Point of order - while they've never used the WORD whim, they have (basically) admitted it. Case in point - at the last minute in this last patch they snuck in a fix for an exploit I had reported when bases FIRST came out.
I made the mistake of joking about Bug Hunter in the post and the reaction I got was nothing short of hostile. But yea - Bug Hunter is another example of a BIMM: "BAD IDEA MADE MANIFEST"

I like energy cloak & conserve Power. Merging the Passive into 1 Passive covering all resistance, thats cool, even double its effect, so its in 20s, not the 10s.
Make the missing power from the merger be another passive or Toggle to Cover Positional Defense.

I realize why this happens... temporary work arounds to get you past the "real" problem until it's fixed are standard practice in the manufacturing world where I work. And I'm glad we can help ourselves now instead of waiting on outside help to keep going. But I still gotta say it.

While I appreciate the reservation to implement a bugged patch into the live servers, I really wish this discernment had been present for the deployment of Issue 12 in the first place. I'm already upset that many of these bugs have been in place for three weeks without fixes. In learning that this new update is faulty, I am losing faith in your ability to properly support your own game.
At least you were able to identify the problem, and I hope this patch will be corrected so these bug fixes can be implemented ASAP.

While I partially agree with you, Issue 12 was deployed properly. Every issue has gone live with bugs that were fixed to the best of their ability with later patches. There will never be a big issue to go from test to live with absolutely no bugs. The point of beta testing is to do away with the bugs that make the would make the live patch a nightmare.
IMO the devs are doing a fantastic job with this, with one exception doublegutpunchanimationforwidowshastogoyouhearmeba bhastogo.

The City of Heroes Team will be out and about at the following trade show events this summer:
Comic Con, San Diego, CA
July 23rd to July 27th
Penny Arcade Expo, Seattle, WA
August 29th to August 31st
We'll have more details as to who will be there and what we will be showing as we get closer to these dates, but we want to give those who may be interested in attending advance notice.
Also, we want to mention that we will be doing a player Meet n Greet in the San Francisco Bay Area in mid to late October this year. We had a great time and received a lot of positive feedback from last year's Meet 'n Greet event and were excited to be planning for another one this year. We're still working out the details of the event and we will let you know more about it as we get closer.

If I had the damage capability that Assault Rifle gives me, combined with the empath-like Thermal set, over on the hero side I'd be the happiest little girl in the world. Guess I'll keep working on her, write down what I'm taking/slotting, and be writing a guide once I get her to a point where I feel like I can write something comprehensive.

I've got one at 43. I'm no expert, just using it as a tool.I've basically taken all the secondary, and four of the primary. Burst, slug, m30, and full auto. (the latter rocks!) For pools I took speed for hasten, leaping/SJ, health and stamina, and recall friend.

Empathy isnt a villainous trait, generally speaking. From a fiction standpoint, it will likely never be given to Villains as a set.
Back to thematics Empathy isnt really a villainous trait. From a fiction standpoint, it wasnt our first choice to port over and the reason corruptors didnt receive it in the first place as part of the release of City of Villains. If we were to add an Empathy Like set, it would need to be all new and not a port of it, to make it fit into the Villainous theme. As such, that fell out of the scope of Issue 12s powerset proliferation and is why it wasnt included.

This point can be debated until the end of time. In a game where concept trumps all, not allowing us to decide for ourselves what is evil and what isn't is just beyond comprehension.
Empathy for helping other villians achieve their devious goals? Or perhaps empowering other idiots to do all of your dirty work while at the same time manipulating them into believing that you support their cause.
There. I just made a concept that makes sense. It's not really even that creative. Just saying that it isn't a villianous trait is just an excuse for not wanting to port it over. I can go one step further and say WHY GIVE VILLIANS BUFFS AT ALL? Cold shields, Thermal Buffs, Sonic Buffs, the list goes on. Why would you want to buff other villians? To serve your own purposes in the end, perhaps?
Listen, I am stoked about the new issue, including the VEATS and QOL improvements. But watching you guys try to pacify the screaming of Doom from some of the playerbase is just hurting your original aim. It's no wonder people think the Devs hate villians with responses like this...

Mobs aren't higher level in the future or the past. Mobs are just sometimes lower level and sometimes higher level, depending on the mission. You get exemplared to match them. That's all.

As far as I know (I'm not about to delete my only 50 as he's still my main hero) but the account unlock of the EAT doesn't require you to keep at least one level 50 character. All getting to 50 does is unlock the AT in the character creation screens and is not required to be around to keep the new ATs unlocked. Think of it like making a recipe for a costume piece, you don't need to keep the recipe to have access ot the costume piece, it just sets a hidden flag on your char (or account in the case of the EATs) that says you can access the content. Keeping the item (the level 50 in the case of EATs) is not required to keep that flag.

hmm well that sucks and I suspect is a bug. Nowhere in the knowledge base or info about the EATs does it say that that is behavior. I could see many an upset player unlocking their EAT and deciding to reroll the same character as one of the EATs so deleting their 50 to start his 'new career' just to find out they can't get the EAT anymore and now no longer have the level 50.
