Buff/debuff beats healing any day IMO. Yes, I know emps get some nice buffs, but the majority of the emp players I've run across tend to sit back and do nothing but play whack-a-mole with the team's HP bar.
Sorry about the tone of the message, but I've ended up on too many teams with a "pure" empath with no attacks, 2 travel powers and the full medicine pool. That seldom happens with any other set. -
Moved the only character I had any desire to play OFF of Freedom and back to Guardian. Other than that I moved a few lowbies around, and moved some unplayed higher level characters from Guardian to other servers.
A few characters have moved to/from Pinnacle & Guardian, and a few redsiders from Infinity came to Guardian. -
For an easy to hold aggro and survivable first tanker it's hard to go wrong with an Invulnerability tank, a mature IO build is second only to Granite Armor in durability and it doesn't have any drawbacks.
Shield's another good choice, but since it's a defense character it'll take a bit for it to mature... you won't really feel like a tank until the mid-20's or later. Once it matures it's great, but it's slower starting than Invuln.
WP gets a lot of recommendation, but I can't really suggest it for a first tanker due to the difficulty in holding aggro. WP has by far the weakest taunt aura of all tankers... it's 1.25 seconds base duration compared to Invuln's 16.9 second base duration.
As far as secondaries go most of them work nicely; I've played /Stone Melee, Fire Melee & EM to 50 myself... frankly I wouldn't choose /EM again. Mace has had a recent buff and apparently is very nice nowadays.
If you do decide to go with Invuln, please check out my guide to the first 20 levels in my signature... it'll help you past the early mistakes lots of players seem to make. -

Any thoughts on the character? Barbarian swordsman? Medieval Knight? High tech? Magic sword found in a pawnshop?
For a barbarian type character (think Conan, Kull or similar) maybe something like Baktor? Dontak?
For a magic Knight how about something on the order of Sir Magni Feeke?
It helps a lot for me anyway to have a basic idea of what the character's about to think of a name. An ordinary name frequently leads to a character I loose interest in. -

If you're looking at replacing the mobo then you'll need to replace a bunch of other stuff due to the age of your machine. You're looking at replacing the motherboard ($100 roughly), CPU ($100 - $200) and RAM ($50 - $100) at a minimum; and if you're looking for an Ultra Mode capable machine probably the video card as well ($100-$300). That may also require a new Power Supply ($80-$100) depending on how much oomph your current machine has. -

Most of my villains will come blue for sure; I may toss a lesser played 50 or two red just for some of the high level stuff.
After leveling one Brute to 50 and a few other villains to around 20 I do have to say that the early levels redside really, REALLY stink and while there are nice story arcs there there isn't anywhere near the variety you find blueside.
As for the markets there's literally no comparison... the BM is a poor red-headed stepchild of WW with many things quite literally not available at any price. Several sets I was looking for had nothing for sale in their entire level range and a most recent sale of a couple weeks previous. These were some of the same kind of thing that has a decent turnover blueside. At the very least most of my redsiders will become Vigilantes for access to both sides and the blueside market. -

Well, a decent power supply runs in the $50-$100 range here in the US with premium units being more. It all depends on just how much power you need... the 8600 should be ok with a decent quality 400 watt unit. Units I've had good luck with are Asus, Corsair & PC Power & Cooling (bit pricey on that last). I'm sure there's lots of other quality units there, those are just ones I've personally used. Corsair is usually thought of as one of the best price/performance units... I've only had one in a system for 5 months so far but it's working perfectly.
You'll need to check out online merchants or brick & mortar stores in your area for prices. Since you're using an older video card that isn't as... greedy as new ones a 400 is probably plenty. If you decide to drop in a new high end card you may need a bit more but for what you have it ought to be ok.
I'm having to guess since I don't know what the rating on your current power supply is, but lots of PC manufacturers put pretty low end PS's in their non-gaming machines with just enough power to run the parts it ships with. If you've a 400 watt or bigger PS you're probably ok; a 350 may be marginal and anything lower is asking for trouble. -
It's limited to your team, and it does have a maximum radius but it's quite large, 60' according to Mids. When you activate Group Fly everyone on your team and their pets within 60' of you are flying... and under a -25% tohit debuff which limits it's effectiveness. Your teammates have no option but to fly if they're in range which also causes the power to be unappreciated.

