SS/Fire is better, hands down.
Why? Because Brutes have a taunt inherent. Without the taunt inherent, the mobs don't cluster around you easily, and run much, much faster. This makes farming through mobs of enemies much slower, and less efficient.
Survivability on the two is roughly the same. The SS/Fire is a bit tougher due to the knockdown from Footstomp, and Brutes slightly higher HP, but overall its not a major difference. -
Why not consider Hasten/Super Speed?
With the plethora of Raptor Packs around, Super Speed is no longer a terrible travel power for Villains, and Hasten is ALWAYS useful. Super Speed is a good in mission travel power, and of course, SS+Stealth IO=Invis. -
Pros-
Large Amounts of holds. Has 3 single target holds available, 4 if you count the Epic.
Large Amounts of softcontrol. Has multiple slow effects, including Ice Storm, and Shiver. In addition, has Ice Patch for additional soft control. Frozen Aura is a fairly lackluster power, but it does bring an AoE Sleep.
High single target damage. Ice Bolt, Ice Blast, Bitter Ice Blast and Ice Sword is a very, very good single target damage chain.
Cons-
Medicore AoE damage. Frostbreath isn't a terrible Cone, but it's not that great either. Its primarily AoE damage is from Ice Storm, which is on a long timer, and is all DoT.
High Endurance Costs. Ice can very quickly drain your endurance bar, and /Ice Manipulation has no endurance management tools. -
In the low levels you might notice it a little bit, but overall it's not especially noticeable.
Every bit helps though. -

I found these little shallow bowl/saucer type things. They're only about a half inch deep. Take some extra virgin olive oil and put some in there (will work with any small dish). Mix in some garlic powder, parmesan cheese, oregano or basil (or really any herb mix that suits you), red pepper flakes, etc., in the oil and then dip the bread into the oil.
It's tasty and good for you. -
Well, I'll be picking up Acrobatics on most of my non-melee characters, which lets me save slots by not putting in Karmas and Steadfasts.

Question:
Will we be receiving 2 Freespecs in 19, due to the fact that the vast majority of characters over 20 have Stamina, and most have Stamina on both builds, thus needing 2 respecs in order to fix their builds. -

Also I know that Willpower is good, but I don't want to be forced into pulling ranged attackers to corners to get the regeneration bonus. I want to hurl boulders at these people. Thanks!
Yes, Stone/SR will be a massive endurance hog, but prob no more so then Inv. Stone/Inv is a good deal tougher though, especially in the early levels. Im not sure what you mean by 'weird aura thing'.
Also...You do realize that standing at range throwing boulders at people is just about the worst possible way to play Stone. Hurl Boulder is most certainly the worst power in Stone melee. -

I'm not entirely sure what disadvantage Ice had, unless it was being a magnet for more agro than you could handle, and being unable to shake that agro even if you wanted to.
I HAVE seen a number of Ice tanks that were rather squishy back when I first started playing (before IOs) Maybe that's what Ice's downside was: being the squishiest tanker set pre-ED, and holding agro better than anything else. (that just doesn't seem fair now that I think about it: "You'll be able to hold agro like nobody's business, but you won't survive it")
These days, with IO's, and the ability for Ice to easily softcap their defenses, and have perma Hoarfrost, Ice is regarded as a top notch set, but it wasn't always considered that. -
Not all that effective. By the time you would get them drained, they would be dead, or you would be dead. Conductive Aura is an *incredibly* important tool for Electric, as it drains by far the most endurance.
For secondaries, many work good. Stone and Psi are two very popular ones, since Electric is pretty melee based due to Conductive Aura. Psi also has the advantage of never needing to take Stamina with Static Field+Conductive Aura+Drain Psyche. -

IMO, Elec/* and Claws/* are probably the best Brute primaries for AOEs. DB/* can be good for AOE if you avoid clicky secondaries to keep your combos flowing.
Rage is what makes SS the best for farming, as well as Footstomp's radius. Rage+Burn+Blazing Aura+Patron AoE=Lolwut
That said, I really like Claws. It starts off great, it's easy to level, it gets it's main AoE early, and it looks sexy. Not a huge fan of Electric. It sacrifices to much single target damage for it's AoE, and the AoE is not enough to justify it. -
In the build posted about, the Damage/End in all of the purple slotted powers should be replaced with the Proc. Slotting the Damage/End is almost a complete waste, since the damage is already ED capped.

I would like to make a Brute. Allready got a primary in mind, Em. But what I'm looking for is a brute with good AoE damage as a primary. But what would be the best secondary powers for it? I know SA is really tough, but think it's a bit to slow. What's as tough as SA though?
Not sure what i'm looking for, so pretty much open to everything.

Focus on Acc and End Mod. Those are the two most important. Conductive Aura is a big part of Electrics Control, via sapping. The +regen is pretty meh.
Eventually, just 6 slot with Efficiency Adapters. -
Cold Domination Shields and Ice Armour shields definitely need sleeker animations for people who don't want to look, or make their teammates look, like ice blocks.

As for which to pick first? Well that depends. Stamina is very useful, as it will keep your endurance up. A Travel Power's use is obvious, it makes traveling very fast.
If you have temporary travel powers, you can push it off for a bit, but if you don't, I recommend getting a travel power. -
By /Kinetic I am assuming you mean /Energy Aura?
Generally speaking, you will want the Fitness pool, and a travel power. From the Fitness pool, you want Stamina, so pick either Hurdle or Swift, then pick Health and Stamina.
For a travel power, Super Jump is an excellent travel power that is good for newer players. Take Combat Jumping, and then Super Jump.
