On the psi mastery set for doms I just need to know if link minds doesn't take recharge IOs, I've done the research and it all says no, so I need game proof now.... anyone know?

These are POOL POWERS
Let me spell this out: THEY ARE INTENTIONALLY WEAKER THAN PRIMARY AND SECONDARY POWERS IN NATIVE POWER SETS.
There is nothing wrong with the values on the pool powers, they do not need to be reviewed, and they do not need to be changed.
(On Track) Presence is going on my Mind/thorn Dom, I have made it so I at least will be some help from the set, but if the devs are planning something in the near future for improvement, then yay for me. -
I've got a couple, I'm in the boat of hasten and SS need no efffect added. With that alone I would be happy. But I do have a couple more, Electric powers in my eyes need's new sounds and animations. Maybe something like a backpack that has a generater that produces the charge or something.
And I do too believe Mind powers like Ill and mind control need different animations if I was a mind controller in RL, there would not be a swirl appearing in front of me. -

Phase powers are presumably working as intended, as they adjusted them to where they are in the past couple of years. Same for Fulcrum Shift on Controllers... it had its effects lowered. Not sure if more is intended, but it did get shifted down for them. -
Honestly if you want to know the truth, I'll breakdown each set and explain my experience.
Earth Prim: By far the most useful set of a Troller, second to Mind for the most controllerish.
Fire Prim: You will find that this is the most used set for the strong reason that it is usable out of the box, sort of speak. In my opinion the easiest set to use.
Gravity Prim: Though I feel this set needs quite a bit of work, this set well be the most fun, you got powers that throw forklifts at the enemies, a power that grabs up a bunch of baddies and warp them to where you want. Fun.
Ice Prim: Can't really help ya here, never really used the set.
Illusion Prim: The first controller set I used, loved the invis, loved the PA. The whole set is pure win, the down side is not too beginner friendly, I had to learn other ATs before I was any good with Ill.
Mind Prim: In my opinion the best Controller set in the game. This is the topnotch set, I plan to use only this set on my Dom after GR goes live. Still not a good set for people new to Controllers.
Plant Prim: This is the set I would suggest for people starting out on Trollers, it's got all the right tools at the right lvls and not too bad on end drain. Try out Plant Control.
As for your secondary set, there are a few I feel synergy well, Thermal is your best bet, you got heals, shields, and debuffs at later lvls.
Other sets I would suggest is Radiation Emission is a nice set and not too much management, another fun set might be Trick Arrow.
All the other set well require a little bit more thought and management to use them effectively. I'll let you decide though, this is just my opinion. -

Incorrect. The cottage rule is that any change to a power will not alter that power's fundamental purpose, whether you think there's "nothing wrong" with the power or not. For instance, Energy Aura formerly had just a power sink that drained END. EA could use a heal. Did they replace power sink? No. They added a healing component to it. They did the same thing with Electric armor (Energize.) The power's initial purpose remains.
Yes, and they're not going to screw over the "handful of people" (myself included) who take the power. My post isn't misplaced, your understanding of the cottage rule is lacking. Thus my pointing out of the APP/PPP changes - that was the last time they tried breaking the cottage rule and replacing "powers nobody takes" with "more useful" ones (their own words.)
For instance, Dominators mace mastery. They wanted to replace the "nobody takes/less useful" targeted AOE with Personal Force Field. Guess what my 50 Dom has as a PPP... and what power (wanting more damage) I was using. PFF is many orders of magnitude less useful to me. They ran into that with *every single change.*
They will not outright replace a power with one that's completely different. So, looking at the OP (emphasis mine: )
the answer would be "no." Reason? The cottage rule. -

Huh? This makes no sense. Why would you change a power if there was nothing wrong with it?
Every power change made in the live game has adhered to the rule that it keeps some aspect of how it worked. I doubt that's going to change personally.
That said if it was a 5 second Intang which also clustered the mobs towards a spot before releasing them that'd work and still adhere to the Cottage Rule.
They both worked like they wanted them to, but wasn't up to par. -

1) A Scrapper Epic had it in it already.
2) The Armors survivability was a bit on the low side.
The only way the Devs could change the power is if...
1) they keep the power's type of application ( Targeted AoE? ) and intang. but change the length of which they are intang.
2) If they did use your idea, then they could only add the effect in, not take anything out.
So the power would look kind of like this:
Gravity Sink: Ranged ( Targeted AoE), foe Intang, Foe Attract. -
Well let's see Grav's imm has no kb pro, the whole set does lack more damage then most, and there is at least two powers that I would never take. But if it were me, I would go.... hmmm I'm going with Storm Summoning, and call yourself Atmosphere
I would say though, Gravity as is, is only good for concept until Dimension Shift get's a revamp, and the pet get's a little more damage. If I wanted more control I would take that pool power set, what is it? XD

First of all, the prea material is 1-20 so it's not an epic pool power. Secondly, I'm sure that most of everyone well agree that gravity needs a revamp, Cottage rule applies if there was nothing wrong with the power in the first place, I'm sure there is only a hand full of people who actually take the power. Though I'm jumping to no conclusions, your post is misplaced.

Wow, 64 posts so far, this does my heart proud, I love to see this much help to a new player.
Well I've just got a few things....
1) I would avoid Energy primary on blasters and Corrupters for now, that set has a lot of knockback in it and tanks that are a little on the short fuse side will get mad if you knocking the baddie around like a rag doll.
2) In team's it will turn into fun right away. You may have to wait a few minutes to get started, ( So the team can pack up with 8 ) but it's worth it, things die fast, and you move at about the speed of a rabbit.
3) When soloing killling everything may seem like a drag but you got the enemy scaler now that controls how many baddies you go against and how much higher they are from you.
4) Like many have said enjoy the low lvls they only come once then they are done.
5) Concepts deepen the game ten fold, if you feel a sense of connection with your toon you will feel more home playing him a lot and wont tire of playing him.
6) Though pvp is all but existent here, you can still meet some friends there and have friendly matches to see whos build is better at battling follow players, and who knows, maybe one of you could land a pvp IO hopefully a lvl 50 one, and not have to worry about influence for a while.
7) But most of all enjoy the game, don't let it turn into whos the better damage dealer or who has more def, the whole point behind games is that they are fun and that's why you play them. I myself, love to feel like I can do anything with a toon, this is why I'm playing a defender, seeing if it can take on many enemies at once. Enjoy, destroy, and most of all have fun follow CoX player! -

I'm most curious about the possibility of gettin a non-FF or maybe I'll just say Kin build to at least ranged damage cap? I'm on the side it's not real possible and that has lend me to not even try to gut my build I have and soft cap ranged damage... any thoughts?

I think he means before they gutted psi's AoE monster with a fish craving knife, but don't get us wrong, Dark/psi is a moster. I'm working on a kin/DP now, trying out the sets together and checking out the mob takedown aspect against ST damage. she's only 8 though, just started on her yesterday.

I suppose you mean -res debuff, but ya I checked it after I posted, I was just wondering why they were acting like they would only have one IO they could use.... Unless they are real tight on slots...
