I would say that for a newbie you might add a bit more information into the starting powers. I always look at guides as a decent one-stop-shop for getting into an AT and powerset combo, one I might no nothing about. So writing things which are obvious to you but may not be to a complete novice makes sense (like that Mesmerize is a Sleep and if you fire off Levitate after it it will do double damage). Explaining the concept of Containment in general makes sense too, as do things like how to hold bosses.
Saying "It's discussed elsewhere, I have nothing to add" will sorta encourage novices to go elsewhere to find the info, which sorta defeats the purpose of a guide and can alienate some of your potential reader-base. -

As for dam/rech, it's not as handy for low-level frankenslotting as acc/dam and dam/end IMO.

Royal Grey is a small supergroup seeking to expand its numbers and hopefully grow a community. Currently the supergroup is run by myself and my boyfriend, and while we are not exactly super RPers, we do like to create realistic concepts and genuine characters. We are looking to open our doors and meet other people on this server.
A small bit of info about Royal Grey's concept. It is a corperation, founded by the British Government whose aims are to track down people with dangerous mutant powers, before they can be used against innocents. While Royal Grey does sometimes have questionable goals, it is in essence a "good" and heroic corporation. All members are considered agents, who must hide their company affiliations and keep our work secret by having credible day jobs, which can be used as cover.
Our SG colours are of course, grey and gold. Our company logo is her majesty's crown. All Royal Grey agents are expected to have atleast one costume dedicated to the uniform, which can be your regular costume but coloured a mixture of grey/gold/black.

Think about it, if you were downloading your OWN music into the game to be used in an in-game music player, there would be nothing stopping a talented hacker from getting in there and mucking about with program files. Currently, there is no real way into the game's base programming because we can't upload anything from our computers into the game. I'm sure especially good hackers can still get in, but why make that any easier? Especially in a feature that is completely unnecessary.
A) is perfectly valid though and pretty much the only reason you need. Why reinvent the wheel when people have access to loads of good music players already on their systems.
Plus what formats would you support? MP3 and AAC are licensed ones, not sure what CoH actually uses (lots of games use Ogg instead). -

So I just went with natural.
You could go Natural, stating the poisons are natural plant extracts (because you're worth it)
Or maybe Magic if my main wasn't a ninja themselves but some sort of evil sorcerer leading henchies.
Tech? A "Toxin Gun" would work, and maybe the ninjas are actually robots or cyborgs.
Science? Spiderman type origin (movie form) works, or given a Special Serum which modified your body fluids.
Mutant is pretty easy to imagine too, half-man, half cobra.
So whatever you fancy playing and what sort of cossie you feel like having really. -

* Originally I picked up CoH as a way to pass 6 months while my then-girlfriend went around the world. Now it's 5 years later, she's my wife and we have 1.75 kids and I'm still playing. That's pretty darn impressive. Still only got 2 50s though. That's less so*

It seems weird to be able to auto-deal damage.
Well it's not auto-hit since the PROC only has a 20% chance of going off on everyone affected by it every 10 seconds, starting at 0 seconds (so immediately and then every 10 seconds afterwards).
There are some powers which automatically do damage, Tornado from the Storm set is one AFAIK. -
