a far cry from "nerf-saying" (which I am interpreting to mean something like "Request/demand-ing that another set be nerfed). I simply said that it wouldn't bother me if it were. To elaborate and clarify: I wouldn't play my demon/ mms any less if they were a little weaker. Is that "nerf-saying"?
That being said, are the forums really so bad these days that folks would "make me a pariah" (How would they even do that?) for voicing a pretty flexible opinion (I don't think that they do...)?
The idea that people would decide to snub you for voicing an opinion on something in a forum where the whole idea is to voice opinions on something is pretty ridiculous, isn't it. Luckily I've never seen any sign of it here at all. icemanstryketh is the first person I've ever seen even mention it. Maybe I don't hang around the same circles (or maybe that circle has already made me a pariah and I never noticed)
If anything it's almost always more fun to counter-argue with someone than decide that you're now "snubbing" them in some way online. How would they even know? And why would they even care? -

Farsight does probably need to be brought into line with other AOE Defense to All buffs like Fade and Mindlink. As is it's an outlier in how it interacts with Power Boost and Time doesn't need it (unlike poor Forcefield), it's still an excellent set with a wide variety of abilites (more so than nearly any other set) -

I'm probably going to make one of each, saving Radiation/Time for another time when I am more willing to play a more risky character, or can free a 3rd slot.
Electric just looks a bit too busy, odd to slot compared to everything else I have played and much too low damage even compared to Illusion that has no AoE.
Illusion does have the nice Spectral Terror to keep me safe and debuff to-hit.
Gravity just has the coolest looking powers(especially Propel), one of the best pets in Singularity, pretty good damage and an AoE immobilize at least.
I just wonder which is best between Illusion and Gravity because I have 2 name ideas and want the best name for the best set. -

It is just such a hard choice.
Radiation = fast damage, defense debuffs, not much to boost survivability but damage is fun
Illusion = really cool concept and look, slow damage really, no AoE, cautious confuser, kockback in pet is bad for Time
Electric = built to mix it up in melee, good AoEs but low damage, less endurance issues
Gravity = really cool concept and look, good damage, knockback is bad for Time, repel in the melee prone Singularity isn't good for time, Propel is one of the coolest powers ever
They all have their advantages but all have disadvantages too. It's so hard to choose.
I don't believe Singy is melee prone any more though -

I really can't rely on Phantom Army.
Even before I lost IO access by unsubscribing with Freedom, I made it a point to avoid powers that "needed" to be perma to make a difference but I just couldn't get them there easily enough, along with powers that just have stupidly long recharges(hello AoE holds).
I can't rely on powers that are down more than 30 seconds between up time, so I work without them and learn new ways. It tends to make me better, but it makes a lot of sets worse.
If I'm going with Illusion, I'll be relying on Phantasm, Spectral Terror, Blind and, the always fun confuse, Deceive. The knockback in Phantasm and his decoy won't always be helpful, and the set really lacks AoE damage to go with Time's aggro-hungry ways.
It would be a purely concept and cool look pairing, while still working great for cautious play(Time's Juncture and Distortion Field not used).

I want power enough to relatively safely take on groups of enemies in melee, hence Time Manipulation.
Electrical Control is a nice set, but it's a low damage one. Jolting Chain does poor enough damage, it's a soft control power primarily. -

It doesn't surprise me that Farsight + Power Boost would either be an intentional pairing, thus unfortunately locking them into one ancillary/patron pool, or overpowered and missed or intentionally overlooked(a possibility sometimes).

In regards to sleeps, pertaining to Electric Control Static Field, does Time's Juncture break sleeps? Does Distortion Field break sleeps? -
Are you using your single target immob on him? They don't generally have any immob resistance so it's usually the best way to keep them in one place. Single target is Mag 4 as well (actually on average 4.2 once you consider overpower, Living Shadows averages at 3.5 because its overpower chance is higher)

There's been a few examples of powers combos (or even just powers) which turned out to be overpowered or needed toning down once the player base got their hands on them. Fire Control has had a fair few tweaks since the days of FireKin farmers (Hotfeet and Imps were toned down a bit).
Shield Charge was memorably buffed by Synapse into its former broken state (he used the wrong damage modifiers or something in his calculations) and the devs didn't even realise until he was told in a thread. Despite it having been the main topic of conversation on Scrapper boards for months and months. What seems obvious to the player base and is frequently discussed on the boards has often passed the devs by.
So saying "Surely it wouldn't have gotten into the live game without being spotted" isn't true really. Experience shows that yes it could, regardless of beta (I'm still trying to work out if Titan Weapons was considered balanced in beta. Now that I'm playing one on live I can't see how it could be, although I'm reserving judgement as Brutes are generally early overachievers)
Overall I find the idea of what Bridger on the EU forums used to call "corner cases" pretty interesting when it comes to two powers or sets synergizing so well they cause the total to be far greater than the sum of their parts.

You really are an... entertaining poster to watch.
To be even more specific how Power Boost works with some AOE Buffs, most famously Farsight (but also Force Field shields) but not with others (like Fade, Mind Link in the Domi APPs and Cold Shields) makes it at least suspect in terms of how those powers were implemented. Mechanically I know why the difference exists but in terms of balancing sets it means sets are wildly disparate once you throw Power Boost or Power Build Up into the mix.
Farsight is especially guilty here, at least when you judge the set as a whole. Time is already pretty good with lots of tricks and abilities, why a Perma AOE Defense Boost was created recently which allowed to gain from Power Boost is a bit beyond me and would seem to me to be an oversight.
To my mind the only Buff Defense shields which should be PBable would be Fortitude from Empathy (because you're not going to get more than 2-3 people buffed with it) and the bubbles from Forcefield (since FF is such a one-trick pony buff-wise).
All my own opinion of course.
Oh, and the Recharge floor is 25% of normal recharge.
