I agree completely with all the advice given so far on DM/SD. I'll post my build here so you have something to consider as you level. Builds are highly personal though and while I think this is the very best DM/SD I can build others will have a differing opinion. Still, if you click the Scrapper Vids or the Multiple AV link in my sig it will give you some food for thought too.
As far as the cost of puples and the market? Milady's Knight hit it right on the head I think
That's the reason. AE. I myself am totally guilty of running boss farms to level. After 3 years my "fun" in game comes more from creating "uber" builds and then creating and testing the toons than it does from playing the same story driven content I've done over and over.
But help is coming. The difficulty slider will change all this for me. I will be more than happy to dump the crazy XP for slightly less crazy XP and the chance to get rich PL'ng a toon to 50 with regular missions.

I actually wanted Flight for concept reasons and I couldn't get it in the build I was planning! I was having trouble with Soft-Capping. But you fit it in! It's perfect! I love you! -
Alright. I rolled a DM/Shield. Thanks to the magic of AE and a bunch of friends, she's sitting at level 21 now.
I'm enjoying it so far. Especially when I took her out for a test drive on her cape mission with 4th Challenge Level.
I'm currently focusing on a "Fun Build", like I do with all my characters. I take whatever power I think would be coolest at the time. Once I reach 50, then I start worrying about the numbers.
However, I do have one question.
How do you slot Siphon Life? -
Well I have had experience with Super Reflexes. It's just I chose a not-so-ultimate primary set with it (Dual Blades).
Considering the fact that I haven't tried Shield Defense yet, I think it's best to go with that.
A concern though. How much budget am I looking at to get an "ultimate" DM/SD Scrapper?
Furthermore, is Hasten ABSOLUTELY NEEDED for the "ultimate" DM/SD Scrapper? I really hate Hasten with passion. -
I normally don't post around the Scrapper forums, even though I like to think I'm a Scrapper specialist when it comes to play style. However, I'm stuck regarding a decision, and I was hoping some of the more experienced Scrappers could point me in the right direction.
Basically, I want my ultimate Scrapper. I already have 4 Scrappers (BS/WP, Claw/Regen, Dark/Dark, Spines/Fire) and 3 Brutes (Energy/Energy, Dual Blades/SR, SS/Invul), but I mainly built them for pure fun, and their builds revolve around concept. But now I want to have a Scrapper that can look at AVs and chuckle and insult their mothers.
For primary, I think I want to pick Dark Melee. It seems to be a very versatile melee set with a bunch of "utility" powers that would come in very handy in tough battles.
For secondary, I'm not sure what to pick. I'm stuck between:
Willpower: I think Willpower with near-capped Defenses would be quite nice, especially with Dark Melee's ToHit DeBuffs.
Super Reflexes: I am a personal fan of SR. But it's really not fun to level, and it's a very tight set. That, and from experience, there is always a chance that you get squashed in two shots if the foe gets lucky.
Shields: I have never experienced this set.
So. What do you think would go best with Dark Melee for an 'ultimate' Scrapper build?!
I also care a lot about the "fun factor"... -

Guys! The developers of this game are not a bunch of monkeys stuck in a room, clueless on what to do with their bloody game! They're not just sitting their scratching their rears in the hopes of someone coming here and suggesting how to "fix" Architect Entertainment!

I'll be honest. I did not fully read the original post, or the posts that followed. I just wanted to add a personal observation. From what I read, your suggestions are already suggested countless times.
From what I've seen with the progression of City of Heroes in the past several updates and the news about the stuff in Issue 16, I have come to the conclusion that City of Heroes is taking a new path, with a new future, and a separate road from your average MMORPG.
Since NCSoft took over City of Heroes, the game has gone under drastic changes, starting with the PvP system.
Personally, I do not believe the developers are sitting around, utterly clueless on what the concerns of the subscribers are, and no ideas on how to address them. I think the developers are not only aware of our concerns, but they probably know more about addressing them than we do. So I doubt these redundant threads that are oh-so-full of "ideas" and "suggestions" to "fix" AE are needed.
From what I see, and from the direction I see CoH is taking, AE does not need fixing.
City of Heroes is changing. Leveling is becoming more of an obsolete concept as we advance. Level difference is becoming a trivial concept. From what I see, they are letting everyone play the game in the way they want to.
They are letting farmers farm. They are letting power levelers power level. They are letting content-seekers seek content. They're letting market manipulators manipulate the market. They're opening the doors of PvP to anyone and everyone, including that casual player with a clumsy build.
Let it rest. City of Heroes is changing. Nothing needs "fixing". The only thing that needs to be fixed is the "veteran community". The only thing that is needed is for us, the old-time players to adapt.
City of Heroes is becoming different from your usual MMORPG. And I think this is what sets this magnificent game apart from its future competitors.
And personally, I think City of Heroes has never been better. The game is on an excelling road, and it will continue to grow as long as we support it. If you think the game you loved and cherished so much is "broken", then leave. If not, adapt and enjoy your time with the new direction of CoH and stop thinking the developers of the game are a clueless bunch of monkeys stuck in a room.
These are merely my own observations. And as a CoH subscriber, I've never been happier. Feel free to disagree. -

