Okay...I came up with the perfect inherent power for Scrappers. Non game breaking and PERFECT!
Inherent Power: PURE AWESOME
Ability: This inherent does absoluely nothing! Scrappers are just filled with PURE AWESOME! -

take the top half of the robes and make them into just tops! That way can combine them with skirts, various belts, be without sleeves, and generally look like shirt tops or blend into the skirts!

CoH is still the best superhero MMO out there. I won't believe it's going to it's demise untill another one comes along that can actually be looked at by others as a majority and say "Okay...this really is better."
The last two failed in so many ways when they really just had to look at this game and go "Do this, this, and this, skip that..."
the next one won't break CoH either, as I just don't believe playing unoriginal characters will draw people in. I think people want to make their own unique characters. -

I don't think they will make this and Positron has a fear of Clowns, so that a no way, People do have fear clowns you no.

But making more sets in general that grant decent +Resist ALL bonuses (likely in the 6th slot) I think would go along way in having people go alternate routes for builds besides +DEF set bonuses.

But part of that suggestion was from a team perspective as well. This change would help keep the lines between damage and survival (admittedly Brutes sometimes take the win in damage and survival due to things like Gloom...which btw Im not asking to be removed...though I did try really hard in GR to get Scrappers Gloom instead of Dark Blast) more imo. A little overlap however is a good thing imo! It makes for nice differences in power combos.

Having a DB/WP at 50, I also know it doesnt take much +RCH bonuses to obtain the Blinding Fient -> Attack Vitals Combo -> Repeat for great ST DPS.

They have saved the world but all they do in the present is walk into obvious traps and break stuff that the players are responsible for fixing.
When without those signature NPCs this game would be boring. You still want those big names to go up against and slapping AV status on any random enemy isn't the same as one with even a bit of thought out background.
What the writing staff could start doing is writing it out and making them work! Showing them succeed.
Many ways to do this as well.
1) Heroes working along side (not for) the signature heroes and accomplishing a goal. The same with the villains.
2) Creating succeed or fail missions. Missions that when defeated keep you down baring certain powers...rez powers/awakens...and if one clicks Hospital, they can't reneter the mission.
3) Like #2 but improving the jail cells! If you get stuck in a jail cell you can't escape! However you can be broken out! And if the whole team is captured, kicked from mission and mission failure!
Personally, I think these would be awesome additions to CoH, but of course, I'm sure many would disagree. -
I say still throw in the AVs. The AVs tend to be notable NPCs! I don't thinkw e face them enough!
EBs on the other hand can be some tough oppenents that don't have to be signature, but rather rough and tough nameless lackeys!
But more of them in! It'll encourage teaming or building to solo them! And if they can't solo the EBs but prefere to solo, plenty of missions already out there with no EBs!
Or make it a purely level 50 deal. -

On the subject of placate, I was agonizing at levels 26 and 30 about what to take and I ended up taking recall friend and fly. I hardly ever use either but they're handy when they're handy. Placate was never considered for selection. -
The more I think of this and the debates between the melee ATs, the more I'm convinced the following is a good idea...
Tankers 90% Resist Cap
Brutes 85% Resist Cap
Scrappers 80% Resist Cap
Stalkers 75% Resist Cap
One thing that has bothered me is the tough scrappers have the same max resist cap as all the squishies.Not to the point of caring to much mind you.
But then it helps going with the reverse order in terms of damage (though that will be subjective on lots of factors...AOE vs ST, DPS, Burst, keeping enemies close for the AOEs and ST, specific sets that just advantage specific AT mechanics).
And there you go. The best makeover a Scrapper can get! 80% Resist Cap! -

I have Scrappers who haven't slotted this set at all because they're built for positional defense. The extreme high-end possible with this set allowing for +10% L/S defense by splitting the Superior version of the set across two powers is a strong motivation to build for combined L/S+Range. However, I am not compelled to retool my builds for the critical bonus piece alone - I would only do it for all six pieces (as you mentioned), and even then purpled only.
To the OP, my suggestion was just basing it off you saying you're going for S/L defense. ToD and Oblit give the same amount of S/L Defense (less the the Scrapper ATO set), but Oblit has the +RCH bonus.
Another option if you're not in need of the +RCH bonus from the Scrapper ATO set, is to split the ATO set into 3's.
Replace the Kinetic Combat's (if you're level 50 and have the set catalyzed) and use three ToD or Mako's to fill in the enhancement values (maybe add another proc to the attacks) to obtain 1.5% +HP!
If you're maxed on the 1.5% +HP set bonuses (which I doubt sense you'd be replacing Kinetic Combats), use Crushing Impacts for the 1.12% +HP.
Doing that increases your S/L Defense from +7.5% to +10% and icreases your your +HP from +3% to +9%.
That's win win!

