So if able to hit damage cap solo, the Corr.
I believe FS buffs stack as well, so the Corr should, with the right map and survival not a problem, out damage the Defender.
If it doesn't stack from self, past the initial 10 targets, and not counting inspiration use, I believe the Defender would win out untill a hard target was met, then the corr would start to win out with Scourge.
Defenders gettingmore +DMG from FS and their damage bonus when solo which last I knew, kept them pretty even with Corrs on non hard targets.
Time Manip doesn't have +DMG though, so the Corr should win out on that combo. -

Comicbook readers accpet different artists drawing the same heroes in different ways, and if enough movie goers can be led to do the same, then Marvel could actually create a multi-decade movie universe, where there could be, say, 4 actors who've played Thor, but the events in the moves they were in are all part of one continuity.
Like I think it'd be totally awesome if the Avengers assembled in 2022, and the characters were still the same people who took part in their 2012 adventure. -

Get rid of the following ATs entirely:- Tanker
- Brute
- Scrapper
- Stalker
- Defender
- Corruptor
- Blaster
Replace them with the following hybrids, named whatever the heck you want to call them, with any powerset available to either AT being available to the hybrid:- Brute/Tanker hybrid:
- Brute base damage with Fury
- 500% damage cap
- Brute AT modifiers for defense, resistance
- Melee set primary, defense set secondary to build full attack chains earlier
- Brute base hp and Tanker hp cap
- Brute (ie, ST) version of Gauntlet
- Target cap for power "Taunt" raised to 10.
- Scrapper/Stalker hybrid:
- Stalker base damage modifier with current functionality of inherent criticals, both inside and outside of Hide
- 500% damage cap
- Stalker base hp, Scrapper hp cap
- Melee primary, defense secondary
- Hide added as an additional selection in the secondary (10 choices) available at tier 2.
- Scrapper self-buffing modifiers
- Assassin's Strike disappears, so the Scrapper primaries will remain as-is.
- Assassin's Focus turns into an inherent toggle with 0 recharge and 0 endurance cost.
- Assassin's Focus will increase your base critical chance by 10% (to 20% + 3% per teammate in range) on single target attacks and reduce it by 10% (to only the teammate bonus) on AoEs.
- This lets you choose to selectively increase your ST damage at the cost of AoE damage.
- Defender/Corruptor hybrid:
- Corruptor base damage with full versions of both Scourge and Vigilance
- 500% damage cap
- Defender buff/debuff/mez modifiers
- Support primary, ranged damage secondary
- Power shuffling in the secondaries to get t3 ST blast by level 20 for the sets that have them appearing later
- All t9 "nukes" are crashless (see: Fortunata Psychic Wail)
As for Blasters... there isn't a good way to stay within the concept (only do damage plus die a lot), so they just get to make a Dominator (control stuff and still do damage) or the new ranged hybrid instead. That's why I said to keep the full bonus from Vigilance (including the solo/small team damage bonus).
Since this affects every single "free" AT, I'm sure it would impact a huge number of players and offend almost all of them. But we have too many ATs that all do the same thing, and the only reason can come up with that many of them were created was because CoH and CoV were originally marketed as separate games and so they couldn't just revamp the "old" CoH ATs. I think it's a good idea, at least from a future-balance and team role standpoint, but it would never happen this late in the game because people are too attached to their characters.
Keep the Brute mechanic of Fury, which already lets them get close to Scrapper levels of damage, then lower the Scrapper damage o.O -
I'd keep Hail of Bullets in the set, but I'd lower the radius, and it'd be the sets PBAOE. Doesn't have to be tier 9 level either. But worth the animation time still.

I'd also make a Dual Pistol set for melee ATs! I would switch out some attacks for melee centric ones...like a powerful ST attack that has the character roll along in the ground, KU the target with a kick (something akin to Jump Kick) then releases multiple shots at the target while in the air.
Though I'd keep some of the range attacks, because, well, not like other melee sets dont have lots of range. -

Brutes would lose 5% of Resistance. Scrappers would gain 5%.
Tough/Weave would give better returns for squishies and less for the melee's.
Some powersets would lose their lethal resist, but gain some Smashing Resist.

I don't consider RDJ's Sherlock Holmes to be a reboot of Sherlock Holmes.
Is it just TC starting a new possible franchise as Van Helsing? Van Helsing who's been around in litarture for quite a long time. -

The new time line didn't destroy the old time line. Star Trek has always had multiple time lines. Mirrored Universe is like a fan favorite.

