I didn't really find covering EA's NE defense to be that hard.
I didn't find Fire Damage to be that big of a deal for IA on my tanker.
there's pros and cons for EA and IA. Between these two, id let it settle on concept. -

Both can get to capped HP, though WP is more likely to stay at capped HP, while Ice is most likely to rely ont he defense, and use Hoarfrost as a heal (best way to use it imo) when things start to break through.
I dont think you can go wrong with either choice. And Ice Armor I believe is easier to softcap.
Ninja is an option. My only complaint about the set is the DDR seems to low for it, or it could use some S/L Resist to make up for the small amount of DDR (not thinking SR levels, but it does FEEL *ie I could be wrong* less than Shield).
I love ninjitsu, I think it could use some improvements (small amounts) to put it on top, where I think it should be for Stalkers (it is unique to them and it just feels *to me* to be losing out to other sets!). -

Wrong. Your story is as true as mine. It's just not real, for me. Your story might differ, but since I can't look into your head or read your memories and I don't read any fanfic at all, I have no idea what you did to Statesman in your universe. But both stories are equally true, from an outside perspective. I'm just not bothered about yours.
Now, this may sound confusing as heck to you humans, but thanks to a professor Schrödinger, the many-worlds interpretation of quantum mechanics comes quite natural to us cats.

And if you're willing to ignore the story and it doesn't matter to you, then how the devs write the story shouldn't matter to you, as you just make up your own anyways.
I've never said that's bad. So I got your point. But your point doesn't work for writing the stories really for the devs. With that line of work, they could just have nameless character in costume and you can decide who it is, what powers they really have, and just smash away at the keys

But some of us also like to go somewhat with the given storyline. Praetoria happening. Tyrant isn't soloable (anymore) and requires a massive gathering of heroes. ect ect... -

People go "I want the stretchy fabric" well if that becomes the norm, we lose out on the body hugging outfits that comics are known for. And which in fact, people complain about being in comics, then makes one wonder, why come to the comic book game if you don't care for the medium?
And yes I know the medium has made use of fabric that stretches as it should. -

StJ because adding AS into the chain eliminates low DPS filler attacks trying to get to Combat Lvl 3 (AS provides 2 Combat Lvls). DB because it makes some of the combo moves easier to use (Sweep and Empower). KM with the ATO proc will help BU insta-recharge more often.
All other primaries do not benefit as much but still get to use the best ST attack in the game consistently in their attack chain. The difference between pre and post i22 will be like night and day in regards to ST DPS for all.
I don't think anyone will prefer to have a stalker over a scrapper on a team but stalkers will not be shunned anymore. Stalker population will multiply by 20 over the next few weeks, just wait until double xp weekend.
Which for those who keep to some of the attitudes mentioned before might turn from "LOLSTALKER!" to "LOLNOTELMSTALKER!"
Also survival wise, some Stalker Primaries aren't that far off from Scrapper counterparts, with the difference only being a couple of hundred HP. Yes, that's a difference, but then the Stalker can dish out a bit more ST damage in bigger bursts.
What Siolfir said is also true. I'll bet my WP Stalker is likely more survivable than equally IOed out FA Scrapper. However, that FA scrapper likely pulled ahead in ST Damage having Blazing Aura going and access to Fiery Embrace (Burn may or may not help ST DPS. Im sure there's probably some Primaries that don't mesh well with using Burn for ST damage, but Im not 100% on that).
But a WP Stalker vs a WP Scrapper with the same Primary, the edge would likely go to whatever the choosen Primary was. -

And as much as Captain America is not the main protagonist of Spider-Man or Daredevil even if they happen to share the same universe, Statesman is not the main protagonist of City of Heroes. As soon as I login into the game, even if on team or solo, I am the main protagonist of the game.
And so are you.
Running through the content doesn't have to look like "You're a sidekick" or "You're a flunky" but at the same time, the story wouldn't work if they based it off players choices, as that's just to many variables to account for.
Player versus Silver Mantis (in the players perspective) can easily be...
1) We fought, I killed her, ate her soul, she's gone forever!
2) We fought, I defeated her, she wound up in the zig.
3) We fought, she kicked my butt!
4) We fought, ended up making out and...well...^_^ let's just say we got sticky!
5) Something else entirely!
To many variables for the writers to account for when trying to move the story along.
Now, could go the route of it's your character doing all this, but it loses something in the effect of being an MMO (at least imo) because it's then hundreds of other players saying "I did that too!" or "I did it, not you!"
Example is discovering Honoree is Hero One! That's an event that can only happen once in a storyline.
Of course some of this is from an RP perspective, but that works works whether the player actually actively RPs or just imagines some things while smashing keys.
As a player I'm more likely to believe an NPC is in the spot that Statesman held untill recently than some other players character that isn't mine. But the story also wouldn't go the way I want if my character was in that place, would it?
Katie Douglas being put back into the box. My character never would of put her in back in, and would of gone along the lines of "the good of the one out weighs the good of the many" (to quote Star Trek) in that case.
Now the PC replacing States would work imo, but it would require either a lot more work, or less storylines from the devs to account for multiple likely outcomes and then letting those on the team see the world the PC created through their actions. CoH however doesn't really allow that.
So for the sake of CoH's writing, I do prefere there to be some big heroes like the Freedom Phalanx. Of course, I'd also like for them to give some of these signature characters more depth. -