SS: ACC/DMG, ACC/DMG/RCH, DMG/END/RCH & Mako's Bite: ACC/END/RCH, ACC/DMG/END/RCH, Proc
SS Remaining Three ATOs & Mako's Bite: ACC/DMG, ACC/DMG/END/RCH, Proc
Good enhancement values and you just added damage procs to the attacks that likely lacked them. -
Before the buffs (and the intro of StJ) MA held the top spot, but it was also all smashing damage.
Haven't gone through the sets lately to do new DPS tests on them, buuuut, last I recall at least for Scrappers, StJ and MA pretty much evened out.
I wouldn't be suprised if they still evened out, since MA has Storm Kick.
Dark Melee and Energy Melee actually had the ability to be way up there in DPS, and while lower by just a little bit, had the benefits of exotic damage.
I wouldn't discount KM, with the stalker proc, Build Up is recharged so often it's part of the attack chain.
I think one of the reasons Dark Melee isn't as popular is because it's an old set, it also likely feels concept limiting to many people, which doesn't help it's obviously older animations.
So to the OP if you're looking for the top DPS from a purely numbers stand point, it's very likely StJ, and while it can slot a -Resist proc, I don't know if I'd discount sets like Kinetic Melee or Dark Melee which have the different energy types to work for it.
Not to mention Dark Melee comes with high DPS (before the changes it was #2 for DPS before procs were put into the equation), a self heal in an attack, and additional survivability in -tohit. -

Lacks added regen, like you say lacks the Smashing Resist, and gawd if it's DDR isn't to low and it's mez resist is an annoying clikie. :/
But yes, I've thought about using it in the place of what I want, but I always felt the low DDR didnt help with survival. Not wanting SR levels of DDR, but I felt NIN's for what it offered was to low. -
I will agree with others. I don't think EM needs more AOE. If you want an AOE set, play an AOE heavy set.
Mind you, when I say that, I'm not against giving Whirling Hands to Stalkers so they have that same amout of AOE, but that's more because I always liked WH's animation.
In fact, Barrage, original ET, TF (being just ONE really slow attack in the set, didnt bother me, especially since I like the animation) and WH's animations delivered with pink pom poms of awesome sauce (my EMusers were made before power customization) where why I loved EM to begin with!
ET's high damage, 1second animation attack was awesome in PvP and PvE, no doubt about it. But the change to ET only came about because it killed squishies quick in PvP...with PvP's new rules it's damage would be cut (quick attack so less damage)...maybe not by a whole lot, Im unsure on that...if it went back to it's original animation.
Yes, it can get up there on ST DPS, but that required lots of RCH and just meant you damaged yourself even faster
I doubt putting ET back to it's original animation time wouldn't get it a bunch of new players (in my experience, players prefere the AOE) but I do think it would become more used than it is now (I'd use it again!). -

While I'm not sure a high end build would be made purely of HOs (Im 99% sure they wouldn't), I could see people going after IOs and using them, and more of them, with the return of their original enhancement values.
Often times I have powers that I use regularly that have 1-2 slots that no set bonus is worth putting into the build.
Sure, I may look for such a set bonus, but in the grand scheme of things, not detrimental to the build. But added enhancement values! YES!
I already use some multi-aspect IOs to fill in some enhancement short comings, rolling back the original change to HOs would make them worth going after and putting into quite a few of those 5th and/or 6th slots! -

Having tried it out on test myself, I found it meets my requirements...
1) Look awesome! The only thing lacking is an energy rod style staff!
2) Put out enough DPS to solo AVs (with a build built for it of course).

I havent used points in FOREVER! They need to make me use my points! Don't they want to see me buying boosters for my Staff Fighter's IOs?! And all those other goodies I'll totally buy while leveling up and then going through incarnate content!
