Should Incarnate content be gated behind a subscription? Maybe; that's the company's choice. Do you have a right to Incarnate content without a subscription based on what you've bought before? No, of course not; but if you believe there's a legally-binding commitment by Paragon to provide it, then you certainly have the right to seek legal redress at your own expense. The lawyers wherever you live will be able to tell you if you have a leg to stand on. -

When switching characters, the zones are listed incorrectly after running a villain. For example, a hero who is actually in Atlas Park is reported as being on the Mercy Island map. This does not change the character's actual location, only the name that is reported on the selection screen. (I have not checked to see if a similar error occurs for villains in the list when switching after having played a hero. I have not checked to see if it matters whether you also change servers.)

Heck, you don't even click on the callboxes and have your Contact give you "new instructions" or anything. It's just Click 'n' Run. They're just Travel Power Exercises ... and bad ones at that!
These might've been intended to get you to do some targeted street hunting, but they don't really serve that purpose. If you want to street hunt, you'll just street hunt. If you pick a mission you want to do a mission, preferably in an instance; any hunts or patrols will be dealt with as quickly as possible and with considerable grumbling. -

There are also 3 respec task forces per side which cost nothing and don't take too long to run through. Although that only gives you 3 respecs per character over 50 levels, over and above the freespecs which come out about every issue, and it sounds like you want to respec your characters every couple of levels. -

Depends on the situation. Usually I start with one seed; it might be an image of a little grinning girl with a big axe, it might be a theme concept (the sin of Envy), it might be a power combination, it might just be a terrible pun. Usually my characters fit into one of a few themes -- Virtue is my cow server, Liberty my sentai groups and P&P characters, Freedom my babes, etc. Sometimes there's a little research to flesh it out (e.g. Sin of Envy ended up getting colors and theme powers appropriate for Leviathan); usually though it comes down to tinkering in the character editor until everything clicks. Sometimes that ends in horrible fail, sometimes it works out better than expected. I'm still really happy with my SS/fire brute, Churrascaria; had no name until the very last minute, but he's a flaming wall of meat, and it works.

We do know that the game currently includes multiple forms of long single-character cooldowns; the weekly strike target cooldown, for example, is almost identical to this upcoming reward cooldown on signature arcs. I would be very surprised if this was _not_ an arc-per-character cooldown like the WST.
Edit: I have no idea how the WST cooldown is currently implemented in code, but the effect is to only get that reward once per week per character (per TF?) rather than once per week per TF.
Edit again: ...and it only just occurred to me that you might mean 'across all arcs for a single character' rather than 'across all characters in the account', which is an important distinction. Is it possible for a rogue/vigilante to get WST rewards twice by doing both the TF and the SF? If not, then I'm going to assume that we get the upgraded rewards once per character per week for doing any of the signature arcs, but only for the first (or first N, like tips.) Yeah, something that needs to fleshed out in detail by the devs. -
Wow, some cool ideas for Hamidon, Noble Savage. My thoughts:
1. ANIMATED CILIA - Could be really cool, whether they are occasionally grown or in constant evidence, especially if they're wiggly.
2. CELL DIVISION - Hmm, could provide a challenge, or could simply end up being annoying. Predictably, I am divided on this one.
3. SCROLLING SUB-SURFACE TEXTURES - Ooh, yes! It would give a stronger sense of what you're fighting -- and what you're IN.
4. DETAILED ORGANIC TEXTURES - Also an excellent idea. Capillary networks is one way to go, or it could be made to resemble firing neurons. Having something organic that moves intermittently would be awesome.
5. FLOATING DEBRIS/BODIES - On the one hand, I love this. It would be cool to see floating debris and bodies suspended within Hami as you wade into him to fight him. On the other hand, I see practical problems with it. For example, Gravity controllers and dominators would have to refrain from using Propel for fear of clogging up the area and obscuring Hami. I'm not sure how many other powers would contribute to clutter (trick arrow?), but if everything just hangs there, I could see people getting annoyed, even though it wouldn't affect targeting. Maybe if Hami actually digested the debris over time, or it just sank or was expelled eventually, that might mitigate the effect.
6. ADDITIONAL ORGANELLES - This could be really cool, but again, there could be the issue of clutter with this. As long as there aren't too many, and they are small-ish, and/or they are transparent/translucent, these could work.
7. CYTOPLASM BURSTS - I'd love to see that! Even though it will still take a good long time to take Hami down, seeing some kind of response to attacks will help make players feel like they're getting somewhere. Plus, squish!
I think it's important to make sure we can see what we're doing, while still conveying a sense of the creeping horror we are fighting. Ideally, there should be a sort of Colour Out of Space feel to Hami (and yes, I know, he's from Earth, not space), a kneejerk squick factor that leaves you with the impression that there are more horrific things about him that you can't quite perceive. The sounds used can help effect this, but I'm not sure whispers would really convey it -- actual words being used is too . . . human. The Hydra noises are very effective, but Hami's should be different from that too. Discordant sound, high-pitched and low, surging when Hami attacks . . . I wish I could come up with a way to adequately describe what I mean.
Adding in some kind of . . . subcutaneous subliminal images (not necessarily something as obvious as screaming faces, but something) to Hami's exterior or interior membranes could add to this, but it'll be important not to make him too busy-looking. Right now, Hami is cute and kind of pretty. I'm OK with him staying as-is, but having a creepy/scary Hami would be very cool.
PS: Hami's interior being swimmable would be great! Might have to add a Slow effect to convey the thickness of his, er, liquid, though. -
Ghost Widow is excellent, both the visual design and the backstory. Vanessa Devore is great -- creepy clown lady. *shudder* And I really like the Clockwork King. Something about the brain and googly eyes floating in the jar makes him disturbing yet hilarious (add in the possessive pedo aspect, and he's fully creepy).
I also really like Faathim the Kind and Rularuu the Ravager. I mean, you say 'floating giant in bejeweled sarong' and it doesn't sound intimidating, but in-game it totally is. -