My Invuln tanker runs about 50% smashing/lethal/energy/negative defense with one enemy in range of Invincibility; I purposefully went above the 45% soft cap to provide a buffer against debuffing. In actual practice, combined with the ddr Invulns get access to, it works...really well. At the aggro cap, even-level and +1 Romans almost never get me below the soft cap; higher level foes have driven me as low as 36% defense, but that recovers quickly as the stacked debuffs start to wear off.
Incidentally, the soft-capped negative energy typed defense comes in quite handy on the ITF itself, during the fights with the nictus...nictuses...nicti? I can fight mixed mobs of defense-debuffing Romans and negative-energy-wielding nictus guys (whose damage type ignores my enormous smashing and lethal resistance) with confidence. -

However, that description was written with an eye towards DISCOURAGING an Ill/Rad from getting Choking Cloud, so the tone I used was a little more cynical than I would if I was writing a Fire/Rad guide. Fire/Rad and Ice/Rad are the two best builds in the game IMHO to make use of Choking Cloud. The combination with Hot Feet or Arctic Air are what make Choking Cloud work in those builds.

I just ran into a similar problem with my replacement card, a 275 GTX... it just BARELY went into my case with about 1/8" to spare. Admittedly it's longer than the 8800 that came out but I hadn't thought of a potential problem until I had to get the sucker into the case with literally no clearance. Pulled all the cards and the drive cage to get clearance to wedge the card in, then replaced everything once it was mounted. The back of the card just misses the drive bays by probably less than 1/8". Fortunately the rest of the case is roomy enough and has good ventilation.
You didn't mention the power supply; remember that most relatively recent gamer cards eat lots of juice... a 250-300 watt won't cut it. According to the card's specs it wants a minimum of a 350 watt. -

If the god of averages is with you and the power hits, then it makes a second check. 80% of the foes will be hit with a Mag 1 hold, which does nothing, and 50% of the foes will be hit with Mag 2, which holds minions. These two types of hold stack, resulting in a combined percentage chance of:

10% chance of Mag 2 that will hold minions only, and

Any foe actually held will have a green puff of gas show up at their face, showing that they are choking and held. Any foes not held have another 5 seconds to attack you or do whatever before another pulse. All foes in the area will make the check again, where some new ones will get caught by the hold, and others previously held will then not be re-held in the next tick, so when the hold runs out, they will be free. It draws aggro, which can result in a faceplant. It uses a HUGE amount of endurance, substantially reducing other things you can do.
The Lockdown proc will have a 20% chance to apply a MAG 2 hold on each mob in the area every 10 seconds which will also enhance the ability of CC to stack and hold the group. A damage proc in the power would likewise have a chance to deal damage every 10 seconds so that's another good thing to slot.
Whew, with all of this we're running into severe slot crunch here; 3 slots for endurance so you can run the power at all, 3 slots for hold duration so it can be more effective at stacking holds and then a slot or two for procs... slotting is getting tight.
What I did leveling up was to slot every End/Hold IO I could find into the cloud, the Ghost Widow End/Hold, the Paralytic End/Hold, the Neuronic Shutdown End/Hold and the Essence of Curare End/Hold, the Lockdown proc and the Lockdown Acc/Hold. All of these are very inexpensive. Once I hit 50 I changed the slotting by replacing one of the level 30 End/Hold IO's and the common hold IO with the (purple set) Unbreakable Constraint End/Hold and the Unbreakable Constraint damage proc.
I've also slotted the Gravitational Anchor purple chance to hold proc into Fire Cages... this is a fantastic proc to have on anything with an AOE immobilize. My typical strategy is to run in with Hot Feet/Choking Cloud running and hit Cinders. With the 90% chance of CC hitting everything with a MAG 1 or better hold that usually holds everything in the group. I hit Cages which typically (due to the Grav Anchor proc) holds a couple or three more... toss Char on anything that's been missed and allow Hot Feet and the monkeys to kill the group. Toss EF on any boss or likely LT... it's fairly rare that there's time on a team for RI. -

A thumb rule is that NR is about half the runspeed of Super Speed and half the jump of Super Jump... if you add Sprint you'll be roughly the speed of unslotted SS.
Long story short, NR will give you roughly the mobility of unslotted SS + about 50% SJ jump height/speed. I'd suggest trying it out and see if it's enough for you; it's well worth buying the MA pack just for the lowbies... it's faster than the Raptor Pack by a fair margin. -
True, but it does limit you to fire blast & flares as well as your tier 1 secondary; it'll drastically cut down you damage output making it much more difficult to kill them before they kill you... the blaster's main defense.

