Base Raids are a weird one. For them to work PvP apparently had to be reworked. PvP got reworked (and a hell of a lot of PvPers left) but the Raids never came back.
I think they're in the Closet of Forgotten Things along with the Coming Storm (the event or Issue or whatever it's meant to be, not the OP).

I have an energy blaster that has one in Explosive Blast I ran a few tests of my own with it and soloing normally for that blaster who has the power optimized I averaged 3.67% increased recharge.
My Arch/Dev has it in Explosive Arrow and does not have it optimized. He gets .42%. (He doesn't use Explosive often. Time bomb + RoA on spawn 1, LRM + RoA on spawn 2, Trip Mine + RoA + Fistfull + Explosive on spawn 3)
My FF/Dark's secondary build has 3 full sets slotted mainly for the set bonuses. 2 are in AoE powers (Repulsion Bomb and Torrent), 1 is in Force Bolt. None of those powers are optimized as doing so would have dropped me below the soft cap on defense. That toon averages 2.78% -

Do you play on Defiant much though West?
It can be a bit of a ghost-town, especially Villain-side. Even Union wasn't overly full over the weekend (130ish at peak time at 8:30pm Friday night Red Side, but there was a lot of calls out for SFs on Sals Global Channel). I got some fairly decent teams but I did solo a fair bit as well though. -

City of Cheerleaders (Heroes series 1) was annoying (but perky)
A lot of my heroes are Controllers, which are probably the easiest to handwave as doing non-lethal damage and just restraining their foes. My Grav/TA especially could be seen to be just bundling them up and leaving / TPing them to the cop station. My Fire/Rad, erm, less so... (although the story behind him was that before the 2nd Rikti War he was only allowed to fight in Hazard Zones, where anything goes).
Villain-side is where all my meleers are. My Brutes don't particularly care that they're killing people (especially not Longbow). -
My 20-something Brute has been filling and vendoring stacks of level 50 IO recipies at the end of every night over the weekend. I've probably spent 20 minutes in total selling them and then bidding on a few more stacks at the end of every night and made a nice little (and it is little by any marketeers or farmers standards) packet for her next bunches of SOs. I was pretty amazed that they were filling as well too to be honest. Nice wee profit for minimum, risk-free work.

Never tried a PB because on paper they don't appeal to me, but my WS was my out and out favourite character from about level 22 onwards. Just great power after great power, and tight slotting meant I was also constantly looking forward to dinging regardless of the reward. Plus in her 40s Frankenslotting (my preferred way of using set IOs) probably was more fun to work out and worked better for her than any other character I've played in the 40s.
The ability to switch between roles mid-fight is just so much fun. I was actually very disappointed when she hit 50. -

Hmmm. I feel pretty inadequate now. I only got my Claws/Elec brute from 24 to 30. Didn't play much at all though, a bit on Friday night and Saturday, that was about it.
Still though Eviscerate, Energize and Lightning Reflexes all gotten. Yum.
I also further cultivated my loathing for Longbow. They are easily my most hated enemy group to look at and fight. -
Yep usually if I find one I call it and wait to see what the mish owner wants to do. Most of the time I just get "Click it" back but it's always good to ask.

Spectral Terror is your main AOE control for an Illusionist. Ranged, up whenever you need him, very cheap in terms of slots and pretty effective. My Illusion/Storm couldn't be without Spooky screeching away. -

Yep, I'm planning to drop the Fitness pool at 37 (so I can also sell all the then out-of-date SOs for cost price). That means space for Follow-Up and Boxing & Tough.
I'm getting the Mu epic. Cages means I can use Shockwave without it knocking enemies back and also getting Ball Lightning as a follow on from Spin for more AOE damage. Maybe take Static Discharge as well, the 3 -End powers combined with Power Sink & Lightning Field might let me work as an occasional sapper (once I can Frankenslot few Set IOs in to them perhaps).
From Claws I'm skipping Swipe or Slash, and Taunt. I'm taking everything from Elec. SS is my travel power, for Hasten. That leaves 2 power choices, I'll take 2 of Mu Lightning, Static Discharge or Weave, haven't really decided which yet. -

I love your characters MCM. They're all brilliant (although now I'm a bit worried about your mental state after reading Psystem arguing with itself over the hat and mustache).

I think it'll always be City of Heroes. I don't think anyone bar us really uses the clunky acronyms (CoH/V, CoX etc and soon too add CoGR). They just say "City Of" or whatever. I'm not sure Marketing would like to remove their brand name (or maybe they would, since a lot of the time it seems to be synonymous with "Aging MMO which really needs a revamp" in a lot of articles I've read recently. -
Level 6 for Spin, not 8 (*hugs Spin, getting severely lacerated*)
Spin is a wonderful power altogether. Never had Footstomp so can't compare them but Spin is up very quickly, even just with SOs. Claws is nice and fluid for a Brute, getting and maintaining Fury is easy with it. The End costs are nice too.
As for what to pair with it, I think Claws basically goes with everything (except Stone and Shields of course). Maybe troublesome with Squishier secondaries since it doesn't give you as much control as some other sets but other than that it'll basically pair well with almost anything I reckon. Claws/Elec looks cool though (especially compared to my Claws/WP which just looked ok). -
Actually Loading and Saving builds locally would have an advantage in that it'd also allow the Devs to sidestep the big problem with how the game remembers when slots were placed (in that the stupid thing doesn't at all).
However if you're saving a local version you could allow the new Respec screen to also remember and load and save the slot levels to these local versions as well. So when you're respeccing you could load up a build and since you've got the slot info you could allow moving of slots a la Mids and Suckerpunches builders.
If you also made it that when you level up you also sneakily load and save local copies, with slot level info in them then when you go to respec the screen could automatically load your last local level save and use that to permit Slots to be moved around rather than going through the current, labourious system of "Place each power, now place each slot". -

Look at it another way. If dark was considered so strong that it needed to be reduced for MM's (seems valid to me at least), but both therm and pain weren't considered too strong that they needed reduction does that mean that corr and def Dark Miasma is OP'd or is thermal and pain too weak for corrs?
Of course if you were to ask me the same question but using Traps as your example I'd have to refuse to answer on the grounds that I've no bloody idea what they were thinking with it when comparing the MM & Corrupter versions. -
It's still an excellent heal. You just can't quite blanket heal with it as much as with a Defenders version, you've to get a bit closer to your pets with it. It's not like Dark is weak or anything with it either.
A Masterminds Fluffy gets the old fashioned, wide AOE heal too. In fact MMs get the Defender and Corrupter version of Fluffy, just on a much longer recharge, which IOs can easily solve for you (-ToHit/Recharge and -ToHit/Recharge/End ones are excellent in it).

There is a weirdness when considering Pseudopets in all sets though. Sometimes weaker versions are created, sometimes not. It never seems to be consistant (but I assume it is balanced around it). -

DA with firebased toons was nice but now you can just get a BP radio in talos and sweep clean and reset. Increase difficulty until you outlevel it.
Using Radiation Infection to Pull/Herd to a corner and then using Seeds & Carrion Creepers sounds ridiculously evil (so tempted to try it myself, but I promised myself last night that I'm waiting for Traps Controllers to give Plant a whirl).