That art style almost reminds me of the Perfect World's game graphics, which I think would be awesome for CoH! And maybe get people off the dated graphics comments. Now only if they can get that style and keep the sliders as they are (if not improve them). -
I think in most works of art, people see things in them that really aren't there.
But then, I also think the point of some of those works of arts is for the viewer to decide things on their own.
Of course, the creator could have had an idea and the viewer thinks it's something else. Or the creator does indeed have an obvious view they're trying to get across.
For instance, I think a large majority of people look a little to deep into comics. Why I defend it so much. You hear cries of "sexism" when I see "visually stunning/appealing art".
Comic books are a visual medium, so I don't expect them to draw plain looking characters, and if they did, I likely wouldn't be that interrested in the comic anyways.
As someone who loves to write (and used to write more often untill something put a hold on that) I remember writing a 5 chapter intro to a story I was writing. For those who read it, I got lots of compliments. It was also noted for being being quite dark, twisted, and erotic...it was written that way with no real objective of trying to put any belief into anything other than what my economics teacher said in class and I agreed with: "Shock effect sells."
Sadly, if some read it, they might see something deeper in it like "Author hates men" or "Author hates women" or "Author hates priests" or "Author is a sexist jerk" or "Author is an uptight feminist" or "Author is one twisted individual who's probably some evil satanist"
When really it was "Hmmm...how can I introduce the characters in some shocking way to help keep the readers interrested? Oh! That's it! Sex and violence sells! Intro characters someway using one or both of those!"
Basically, sometimes a story is just a story with no real meaning behind it other than to entertain. Of course it seems many people today look for a meaning that isnt there or misread the meaning.
Reminds me of the 80's Rodney Dangerfield movie, Back to School. Kurt Vonegut (sp?) writes a paper for RD's character's about what the meaning of his writings were and the college professor was all "I know you didn't write this, and whoever did has no knowledge of Kurt Vonegut!"
Now what I do like to hear, is people's own impressions. Which tends to happen more in music, when songwriters will have the song mean something to them, but not tell anyone what it was (or at least not at first) prefering people to find their own meaning in the song.
Which can make a song about love and loss to one person (possibly even the writer) be about finding and keeping the love to someone else, for example. -

They're probably sick of having to write Jack's character into everything big.
They're probably sick of his ridiculo-god powers making it hard to mechanically explain why he's sending girls with guns to go fight gods in his stead.
Would you prefer that he be "rebooted" to be grittier and more realistic? throw darts at the diversity board and see what he gets changed to? "Let's see here, you hit crippled, narcissistic, sex-maniac, warmonger, black, and hispanic. Hand this to Tony and tell him to have the backstory written by tomorrow, or we throw two extra darts."
I see that as no different than a comic book writer having to write for a 60 year old Batman or Superman.
So the fact that the character was created by someone else shouldn't be a factor.
And if the problem is him sending heroes off to fight things he could fight, then work around it by saying "OMG! Brand X I have to save the world from a meteor hurling it's way towards the planet! Quick! Take care of Recluse while I take care of the meteor!"
Also, this is no different than every other hero (Positron, Synapse, basically all TF contacts) who hands out missions to our heroes. And suppossedly they're tough enough to handle the situations on their own too.
Oh! Also, not worried about offending JackThis is just me not caring for the killing off of characters because Jack made them.

The only correlation to Arcana's second "joke" that I can think of is "Popeye".
And frankly, that IS a stretch, and a pretty poor one at that; certainly not deserving of knee-slapping in my book.

Even better, give players the option of being in the Freedom Phalanx SG or their own created supergroup! The FP will just have an unlimited number of spaces, stops you from joining another, and gives you access to the Freedom Phalanx supergroup chat channel!

I've mentioned it elsewhere, but I've seen one ex-CoH developer comment on Facebook that people in Paragon Studios had wanted to kill him for a long time.
The difference now is the cut-scene technology, the focus on monthly stories, and a new focus designed to make the player heroes be the pre-eminent heroes. From that latter standpoint, it makes some sense to kill Statesman and Sister Psyche, as they represent god-like power. If they're gone, then there's no deus-ex-machina waiting in the background to save the day. Well, except for the fact that Penelope Yin is stepping into Sister Psyche's shoes and is even more god-like in her potential, apparently. :-|
No, in the end it pretty much just comes down to the fact that the devs themselves were just as ambivalent about Jack as many players have been.
Not to mention we have all the other big time powers in the game.

I think for this, the real thing needed to be done is a change to graphics. Without looking cartoony (the other two MMOs). Maybe in the vein of that Perfect F2P MMO.
Which btw leads me to this suggestion...giant cross backpacks!