Interesting conjecture here; I do know of a couple of early (now plugged) AE missions that could easily break your averages; I assume no exploit or "under the radar" AE missions of which there still are a few in the list.
The fastest I've yet managed to take a character 1-50 mostly solo is in the 100 hour range, and that included considerable time in the auction house and other, non-XP gathering, activities. From that I'd estimate that at least 50% of the time was wasted as far as pure XP goes... traveling from A to B, hitting contacts, looking for lost mobs in kill-all missions etc. This was an AOE heavy Fire/WP brute and I did focus mostly on large swarms of +1 mobs (old 2nd difficulty level, later the +1/8 setting).
I've leveled a solo Night Widow to 28 using AE in about 6 hours, although it's admittedly using one of those exploitable missions; I don't see getting him to 50 in 50 hours though; one once a character gets to a decent level I prefer to actually play it rather than grind it through a PL mission. I'd imagine you'd get better results with something hugely AOE heavy running at -1 to +0 set for 8 than single target heavy running +2 bosses; the hordes of minions/LT's are much faster to kill than the bosses. Maybe they're not worth as much individually, but killing 10+ of those in the time it takes to kill 1 boss? -
Very little actually RESISTS fire, but there's only a few mobs who are truly vulnerable to it. Early levels Vahz are quite weak to it and in mid-levels the Banished Pantheon are also weak to fire. I hadn't known about the Redcaps, but they're bordering on overpowered already so I'm not sure they're the best choice for a solo blaster.
I'd say just find groups that you don't find actively annoying to fight and you'll be fine; after all doing 10% more damage to a specific group doesn't matter much if said group tends to send you to the floor quickly anyway. Ban Pan could fall into that category with all the mez they throw around. -
As I understand it, pre-issue 2? 3? there was no cap to debt and people could and did occasionally end up with multiple levels of debt. By the time I started playing at the start of issue 3 debt started at level 5 and the maximum debt you could have was 10 deaths worth, which I think (having to remember back a ways) amounted to what, roughly half a level?
Then we got issue 5 and the Global Defense Nerf which you'll occasionally hear us old timers cuss at... it drastically reduced defenses on all characters and came with a slew of other power reductions. As a bit of a bone we got the "half debt" in missions... if you died in an instanced mission you only got 50% of the debt you'd get outside. This quickly became looked at (not entirely logically, but what can you expect) as a debt PENALTY for dying outside a mission.
At another point the debt earned by dying was reduced again by 50%... I can't offhand remember just when that happened, maybe around issue 8 or 9 and I believe the total debt cap was likewise reduced at that time. Nowadays with patrol XP eliminating debt first, and applying to reduce it even while you're logged off most of us old timers tend to regard debt as meaningless now; it's literally a shadow of what it was in the early days.
Oh, I guess I'd better explain just what debt is. When you get killed in game you incur "debt" which must be worked off. While you have debt you will earn XP at 50% of the normal rate until the debt is gone. You can never get more debt than the debt cap which is 5 deaths worth now I believe no matter how often you die and it's worked off so fast that you could go into a typical mission with max debt and you'd be out of debt before the mission was over. Heck, usually one death is worked off after a couple of spawns... if you die to an alpha strike you could well be out of debt by the time the team kills the group that killed you.
In short, don't worry about debt, it'll go away on it's own quickly and all it does is slightly slow down your leveling speed. Just dust yourself off and continue on, that brown stain on your XP bar will wash out soon enough. -

Loosing those two powers in a fight suddenly drastically reduces your effectiveness, and due to the recharge it will take considerable time to get them back up. Making sure they don't drop in the first place prevents that and keeps you moving at maximum speed. Oh, don't forget that a mez also drops RI & EF so you could suddenly be facing a large group of suddenly undebuffed mobs looking at you. Keeping those things from happening is more than enough reason for me to snag Psi for IW.
