I love to play my Fire/Fire scrapper more then mine fire/sr and fire/sd, but this is only lvl 27 right now so that will change
Fire/fire can be squishy at times you just need to know what you can do with it. Fire/Sr is amazing and can solo AV with a very low budget I only spent like 30 mil on mine and can solo AVs. It will be tougher but you do lose damage.
Now like Werner said Fire/SD can be just as tough as /SR and can do just as much damage as /fire, but you do need to put some inf into the build but it will be while worth it -

TBH, if the set was ported I probably wouldn't play it and would stick to Shielders. -

Well for a Scrapper I would say Defense.
For a Tank I would say Resistance. -
Softcapped defense is a little over kill with SL too. I will say that my DM/SD scrapper was the easiest /SD I play up to 50 because of SL.

Scrapper is better because with a Brute SC and LR don't do as much damge. the Brutes SC and LR damage cap is 400% while the Brutes damage cap is a lot higher. I have a Elec/SD Brute that I love and play a lot but I don't even need to hit build up with SC and LR because they wont do any more damage with it.

Finally, with regard to SR, I'm a bit put off by the variable damage resistance of the set. It seems to require that you get the crap kicked out of you in order to reap the benefits; I have to wonder how effective that really is.
Both Sets go great with DMif you don't have a lot or don't want to spend a lot /SR will be better because it will be a lot cheaper to get soft capped defense and a better attack chain because of the recharge.
Now if you have a lot of inf DM/SD will be a lot better. It can do crazy damage and has Shield Charge which gives DM a little better AoE. -
Willpower goes good with Dual Blades as you really don't have any redraw. Most sets will go good with it. I love my DB/Regen but a lot of people don't like it because of the redraw. As for the empower and weaken combos I don't like them and they're not that good, I would skip them. The only combo you really should do is Attack Vitals.

Not really. DM doesn't really have a good AoE attack, it is really a ST set.

The same thing happens with the alternate punchs with SS/SD too. You can only use the original attacks, I don't know if it is a bug. There was a thread about it in the bug forum a while ago. I never saw what a Dev said so I don't really know. I can only hope it is a bug.
It is not a dealbreaker because I have both at 50 I would just like to mix it up some. -

If your looking for a tough /inv or /wp I would say
Kat/Inv. Inv as good resis number and Kat as DA which will help out your Def number.
DM/Inv Dm helps out Inv by giving it a nice heal in SL.
Kat/Wp I like this better than Kat/Inv. with the +defense from Kat makes a /wp scrapper hard to kill.
DM/WP again DM gives you SL which make and /WP scrapper/brute that much harder to kill.
The DM one will be tougher on a Brute because of the more hit points that a brute has and the brute have a higher resis cap. -
If it is a Scrapper it is good for a Team or solo
but yes DB/WP is a very good combo. -
Do you have Siphon Life? It was buff about a year ago and it is now one of your best attacks. it does great damage now and give you a ok heal. If you slot it right it is really good. So if you don't have it I would say take that.

Gaidin, Of the three you said it would be Fire. Sonic is good but like you said the sound effects are annoying. If you could get over that I would say Sonic is the best but Fire is really good too. -
To make it easier for people to see your build Import the data chunk so they can see your build in Mids.
