Electric Blast was a top 5 set before this change...and it gets effected by the change.
That's a plus!
Also, there's three other sets that don't make out from these buffs at all. -

So lets force ranged toons to all take not one, but two, pool powers from leadership AND slot an IO proc, which will, skyrocket in price. Really bad plan.
Lower the number to 20% at least, that equates to a base of 95% to hit, right ?
15% would be even better, but probably dreaming now.
Here is an Idea too, increase the duration of both Aim and Buildup( 20-30 seconds).
More damage for all, less need to get tactics and Kismet. Blasters fixed !
Besides that, using Snipe with BU/Aim will still be an increase in DPS, whether or not you can perma it (some of course will be able to) -
Did it without Incarnate abilities on my Stalker and Scrappers.

The only powerset combination that is unlikely to have either Build Up or Aim and thus may not be able to gain this benefit in some measure are AR/Dev blasters who have neither BU nor Aim. But their build burden is tiny and for that teeny change they end up with the best sniper option of any blaster, by a large factor.
DP, Ice, Sonic seem to be the sets that will not make out with these changes. -

If the idea is to give Blasters access to a quick, hard-hitting attack whenever they Build Up or Aim...code it that way. (And just give the ability to Devices' targeting toggle.) Hell, double the cooldowns and damage of snipes if you have to make it more attractive as an intermittent ability - it'd make them better at the one thing people can use them for now anyway. Instead, they turned it into a buff that hinges on perma-ing in ways that are far, FAR easier for Defenders and Corruptors than Blasters. ((And on the Defender/Corruptor front - christ, as if Mace Mastery wasn't mandatory enough, now we'll need it for both our only +def shield AND focused accuracy.)) Plus, it's something nonintuitive (much less obvious than, say, Assassin's Focus charges) that completely changes the way your character plays - once I hit the magic +22% hit, my entire rotation changes.
I think they were trying to replicate the facelift they gave to Stalkers' AS - turn the opener-only ability into a potent longer-cooldown attack during sustained fights. But without something comparable to Stalkers' hidden/not hidden status to decide whether the attack is an opener or not, they've opted (at least at the current, alpha/pre-alpha stage) for a kludge that's just going to result in another power break between min-maxers and the rest of the playerbase. -

The changes do look awesome, but it doesn't look like Dual Pistols got anything out of it. :/
The sets with Snipes are going to beable to (if built for it...and it may be hard on some combos) out DPS it, and for some still have good.
Just seems like Dual Pistols moved all the way to the bottom of the list :/ -

It's the ones that hide their gifts, or the ones like the Morlocks who stay in the sewers and have bizarre inhuman appearances that humanity really fear. The idea of a god next door, or a monster under the bed. If the X-Men were the only mutants in the world, then the whole racism thing wouldn't work. IMO that's why the current extinction angle is wearing thin for me. It seems all the mutants left are super heroes now, and it takes away from the analogy that mutants represent the minority in whatever the political/social climate of the world was at the time.
Also, the mutants not being the only superheroes works, but only if they keep it in mind when writing for the other comics.
Spidey, put a bit of a reminder in that people think he's a mutant.
If the other heroes can have a doubt to them, have it brought up as well.
Fantastic Four, they're known not to be mutants so they're fine, and likely having a son with mutant powers make him okay, as people will trust the FF and their family. -
All I want to see in i24 is more melee defense sets made. That's it!

Terrible.
Some thoughts on it. Jean crushing on Kitty? No. Taking Scott away from Emma or Jean is basically OMD all over again.
Let's turn Cyclops into the emo useless guy? Nevermind Cyclops is suppossed to basically be on par with Captain America when it comes to tactics/leadership ability.
Also, I think the X-Men work great in a world of other superheroes...if they do it right! The problem with X-Men isn't that they're in a world with other superheroes. The problem is the writers/editors neglect that part of the storyline 99% of the time.
And the change to Jean? What? Really? You have a strong female character and he wants to turn her into that?
Also, let's keep Storms 80's look in the 80's. -

And they didn't do it earlier because it would of been a worse time to do it then. Notice how in SSA 1, all the characters that died where tied to Jack. That isn't a conincidence.
As for BABs, let him rot.
He's not as great a character as people make out. Statesman had just as much if not more story but people's dislike of States comes from their hate of Jack, hate of Superman, hate of costume heroes (and dont kid yourself, there are plenty in this game who hate costume heroes, but still play CoH) or combination of it all.
BABs also had a dev who people generally (not all of course) liked. -

Making alternate animations that are faster than the original is a terrible idea, as it would just have people picking the fastest animation.
However, there are animations that are the same animation time, or close enough that I think it warrants adjusting the animation time for this.
Mixing it into all non weapon based sets is also a good idea. In fact it might renew interrest in some of the other sets.
They could also likely charge 100-200 points for the alternate animations per set and have people buying them up.
If I could have Barrage's animation instead of Sweeping Crosses (Barrage would need to be lengthened in animation time), I'd actually pick SC on my StJ.
I'd also not only buy these, it give me incentive to use sets I avoid because their animations just seem so drab to me (like Electric Melee! How I love the set mechanically, but hate a lot of it's animations). -
Listening to Kevin Smith talk, I sometimes wonder, "Just how much does the writer actually write the movie?"
A writer can write the best script ever, and then have it ruined by the directors and actors. -

heh...She is cheap! But part of me thinks thi is due to her charging based on time spent. She whips a lot of these out so fast, some people might start going "100 dollars for what you did in 3 hours?"
I think some of her lack of communication comes from english not being her first language.

Using a melee quite often, I haven't found my melee not fighting in melee. Fight in melee, get a few chains off, back off, then back into melee, repeat.

I havent gotten a Astral or EMP unless the whole iTrial is a success.
Haven't farmed it yet. Though in my experience what worked the best was have 6 people as dedicated Well of Light destroyers while everyone else beats on Cole.
However, some people are either to slow on the uptake to get the hell out of dodge when "air begins to tremble" pops up (I watch this based on people ding everytime to the lightning), or you have brutes/tankers thinking "I can take it for sure" -
Multiple ways to do this...
1) Treat Cole like Rikti and just kill him. He was a dimension force trying to invade Primal, just like the Rikti. Members of the Vanguard like GG (Truthfully I don't know if GG is a member of Vanguard, but I bet she is), kill Rikti. That was never a "knock them out and arrest them" type of situation. It is a war after all, and Vanguard are a war group, not a superhero group.
2) Hand Cole over to his dimensions remaining authorities. Though what gets me, is it's said there are other governments on Praetorian Earth. So why did we never get aide from them? Or searth them out?
3) Say a villain took that time to murder Cole when he was weakened, like some of the other itrial villains were killed by villains. -

Have to agree with Frosty.
DC does have afew characters that interrest/interrested me, but a lot of the times the stories just seemed...:/ Also DC has a tendency to have such powerful characters that sometimes it feels the writers can't write for that and make it interresting.