The problem in AE is not farming. It is the rampant powerleveling going on that has changed the typical gameplay experience. This is what needs to be addressed, not farming.
I am concerned that players aren't experiencing the incredible variety available to the game. I wonder if those players going 1-50 in AE ever got the chance feel the rush of leading a team on that brute they rolled that doesn't have set IOs yet. I wonder if that level 30 broadcasting in cap even bothered getting enhancements. It's not like that lvl 50 running the team can't solo it.
As a farmer, I am concerned about AE's impact on the game. The game is not all about dinging to 50 as fast as possible. Sure, PvPers like having this ability so they can get the new FOTM out there. Sure, some people like to skip to SOs. There isn't really any problem with this. There is, however, a problem when a good portion of the playerbase is spending the majority of their time sitting on lowbies in on farms. As I said, it is rampant powerleveling that has me concerned.
Is this game really bad enough 1-50 that we have to rush through it? I know I get spoiled playing my best 50's.
I really don't feel like there is any more room to discuss this topic. I disagree with your opinion, for a few reasons, and let's leave it at that.
I do admit though, Tonality, at least your logic makes sense. -

All these fancy new 3D stuff are ruining the game! In my days, we had fun typing out commands to do in game in a crappy DOS interface.

As both you and Hydrophidian pointed out, there are different issues that make the AE more lucrative than normal PI farming. Convenience is one. You don't need to travel far and the hospital is right there. You brought up auto-sk, and that's a valid feature too. All of these give you increased XP per hour.
But it still comes down to this..... if AE wasn't more profitable than PI, people would still be in PI. Some of the things that make AE more profitable may not necessarily be the difficulty level or the experienced gained per boss, but all components do add up to make it more profitable.
With I16, focus should shift once more towards regular missions again. Right now though, AE offers advantages that PI does not.
And please, I didn't say farmers were exploiting. I'll say that some people were exploiting at various times (Comm Officers, Mitos). That's if we use the common definition of exploiting that is used within the game.... using an intended behavior or broken mechanic for gain.
I agree with you in regards to most things.
However, I cannot see what the big deal is. The Risk vs. Reward curve is never a straight, diagonal line. It is a curve. And in every curve, there is a "point of efficiency".
Right now, this point leads farmers to AE.
If you take AE out, it'd lead farmers to somewhere else.
It's that simple. And to me, farming bosses in AE is way more fun that farming Behemoths with my Spines/Fire Scrapper. Why? Because it's more of a challenge. And with that challenge, comes greater rewards. -

As for it being a walk in the park.... it very well can be a walk in the park. I've run through a couple of those. Lots of experience, capped out ticket rewards, zero risk, little effort.
If PI farming teams are just as lucrative as AE, then why aren't more people in PI farming? If AE doesn't have all these advantages, why is it so popular? I'm serious. When people farm, they choose the most rewarding content. That's why you don't see farm teams running radio missions. So if AE does not offer advantages to the normal PI farm teams, then why do the farmers, people who admit and pride themselves on their knowledge of maximizing rewards, concentrate on AE?
You need a team. And you need a GOOD team. You need high DPS, and high survivability. Sure, this team could mow any regular content missions. But it is not NECESSARY in order to mow your way in regular content. In AE, it is necessary; otherwise you'll have team-wipes and quitters.
What makes AE so 'popular' is the fact that it is accessible. That, and the Auto-SK feature. These reduce the time needed for farms. And time is a major factor in efficient farming.
As I've said it countless times, farmers do not exploit the game. Farmers find an efficient point in the Risk vs. Reward curve of the game, and then repetitively use it for their advantage.
Right now, this point of efficiency seems to reside in AE maniac boss farms (and other farms depending on your particular team build). And in order to reach this point of efficiency, you need a well-built team and co-ordinated team play (unless you're that one guy who solo's boss farms with their 4 billion IO'd-out build with enough DPS to do it efficiently). Once you do arrive at that point of efficiency, rewards start rolling. -

AE is more efficient FOR THE RIGHT TEAM. AE does NOT give experience in greater quantities (custom bosses offer less XP than bosses in-game, Patrol XP is not taken in AE, and there is no end-mission bonus). AE does NOT give out experience with less effort because farming level 54 bosses isn't really a walk in the park.
