A) It is a belief, not a statement of fact, and
2) I believe more in Widow's abilities and experience as a highly trained spy who fights highly trained soldiers and super beings than Buffy's abilities and experience as a super-strong, but self-trained slayer who gets into what amounts to street fights, albeit with supernatural beings, most of the time. I doubt Buffy could point out a nerve cluster, let alone know how to strike one in such a way as to paralyze her opponent.
Again, we see "ordinary" heroes (Batman, Capt. America, Nightwing, Daredevil, etc. take on foes far above their own level of power, and often far above Buffy's level of power and triumph due to superior wits, training or conditioning. I am a HUGE Buffy fan, but I honestly think Black Widow would best her. -

The weakest of Primaries when it comes to ST DPS, is still dishing out 150 DPS using it's best attack chain and only be slotted for damage (so not counting any procs).
That's the weakest of the Primaries.
Okay, admittedly I don't know where WM, Axe or BS sit at the moment, but I'm sure they get equal to or great than Spines, which is the 150 DPS I was talking about.
You say you have the influence to build any build. So, for Primary, pick your favorite, you can't go wrong with it. My suggestion, pick the one that has the best animations in your opinion or fit the concept you envision the best.
The tricky part is picking the secondary! Shields is a good set! DM pairs nicely with it because it gives what Shield lacks, a self heal (Siphon Life) and DM's -tohit only help with Shields Defense (-tohit is like added DDR).
Since you haven't said you had to have the fastest AV killer, just an AV killer.
Note also DM/SH times that youve seen also keep AAO saturated and enough enemies around to fuel Soul Drain.
I don't recall it being terrible, but I don't believe DM comes out on top with just 1 target for Soul Drain. -

Which would likely move it up quite a bit, more so when you figure that's at least 2 Purple Procs and 2 -Resist Procs.
Besides the Combos just sucking before, my only complaint for Stalker DB was the lack of Typhoon's Edge. It's animation is a must have in my DB users arsenal. -
Truthfully, I don't think the old sets need new mechanics.
I think they just need new animations. New animations brought up to the level of some of the new sets, I think would go a long way to get people playing the sets.
Especially the blast sets, which imo are boring except for Dual Pistols (and there's people who want boring animations for them).
Sure, some sets can use some tweaks, but I know the reason I don't play Axe, Mace, and Broadsword isn't because of their mechanics, but because I find their animations dull and well...I feel more like a D&D Fantasy Character using them, but that's secondary to the animationsI've made at least one Axe concept that Id have enjoyed if the sets animations were better.

In case anyone's wondering, no, they never really give a reason for the invasion in the books or identify the invaders, though in retrospect I find it hard to imagine they're anyone but China. And yes, it's basically Australian Red Dawn mixed with good ol' teen romance instead of 80s cheese, and bland as hell. I dunno how a movie will work, though I cba watching the trailer at the moment. (connection is treacherous) -

Scrappers DB's best chain wasnt even it's combo. Though it required so much +RCH I personally didn't think it was worth it. But then again, I don't look to solo GMs with my characters, just enough to solo AVs. So maybe it was just me who doesn't think it's worth it. -

I think these Enhancements are a bit to high. The benefits of these seem to cater more towards the younger lvl toons. I think that these should be available at level 30 or 35.
At lvl 47 you're already "Meh, I will slot these later." Don't get me wrong a lot of them are a must have but if one could use them at lvl 30 or 35 it will help toons get over that hump. -

I wish I could fit Concealment on a few characters, but that's purely for concept reasons that I want them to Phase Shift, buuut, it's usually a wasted power pick imo as those characters tend to have a Stealth power in one of their power sets already. -

CoT, CoL, Barbarian, Halloween, Elemental Order, Fire/Ice, Gunslinger, Imperial Dynasty, Olympian Guard, Imperial Defense, Celestial, Pocket D, plus account wide unlocks on Vanguard, Roman, Spring Fling, Winter Event pieces (I know I'm forgetting some). We haven't had this many costume pieces added over this short of time since CoV went live.
It's no wonder we rarely run into our unintentional doppelgangers anymore.
Everything was the same, with the bodysliders being almost the same!
Then they replied, "I know! I copied you! I loved the look!"
Other than that, only one other time, but they still had one piece different than my character!
So many choices, I love it, even if I don't use them! -

Animation tweaks...not so sure.
I don't think you can "tweak" the animations to cut down on them. Only attack would be Piercing Shot, and you could possibly shorten it by not having the character throw the guns so high into the air.
But I think they just need to up the damage! Maybe just a straight 16.5%? Just a quick thought on if the set had AIM and it was up 1/3 of the time.
