You'll be getting most of the Fitness pool anyway, Health fits right into a WP build, playing to it's strengths. So getting Stamina somewhere in the 30s isn't much of a stretch.
I'm currently playing a Dark Melee / WP and will be getting Health around level 30. Even though I've currently got Dark Consumption once I hit 35ish I may then respec Stamina in instead of it. Dark Melee is a nice combo for WP, you've a self-heal which is now one of your most damaging attacks. The lack of useful AOE is annoying though. I find myself picking on bosses and letting his minions cluster around me to fuel my +HP and power my Dark self-buffs (Dark Consumption and Soul Drain). -
WAR is awful for the Christmas Tree effect, where you get tonnes of missions when you enter a new "hub". Some guys give you 3 or 4 quests alone.
Of course they did come up with PQs as well so I'll forgive them slightly. -

The thing is the devs have changed weapons from a strait forward power to a costume part and to my vue if there gonna release a custom weapon for powers set they should do it for the others. Especially when the costume set there releasing would work very well with custom weapons.

I know you said you're not a Tanker but there are 2 other reasons to get Lobster
1) Mez Protection. If you get mezzed you can click lobster to break out of it. You need to stay in Lobster form until the mez goes away though.
2) Double Mire BOOM. Sunless Mire -> Lobster -> Mire -> Human form followed by Nuke or Unchain Essence is lovely
Other than that what Crick said.
Gravity Well is your single hardest hitting attack since it got buffed, it does great damage. 6 slot it (I went mostly with 3 Acc/Hold/Recharges, 2 Dam/Recharge and a Dam), love it.
Grav Emittiin is an excellent cone mez, at least 4 slots worth. It gives you plenty of time to do Eclipse -> Sunless Mire -> Squiddy Death From Above on a spawn.
You don't really need 6 slots in Stygian Circle, I have End Mod, End and a recharge in there and that's plenty. -
Shield Charges damage for a scrapper is about 130% of a standard AOE from what I can see (based on Spin as it's the easiest to see the total damage)
The reason is because the Tank, Brute and Scrapper versions all do the same damage (because the damage bit actually comes from a common summoned invisible "pet"). So for the AT who's got the highest base damage it probably isn't as impressive as it is for Tanks.

Pssst, he's a Broadsword/Shieldy.
But in a large Spawn Build-up + Against All Odds (scrappers do get more benefit from this compared to Tanks) + Shield Charge should work well too. -

The only time I'd see my Ill/Storm in melee is to affect enemies with -tohit +repel in a dead end or effect AVs with -range. Sands of Mu may get a look in but there is not much reason to be there.

Absolutely.
Why *IS* your Illusion/Storm heading into melee at all? Most of your powers are ranged. The only reasons I can think of are what Shannon said, or maybe to pull off a Seismic Smash. It's not like a Fire/Rad or a Kin, where you benefit from being close up. Illusion/Storm has no real reason to be there. -

Are you IOed up a bit though?
I know Carni can quite often get swiftly stunned and 2 hitted by nasty mobs (anything with NRG melee).
Of course you did use the "do nothing stupid" clause which probably rules me out -

This, if you really want to build a scraptroller type of controller. If on the other hand you want a pure ranged controller hurricane gives you some insane mitigation from melee opponents.

How's a Scraptroller going to survive in melee without a nice ToHit debuff though, that'd be my main worry. Illusion doesn't have the nice hard often-up AOE control of say Fire. Spectral Terror is a great power and does have an (unenhancable) ToHit debuff but things can hit you back when you hit them. Storm lacks a self-heal for when things hit you and has a habit of making things scatter (so they'll eventually run out of Spectrals range). Firing off Aid Self in melee is tricky.
Not saying it's impossible to play a Illusion/Storm scraptroller but it'll be a toughie unless you IO up your melee defense or something. -

Ooops, just caught this. Then you really want Fissure too if you're going Earth. Ok damage and some nice soft/unreliable control.
Psi is right, Earth is great for a scraptroller, my Fire/Rad uses it. But Hurricane makes it hard for you to be a scraptroller.
2 toggles before stamina is difficult, especially pre-SOs. You end up gasping a lot. Maybe move Steamy Mist into the 20s and get Stamina earlier. Ill/Storm is horrible for End. -

Blind is way undeslotted. You need Holds in there or you'll be having troubles with any boss really. Phantasm has 1 damage too many.
Hurl Boulder isn't the best really, Seismic Smash is a much better power IMO (not listed in Sucker Punchs builder because it's out of date), even if you have to get into melee to pull it off. I think Cold Mastery is a better option for a Ill/Storm : Hibernate (to heal and recover that precious End), Defense Shields, new high damaging Cone attack in Frost Breath & Ice Storm. Freezing Rain -> Ice Storm -> Frost Breath is a sick combo.
Once you get Hibernate you can basically get rid of Aid Self and replace Aid Other with the superior O2 Boost (O2 is great vs End draining enemies like Sappers and the LGTF Famine Rider). Hibernate is especially nice for you since you've so many pets and droppables which will continue to work away while you Hib up to heal and recover End. -

I'd agree that the 3rd single target blast, Shout, needs a quicker animation time, at the moment it's a bit slow. The others seem fine to me though.
Shouts animation needs to be fixed across the board though, not just for Blasters. -

It's a primary which sacrifices some of its own damage for extra damage in the secondary.
Combined with Frankenfury I actually think it's quite a neat mechanism, my Sonic/Elec is quite fun to play as a "Charge up and unleash" Blapper. -
One trick I used over the weekend on a Custom Group story to lock the level range to 25-30 was to use another Custom Group with suitable levels of standard minions as the main enemy (I used Spectral Demons & Nerva Spectral Demons and called it Spirits as it suited the mission) and then using Patrols & Boss Objectives of the Custom Enemy to "Eat up" most of the Spectral spawns (I kept two of the Spirit spawns in for variety).
Initially I had used battles instead but they were over too quickly so all I ended up seeing half-defeated groups standing around. I might add one or two front-loaded battles in again for flavour but found Patrols were more useful (nice too because they can easily stumble across you as you're fighting a boss).
The lack of ability to set the Team Size when testing (as well as a lack of God Mode and Invis Mode settings) is really hurting testing the Custom Enemies too, very hard to know if they are well balanced for mid to large teams. -

Hmm, from reading that thread I think it does, it creates exactly the same sort of "map is empty until trigger is pulled" map you get on the Nocturena Dam ambush mish, which is entirely empty of everything until the glowie is pressed.
Then all the patrols and the static mobs pop into place. -

There are two main spawn types in most missions. One is used for ambush, boss, patrol or destroy object details, the other is used for battle, rescue, escort, ally, or defend object details. (Some maps have additional spawntypes that are not overrideable by the MA).
Lets pretend you picked a map with 15 of the first type and 15 of the second type. If you wanted it to be empty until your trap is hatched, you could add a patrol detail with quantity 15 and and a battle detail with quantity 15. Next, add a collection detail and have both the patrol and battle trigger on completion of the collection.

Hmmm. Brain fart on my part, City of Data seems to indicate he still has it too. I know he was given Seismic Smash instead of another power a while back and his AI was improved so I assumed it was the ranged power they removed to encourage him to get into melee but it looks like I was wrong, they must have done something else to make him melee-happy.
