well after the 4/22 patch i'm still getting the input lag issue

I'd like to be able to respec a char from any point in their career.

for example I took a power at lvl 38 that i'm regretting I'd love to change it but I don't want to have to rebuild them from scratch I'd just like to roll back a level or 2 to make a diffrent choice.

I'd like to go even further, to something I'd like to see. I'd love it if we could respec a char to a user decide level. For example on one of my tanks I took a power at lvl38 and after playing her for a bit I'd like to change my choice. But I don't want to have to rebuild her from the ground up I'd like to just be able to roll back a level or 2 to make a minor adjustment. I can see other instances where someone might want to change somethign farther back but again not have to compleat a full re-build.

is there a way to respec char from a more recent level instead of having to rebuild a toon from lvl 1 on up?

For example at lvl 38 I took a power that is ok but I really would like to just roll back a lvl and chose a different one, but since my toon is the way I like her (with the exception of that last power) I was hoping to respec just that last level.