However, with Dual Pistols, the redraw, just made that feel meh. Now redraw is just a downside to using a weapon set period for most people.
To the OP:
I'm not sure I'd suggest Time/DP Defender. I think I'd most likely go...
KIN/DP Defender or DP/TIME Corruptor.
With KIN, you're putting yourself at the damage cap with lots of enemies around to fuel FS.
However, with Time Manipulation, yes the Defender gets better defense numbers, but that's about it (okay a little bit more -Resist in Slowed Response). I'd suggest going with the Higher Damage AT with DP/Time, and just shore up the defense needs.
Though, I do believe even with a KIN/DP vs DP/KIN, wouldn't the Corr win out with both at damage cap, due to Corr having scourge? (Note: I don't recall the ATs damage caps). -

Palladium was just rough. White Wolf had it's superhero setting, Aberrant, which could likely work with or without a little tweaking (never cared for the node aspect of it). -
Some of the more simpler things (I think >_>) that I'd like to see is...
Various "Tights" options" made into "Tops with Skin" options.
Buckled Leather, Patent Leather, ect, those tight options that aren't available with a Top with Skin option. Could be done in a tanker style and just remove the sleeves.
Shorter skirts.
The Tank Top made into a Shirt category option full and belly shirt versions. Would be nice to have the strap options.
Small Padded Gloves for Males/Huge.
New Domino Masks that don't look like they're painted on. Actual masks! Would love to have a white eye with glow option with them, but if they just narrow around the eyes and not leave skin exposed, that may be good enough to just use an aura with them for the same effect.
Spiked Collar kept in the Shoulder option, but also put into Detail 1 option.
Imperial Dynasty with Skin option given multiple color selection. Doesn't have to be all, but would be nice to not be stuck with yellow.
You're adding more and more new tight options, loving those!

Talked to Arbiter Hawk this weekend at the Summit about Dual Pistols. I brought up the "unhappiness" with the balance of Swap Ammo as presently configured, and how the exotic ammo types weren't "different enough" to merit their effects (aside from Incendiary Ammo, because damage is always better than everything). He conceded that since Swap Ammo is occupying the slot normally taken by Aim or a similar booster power that Swap Ammo is somewhat inadequate and underpowered, and that it would be worthwhile to re-examine the balance of the effects that Swap Ammo brings to the table. I specifically mentioned the anemic differences of the exotic ammo types in their effects and got a thoughtful musing look in response. No promises of action (let alone any time soon!), but I got the sense that he substantially agreed with the perspective that Swap Ammo wasn't where it needed to be.
One thing which Arbiter Hawk volunteered (meaning, I didn't ask him for this and he brought it up himself) is that he is of the opinion that the animations for several of the Dual Pistols attacks are simply too long and could use shortening on their animation times. Specifically, he cited Executioner's Shot at 2.4 seconds, and said he felt like 2.1 seconds would be more where he'd want the animation time on that power to be, as an example. So not radical reductions in animation times, but things like -15% or so seemed to be around the range he was comfortable with so as to speed up the animations of some of the attacks (ie. not all of them!). Executioner's Shot was specifically mentioned by name, but he didn't reel off a list of any others.
Again ... NO PROMISES of action in this area anytime Soon™ ... so you can hold your fire on that score. This was more a matter of sounding him out to find out what Arbiter Hawk thinks rather than trying to figure out (let alone demand) what he's going to DO. The major point being that even if he isn't exactly in *agreement* with what the players believe concerning Dual Pistols, his is substantially in alignment with player thinking as far as this powerset is concerned. -

Wanted to go with 2, just because there's been complaints with the pose Penny was taking, and that way it'd just be seen more often. ^_^
However, I thought Penny's face was done much better in option 1. Also SH looked better in Option 1. So it was win/win vs "get over yourselves"
Which, by the poll results looks like Option 1 is winning by a landslide anyways. -

All of your other suggestions sound reasonable, though, except maybe the MM PPP pet thing, since the ancillary pools are supposed to give you some of what your AT lacks, and MMs don't lack for pets.
Tankers lack criticals period, so not having the increased chance to crit makes sense. This is also why Scrappers/Stalkers (who dont get an increased chance to crit with their EC) don't have -Resist with Thunder Kick, it's a Tanker's ability.
In the end, I figure they gave Storm Kick +Defense for Tankers, as I'm guessing it was the only way to make Martial Arts interresting and worth taking for Tankers, out side of just having nice animations. -

I don't know, leaving Spock Prime alive, I think leaves a whole lot of room open for "Enterpises Five Year Mission, to follow Spock's command and seek out all future threats"
While the idea of all those new black holes means it can alter the directory of Khan's ship, it also means it can alter it so they find it faster.
But really, I can't help but think the logical thing for Spock to do is tell them what he encountered, how to difusse the situation and save countless lives.
Like...go back in time and find a humpback whale!
