Well for Scrapper the least play build that we came up with on the Scrapper forums was a MA/DA Scrapper. We don't know why it is the least played but it seems to be. It would be a good set to play really with the Stuns of MA would go well with Oppressive Gloom.

I would take a break for 2 to 6 months like I have before and this time I don't konw if I would come back but most likely I would come back but who knows...

Well I'll be the first to say I think you should make a Fire melee/shield/blaze. With FM/SD/blaze you get plenty of AoE and single target attacks, solo or teaming the sets are extremely useful and you well not get bored at any point of the set. Though my opinion is bias for shields, my favorite primary is Duel blades. But since one you can't have them together and two it wouldn't make since together, I would not have them together, so I'm saying Fire melee/shield/blaze. I can even post a build if you decide to go with it.
Now for the lowers levels and leveling up the 2 best I would say is /Regen and /Willpower. Now any attack will do really but BS or Kat will make both better. But you don't want to do Kat or BS so I would go with maybe DM or Fire. DM or Fire for /Regen because of no redraw both are great sets but DM isn't the best for AoE damage. Both would go with /Willpower great too. So I would make a DM/WP or DM/Regen, or Fire/Regne or Fire/Willpower all should be good for what you want to do. -

I really see nothing wrong with a set that has every power being must takes.
As other have said the only thing that really needs to be fix is to switch Lucky and Evasion. Evasion at lvl 28 would be just right for me. -

Yay: It is one of the better teir 9 powers. It doesn't have a crash that kills you. It help my MA/SD do the RWZ Challenge with out a self heal. It not an I win bottom but really I don't need that power I would just like to have a little buff to help me live a little be long in a tough mob, and that is what OwTS gives me. -

It as been some time between a good Issue to some so they stop playing and waiting for I16 or GR

The Best Dark Melee attack chain is MG/smite/SL/smite. That takes a lot of recharge to run so it is not for every one but if you run I just thinking of the top of my head right now MG/smite/Sp/SL/smite/Sp it should be good DPS too, and does not need as much recharge to run. Now Laser Beam Eyes and Energy torrent are ok but for DPS ie soloing a Pylon they suck Leaser Beam eyes should not be use in your ST attack chain that is going for DPS. -

So then my sister Bruce bought a banana from a passing street vendor. He grabbed a dictionary and started to read aloud the definition for monkey curses. He then looked at the crumpled warbot, pointed and said, "Beware! Chaos is brewing beer!"
Then the warbot stood and drank beer.
Then my sister stripped naked and started to dance a sexy dance.
But the police helped her undress. Afterwards they ran in circles chasing Folonius while yelling the words to that pop hit polka song by the Andrews Sisters. That made Folonius roll out barrels of Rikti Monkeys. This proved problematic for the newly created government of the Rikti, for it had finally caged all of the barrel monkeys.
Lady Grey said, "I like to do weird stuff in the nude with the Rikti." So I took out my camera and filmed her from within her secret monitoring station. "I will never spy on her," said blpup pervertly as he passed out from poison. But just as he died, a passing noob stole his influence. Then burnt his body.
Soon the monkey scattered the ashes and ran home crying to mommy he'd been Riktirolled. The momma monkey ate Chaos Creator's little can of sausage to get even. Suddenly, the sausage regurgitated itself out of the monkey and said this, "Let my people go you jerk!" But then the Freedom Phalanx came and revealed that Chaos was happy. This surpised noone.
Then Chaos died a little inside. Later, he got on the interwebs,but got lag when he tried to look up sheep tied onto a kite. This saddened the chickens who wanted to eat sheep.
Suddenly a man wearing a big target on his jockstrap with three arrows on it, all pointing to his third nipple, busted into song:
"I can't get any more funny during this chaotic event, please help!"
Suddenly, Statesman said, "He who laughs first loses their chance to punch Defender in the genitalia! Don't laugh!"
Not laughing, Manticore took off his ill-conceived costume and started to dance like a meandering lama in split pea soup. Swan giggled and got naked before Popeye the Sailorman had a chance to eat spinich. This left him an opening to get Olive Oyl in the mix. Bluto was furious. Wimpy ate burgers.
Meanwhile, back at the hall of justice, Betty Boop was preparing to bath her puppy in a vat of boiling oil. She was killed by a man wearing a yellow sweater with matching socks. He also rode a Harley that did not stop eating Statesman. "Lego my Statesman!", he said. Shortly, a big red ball appeared and killed him too. The ball muttered its disappointment with a spatula.
Ghost Falcon appeared and began to remove his clothes so he could show off his new shiny and improved green toxic suspenders. They not only allowed him to run away with -

do you need/want Stealth and Invisibility? If your going for Defense then your better off going with Combat Jumping over Stealth. It gives about the same amout of Defense and doesn't cost as much end to run.
Grant Cover I don't like to put in that many slots because it doesn't help you out at all to put more slots in it. Also I see that you might have it in for the +5% recharge but you have more then 5 in your build with 4 Red Fortune and 2 Obliteration. So losing the slots in Grant Cover would be ok. Well I don't have time right now to go over any more but I will look at it later. -

I am not sure about dark Consumption. Is it a waste with power sink? Is the slotting I have ok? Am I too attack heavy? I mean:
Shadow Punch, Smite, Shadow Maul, Siphon LIfe, Midnight Grasp Is this stupid ?
Now for the Attacks...No you are not attack heavy. You can have that many attack and be just find. If you like the attacks there is nothing wrong with having that many attacks. As long as you like them then it is ok. It also depends on what you want to do with the build to to say if you have too many attacks. If you want to solo AV which might be hard for a /Elec then I would say yes that is too many attacks...but if you just want to run TF and just normal stuff then that is find...remember as long as it is fun to you nothing is really wrong. -

it also depends on who you want to fight a lot too...if you want to fight Cimerorans a lot then it is very Important but if you want to fight lets say Freakshow then you will be find without GC.

I use the Villain most of the time but I do switch sometimes but It is Villain like 80% of the time.

Well it is a Single Target Taunt so it will only hit one...but it is just like if you use an attack to pull a group 1 might come are all might come YMMV.

In the mish he well be a Monster, which is just like a AV with some things different. So if you are not playing on level 5 then he will be just like an EB, but it will still say Monster, so yes you can solo him with a Tank.