It's really easy for developers to fall in love with their own ideas, it happens all the time. It's not easy to get used to continuous feedback, but it does help avoid the perception that the dev team has lost touch with their audience. -

Hmm, possible power ideas:
Time in a Bottle -- chug it and suddenly you're way faster than everyone else
Time Sink -- open one on the floor and every enemy in the area is suddenly way slower than you
Time Vortex (or Time Tunnel?) -- targeted enemies will be sucked through and land wherever you place the portal
Time's Cruel Trick -- you can turn anyone you target into the New Year's Baby

Regarding an actual 1980's booster pack, I dunno -- only if we get a MacGuyver power, Electric Boogaloo dance emotes, a villain mish or SF where we kill the Breakfast Club, and maybe a Brazil power . . . though I'm not sure how an 'insanity as self defense' power would work in-game. -

I'd say that the images in the window now are about as small as you'd want to go. So, I'd want to keep those costume images the same size. Would we need to scroll? Add a TAB? Page 1: 1-5 and Page 2: 6-10 (or whatever the numbers may be)
Whether additional slots are made available for free or for purchase, I'm all for the option becoming available. Though some of my toons barely use all 5 slots, most of them could easily use 10. I like to have one slot for special occasion/holiday outfits, but often I'll have enough costume ideas I want to use on a toon that I leave the holiday stuff by the wayside. To swap costumes using the Save Costume feature, you do still have to either spend the dough or use a free token.
Plus, the 'superheroes only have one iconic costume' concept doesn't take into account streetclothes or disguises.I say if it's possible to add more costume slots, it should be done. It benefits those who want it and doesn't impact those who don't.

On the off-chance you're serious, yes, Babbage spawns there. But the zone is a wasteland, almost nobody goes there unless badge hunting or for a few avoidable lowbie missions, so they only meet Babbage in the Synapse TF.
To be fair, though, people just don't seem to go to hazard zones for monsters anymore. Kraken spawned in Perez? Jurassik up in Crey's Folly? WTF is Adamastor? Nobody cares. Can't get even get teams for Lusca, and a few weeks ago I saw three copies of the Clockwork Paladin hanging out together in KR.
*sigh* Dammit, and I'm fresh out of Geritol. -

Remember those things that tell you who defeated the most of what in the zone and don't actually work? They're all over the place in City of Heroes, and there are a bunch of broken ones all over the Rogue Isles. I've always wanted to make the actually do something. Maybe even mark them on the map.
