For as long as I can recall paper/scanner missions the only way to get a different set of 3 mission offers was to zone. However with I17, you can take a scanner/paper mission you don't want, abandon it and then when you check the scanner again its a new set of 3 to choose from. Now you don't have to zone to play mission roulette. Yay for stealth QoL enhancements.

The costs are mainly that you have to slot enhancements for all the slots on each build. However you can save a lot of inf on your second build if you dont slot it until you need it. (such as a lvl 50 PVP build). You save the cost of the enhancements you would have replaced on the way up. -
The event was fun and a quick way to get all 6 new badges. Once we had about 3 full teams things worked out ok. Need a better progess bar for the banner though. For about the 1st 5 min no progess showed at all, then blue made its way onto the screen and we had the protection down in about another 2-3, leaving plenty of time for 3 full teams to pop all the banners. The inital lack of movement on the bar was very discourging. Can see many causual/tired gamers not staying with the event with that reducing motivation.
Like the option for the 4 rewards, 2 charged, 2 timed. They do have good Halloween flavour and make it worth repeating the event to get them all on some characters. More likely that most alts will only do the event once.
Oh, and all the new badge designs are quite nice, similar in shape to the old ones, but with enough accenting to stand out from the others
